QUESTIONS

1. MR. S. KGOROBA, MP. (MOGODITSHANE): To ask the Minister of Local (157) Government and Rural Development to state when the Mogoditshane Block 5/Block 9 road construction will begin.

2. DR. T. O. MMATLI, MP. ( SOUTH): To ask the Minister of (158) Land Management, Water and Sanitation Services to state:

(i) the amount of land serviced through Economic Stimulus Programme (ESP) in Molepolole providing a detailed breakdown of the categories of the serviced land according to land-use types; and

(ii) the amount expended per land-use category.

3. MR. S. LELATISITSWE, MP. (BOTETI EAST): To ask the Minister of (159) Employment, Labour Productivity and Skills Development to apprise this Honourable House on the status of Boteti Brigade and to state:

(i) programmes offered and intake per programme during the past three (3) years;

(ii) whether the programmes offered are relevant considering economic activity around the area;

(iii) if Government will consider including mining courses at the Brigade and how much it will cost and when it will be done;

(iv) availability of lecturers in the school per course; and

(v) the amount given to students as allowance and if Government will consider building hostels as it is expensive for students to rent given their current living allowance.

4. MR. H. G. NKAIGWA, MP. ( NORTH): To ask the Minister for (160) Presidential Affairs, Governance and Public Administration to state:

(i) why Ministers do not address Kgotla meetings in Gaborone;

(ii) the number of Kgotla meetings addressed by Ministers since 2014 to date in Gaborone; and

(iii) what will be done for Ministers to address Kgotla meetings in Gaborone.

5. MR. B. M. MOLEBATSI, MP. ( EAST): To ask the Minister of (161) Local Government and Rural Development:

(i) if she is aware that the staffroom/administration block at Matebeleng Primary School cannot accommodate the teaching staff as it is small;

(ii) if she is aware that there is a shortage of classrooms at Primary School and that learners are overcrowded; and

(iii) what her Ministry intends on doing to address this situation.

6. MR. H. G. NKAIGWA, MP. (GABORONE NORTH): To ask the Minister of (162) Employment, Labour Productivity and Skills Development:

(i) what is being done to address the ill-treatment towards employees of Choppies Group of Companies;

(ii) whether it is appropriate for the company to deduct money from employees’ salaries for shortages they incur during their course of work;

(iii) whether it is appropriate to work long hours without overtime payment;

(iv) if he is aware that some employees take home salaries ranging from 0 – 300 Pula monthly due to shortages incurred during the course of work; and

(v) what is being done to assist such employees.

7. MR. E. J. BATSHU, MP. (NKANGE): To ask the Minister of Health and (163) Wellness if he is aware that all the washing machines at Primary Hospital have not been functioning for a long time; and if so, how and when he intends to rectify the situation.

8. MR. D. L. KEORAPETSE, MP. (SELEBI-PHIKWE WEST): To ask the Minister (164) for Presidential Affairs, Governance and Public Administration to state the following regarding the Directorate of Intelligence and Security Services Tribunal:

(i) the amount of money it has been allocated annually since 2007;

(ii) location of its secretariat offices/physical address, postal address and toll-free or other numbers;

(iii) its staff complement;

(iv) the number of cases or complaints it has handled and where its reports can be found; and

(v) to which office the Tribunal accounts.

9. MR. S. LELATISITSWE, MP. (BOTETI EAST): To ask the Minister of Health (165) and Wellness whether it is true that Mokubilo Health Post has been without electricity and water for the past two years; and if so, to state:

(i) how this has affected health services in the concerned health post;

(ii) how the lack of electricity has exposed staff to risk when they are on call at night;

(iii) the causes for the delay in maintenance of these two components; and

(iv) when they will be fixed and what action will be taken against the officer who stayed for two (2) years without attending to them.

10. MR. S. KEBONANG, MP. (): To ask the Minister of Mineral (166) Resources, Green Technology and Energy Security:

(i) what the position of Government is regarding the development of coal fired power stations in light of the Power Agreement on Global Warming;

(ii) what is the position of Government regarding Morupule 5 and 6 and Morupule 7 and 8 vis-a-vis the existence of Morupule Power Plant; and

(iii) to state the impact on the consumer and Government in the event of the development of Morupule 5 and 6, 7 and 8.

11. MR. H. G. NKAIGWA, MP. (GABORONE NORTH): To ask the Minister of (141) Tertiary Education, Research, Science and Technology:

(i) if he is aware that courses offered by Gaborone Institute of Professional Studies (GIPS) Phakalane are not accredited by Botswana Qualifications Authority (BQA);

(ii) to state the effect this will have on learners who will be graduating from the institution;

(iii) if he is aware that upon application learners were informed that the courses were fully accredited only to learn that it is not the case at the time of enrolment;

(iv) to explain what is being done by Government to assist such learners; and

(v) how does the Ministry deal with the false advertisement by GIPS.

12. MR. S. LELATISITSWE, MP. (BOTETI EAST): To ask the Minister of Land (153) Management, Water and Sanitation Services to apprise this Honourable House on whether the Government of Botswana subscribes to the standards set out by International Finance Corporation (IFC); and if so:

(i) to describe the Performance Standard 5 under IFC – Land Acquisition and Involuntary Resettlement; and what it entails under compensation and benefits for displaced persons;

(ii) was this performance standard followed during the recent expansion of Game Park; and if not, where do the aggrieved parties report their cases locally and internationally and;

(iii) whether he is aware of any individual or group of farmers who feel this standard was not considered during the calculation of their relocation packages; and

(iv) how can this affect our diamond market if not carried out by members of IFC.
