WHEREAS, this legislature is proud to honor those estimable persons who as a result of their magnificent achievements are a great source of pride for all Tennesseans; and WHEREAS, Coach Phil Fulmer of the University of Tennessee Volunteers is one such person, whose stellar head coaching career took on a distinctive brilliance this year when he guided Tennessee to an NCAA College Football Championship; and WHEREAS, Coach Fulmer has made his mark on college football during his brief tenure at the helm of the Vols; he is the winningest active coach in college football with a 67-11 record and reached the 50-victory milestone sooner than any other coach in SEC history; and WHEREAS, he has also guided the Vols to two consecutive Southeastern Conference Championships and his teams have finished in college football's Top 10 for four consecutive years; and WHEREAS, as an offensive guard, Phil Fulmer helped Tennessee to a 30-5 record from 1969-71. The Vols captured the SEC Championship with a 9-2 record in 1969, went 11-1 and won the Sugar Bowl in 1970, and finished as the Liberty Bowl champions with a 10-2 record in 1971, a year in which he served as team captain. Coach Fulmer began his remarkable SENATE JOINT RESOLUTION 23 000353 -1- coaching career as a graduate assistant in 1972 and returned to his beloved UT after stops at Wichita State and Vanderbilt; and WHEREAS, the many honors bestowed on Coach Fulmer in his sterling career include his selection this year as National Coach of the Year, the SEC Coach of the Year, and the Tennessean of the Year by the Tennessee Hall of Fame; he was also elected by his fellow coaches as the NCAA Region III Coach of the Year in 1993.
