Addendum # _2_ to RFP-16009 MANAGED WIDE AREA NETWORK SERVICES

The following changes, additions, deletions, and clarifications are hereby made part of the solicitation for the above referenced project and shall be taken into account in the preparation of the solicitation response and execution of all work. Vendors shall acknowledge receipt of this addendum.

SOLICITATION DOCUMENT REVISIONS: 1. Appendix L City Schools - Site List is hereby amended. An updated Site List includes the bandwidth at each location. 2. Submission Deadline- Due Date for proposals is amended. Due date for proposals changed from 11:00 am on September 17, 2015 to 11:00 am on October 1, 2015. 10.0 SUBMISSION DEADLINE In order to be eligible for consideration, proposals must be received at City Schools Office of Materials Management no later than 11:00 am on September October 3 10 17 1, 2015, in Room 401. Vendors mailing proposals shall allow sufficient carrier delivery time to ensure timely receipt of their proposal in the Office of Materials Management (Room 401) prior to the deadline. Any proposal received in the Office of Materials Management after the submission deadline, no matter what the reason, will be returned unopened. Delivery to the City Schools’ mailroom, lobby, etc. shall not constitute delivery to the Office of Materials Management located in Room 401. In the event of inclement weather on the due date of a proposal and City Schools Administrative Offices are closed, the proposal will be due on the next business day at the same time as specified in the proposal or applicable addendum.

Questions and Responses are being issued to clarify certain information contained in the above named solicitation.

1. Please provide a replacement for Appendix L, listing circuits required, the bandwidth requirement (100Mbps, 1Gbps, 10Gbps) for each circuit, the end point of the circuit, and the school(s)/entity (ies) to be supported with that circuit. If possible, please provide this as a data file (.xls, .csv, etc.)

Response: In addition to the Site List provided in Addendum #1 a new list with bandwidth is attached to this addendum and posted online at emarylandmarketplace.com.

2. We requested a recent report or reports from the incumbent WAN vendor (ENA), showing tested circuit capacity, site connection average bandwidth utilization, and end site availability. What was provided was one line of a report that does not specify location, tested circuit capacity, or availability. I'd like to trust that the incumbent vendor is really delivering 1Gbps or 100Mbps service to each site, but here is a real-world speed test from #336:

In our view, it's not a fair procurement process if new vendors are asked to provide 1Gbps connections while the incumbent provides 10Mbps. A report showing tested speeds for each location would certainly prove us wrong on this.

All Proposers are required to submit a technical proposal that will demonstrate its ability to meet the minimum technical requirements as stated in Section 3.2 of the RFP.

3.2 Minimum Technical Requirements

Vendors must meet the following minimum technical requirements in order to be considered responsive to this RFP.

a) Vendor must be able to provide Layer 3 managed WAN service. b) Vendor must be able to provide both WAN service and have ability to provide hosted voice service. c) All connections should be carrier-grade throughput capacity, full duplex to all sites and school campuses. Line outage detection must include repair resolution and call response resolution with resolution time frames. d) High Speed circuit’s at all remote sites and school campuses will be 100 Mbps or better once transitioned to the proposed service. e) All services and connections must interoperate transparently, supporting open-standards and open architectures. f) Vendor must be a telecommunication provider operating under the regulations of the Federal Communications Commission, the Telecommunication Act of 1996.

3. Do you have the original service dates for the current ENA contract that we can include?

Response: The original services dates are July 1, 2011 to June 30, 2016.
