H.E. Emmanuel LENAIN – Ambassador of to India

“Indian and French nuclear industries are in position to meet today’s energy challenges by providing access to reliable electricity, at a competitive price and with a low-carbon footprint “

Nuclear power is the major source of energy in France and it derives over 75% of its electricity from this source. Currently in India there are 22 nuclear reactors operational (6,78 GW) which represents less than 2% of the country’s energy mix. However, India has an important new build program with 9 reactors under construction, 12 reactors sanctioned and several others projects under discussion including the construction of 6 EPR reactors at Jaitapur in Maharashtra, which will be the biggest of the world with a capacity of nearly 10 GW. With important milestones like attainment of criticality for Kakrapar Atomic Power project-3 and the government’s plan to set up in fleet mode 10 indigenous PHWRs, nuclear energy will have a vital role in terms of India’s long-term energy security and addressing climate change.

Nuclear energy cooperation is a cornerstone of the Indo-French strategic partnership. For decades, India and France are trustful partners in research, science and industry. This cooperation is supported at the highest level of our Governments as recalled during the State visit of President Macron to India in 2018 or during the visit of Prime Minister Modi in France in August 2019. The ambitious project of 6 EPR at Jaitapur, with a total capacity of nearly 10 GW, will contribute significantly to India’s target of sourcing 40 % of its electricity from non-fossil fuels by 2030. The Jaitapur project also illustrates the French support to Prime Minister Modi’s initiative of “Make in India”, as it implies: indigenous production through localization, joint research and development programmes, education and training. Many French companies are already involved in industrial cooperation in India. France is committed to expand this partnership, allowing the French nuclear industry to play a key role in the ambitious Indian civilian nuclear energy development programme.

Eric FAJOLE, Senior Trade & Investment Commissioner, Regional director – Business France (India, Sri Lanka, Bangladesh)

“The Nuclear Days India event aims to bring together the French know-how and Indian industrials to create opportunities and business synergies “

We at Business France, the government agency supporting the international development of the French economy, seek to promote & facilitate French expertise known as “the French Fab” and investment in India. We assist in bridging French companies with local clients and partners for successful business synergies.

In our continuous endeavor to support French Industries, we have adapted our yearly nuclear event to a webinar form, considering the current health situation world over. I am very pleased to count EDF as our main partner for the event, with the support of GIFEN (French Nuclear Energy Industry Group) and the French delegation composed of 27 companies that represent various stages of the value chain: mechanical, engineering, civil, training, safety and quality assurance.

Since 2009, Business France India has supported more than 60 French companies in the nuclear sector creating various success stories, with the support of NPCIL, EDF and several Indian stakeholders etc. We wish to offer to the French supply chain an overview of the EPR Project and the Indian Nuclear Projects through such programs and to Indian partners, the best of the French technology.

To face the COVID 19 crisis, the French government implemented some new measures to support French companies. A stimulus package of a 100 billion euros has been released by the government to quickly improve the French economy with a main objective to go for a greener and decarbonized industry. Despite the crisis, Business France continues to create a link between French and Indian companies by creating digital events and organizing remote business one2one meetings. French companies are willing to be part of the Make in India program and see India as a market with potential. 3

Transition and Green Growth (TECV) assigning IRSN as the French national public expert on nuclear and radiological risks. It contributes to public policies in the fields of nuclear safety and ionizing radiological protection for the public health and environment. As a

research and scientific institution, it acts in consultation with all stakeholders concerned 31 Avenue de la division Leclerc 92260 Fontenay aux Roses by these policies, while preserving its independence of judgment. France www.irsn.fr IRSN is placed under the joint authority of the Ministry of Environment, Energy and Marine

Affairs, the Ministry of Education, Higher Education and Research, the Ministry of Social Affairs and Health and the Ministry of Defence.

France has the largest fleet of commercial nuclear power reactors in operation in the EU (and the second largest in the world), extensive nuclear fuel cycle and radioactive waste management facilities, nuclear research and development facilities and uses of ionising

radiation. The expertise of more than 1 800 IRSN staff members with the highest possible

level of knowledge and specialisation covers all civilian and military nuclear activities.

Nazih ABDELHAMID In cooperation with the National Safety authorities (ASN for civilian and ASND for military International Project Manager [email protected] activities), IRSN strives to prevent nuclear and radiological accidents and incidents and, if Ph: +33 (0) 1 58 35 91 69 such occur, to limit the potential impact on the human health and environment. Throughout the French territory, IRSN has automated networks for radiological monitoring ------and warning, and monitors the level of radioactivity in drinking water and the food chain by sampling. In the event of an incident or accident involving sources of ionizing radiation,

IRSN provides guidance to public authorities on the technical, public health and medical measures to be implemented to protect the population, workers and the environment, while restoring safety at facilities. The Institute relies on its own Emergency Response Centre, which can be trigged in at all times, together with field response teams.

The experts’ educational and professional backgrounds cover a wide range of disciplines pertinent to all phases of a nuclear facility life-cycle in support of safety authorities’ duties (i.e. siting, design, licensing, procurement, construction, commissioning, operation, maintenance, refurbishment, dismantling and decommissioning of nuclear facilities) and other uses of nuclear and radioactive materials.

IRSN is a founder member of the European Technical Support Organization Network (ETSON) and is particularly active in different international organizations as IAEA, UNSCEAR, ICRP, ICRU, ISO, OECD / NEA, WHO.
