Socorro Independent School District (SISD) ______

Welcome to El Paso, Texas home of the Socorro Independent School District. SISD is one of the fastest growing school districts in the state of Texas. The district has twenty-six (26) elementary and PK-8 schools, eight (8) middle schools, seven (7) high schools, two (2) alternative schools. The student activities complex includes an 11,000 seat stadium, and the adjacent Aquatic Center, also open throughout the year, has indoor and outdoor pools. SISD is located in the southeastern portion of El Paso County, Texas. It covers 136 square miles stretching north to the Texas/New Mexico state line and south to the Rio Grande at the United States/Mexico border. SISD operates under a modified Year Round Calendar.

Most middle and high schools in SISD operate under an A/B Block schedule. This allows for a two day cycle during which students enroll in eight courses – four ninety minute periods each day.

Because of our rapid growth, some students may not be able to attend schools in their designated attendance area. In this case, space will be available at the nearest campus and transportation will be provided.

Meals may be free for eligible students. Students are encouraged to set up a debit account in the cafeteria and make pre-payments on a regular basis. A la carte items are available for purchase and may vary at each campus. Parents who do not wish for their child to purchase a la carte items must notify the cashier in the cafeteria. All items sold through Child Nutrition Services comply with the State Foods of Minimal Nutritional Value Policy. Meal prices will increase slightly over time. ______Socorro ISD Department of Administrative Services Guide for Transitioning Families 3 Dress Code ______

The District’s dress code is set at a minimum standard by the District in policy (FNCA LOCAL). The campus may adopt a more stringent code that meets the specific demands and needs of the campus and community.

a) The district's dress code is established to teach grooming and hygiene, instills discipline, prevent disruption, avoid safety hazards, and teach respect for authority.

b) Students shall be dressed and groomed in a manner that is clean and neat and that will not be a health or safety hazard to themselves or others. The district prohibits any clothing or grooming that in the principal’s judgment may reasonably be expected to cause disruption of or interference with normal school operations. A campus handbook may list specific examples of appropriate and inappropriate clothing, hair, jewelry, or manner of dress.

c) The district prohibits pictures, emblems, or writings on clothing that: (1) are lewd, offensive, vulgar, or obscene. (2) advertise or depict tobacco products, alcoholic beverages, drugs, or any other substance prohibited by district policy. (3) are evidence of membership or affiliation in any gang.

d) The student and parent may determine the student’s personal dress and grooming standards, provided that they comply with the general guidelines set out above and the district's dress code for students in the campus handbooks and/or Code of Conduct/discipline management plan.

e) If the principal determines that a student's grooming violates the dress code, the student shall be given an opportunity to correct the problem at school. If not corrected, the student shall be assigned to in-school suspension for the remainder of the day, until a parent or designee brings an acceptable change of clothing to the school or until the problem is otherwise corrected.

f) The principal, in cooperation with the sponsor, coach, or other person in charge of an extracurricular activity, may regulate the dress and grooming of students who participate in the activity. Students who violate those standards may be removed or excluded from the activity for a period determined by the principal or sponsor and may be subject to other disciplinary action.

g) Elementary and Middle schools require uniforms.

(FNCA LOCAL) Every campus electing to adopt and implement a school uniform policy shall include at least one uniform option that consists of khaki pants and a white polo shirt without a school logo to compliment the other agreed upon uniform options.

The Academy of Business Career (ABC) teaches business skills and values. It is offered at Socorro High School.

Academy for Careers in Education (ACE) is a magnet program for students interested in a career in the field of education. This program is offered at Socorro High School and El Dorado High School.

COSMOS Curriculum Opportunities for Science and Math Oriented Students is a magnet program offered at Socorro HS and Americas HS.

DISCOVERY is a Computer Technology Academy. This program is offered at Socorro High School.

EXCEL is a Technical Trade Academy (Skills) which is offered at Socorro High School.

Fire Science Technology is designed to study fire service and its diversity. This program is offered at El Dorado High School.

HEROES is a Human Services Academy (Pre-Law, Law Enforcement and Fire Science Technology). This program is offered at Socorro High School.

HPA Health Professions Academy is a magnet program offered at Socorro High School. It is for students interested in pursuing careers in a health profession.

IB International Baccalaureate is a diploma program offering an advanced curriculum that is standardized internationally. It is the most rigorous college prep program available in Socorro ISD. The IB program is only offered at El Dorado High School.

Intro to Engineering / Project Lead the Way This program is offered at El Dorado 9th Grade Academy.

Mission Early College High School is a unique high school housed at El Paso Community College. Students in this program will earn an Associate’s Degree while in high school.

Montwood Advanced Studies Institute is an innovative program where students may earn college credit through El Paso Community College while in high school. The MASI program allows students to focus on academic interests for college. (Requirement: Senior Project). This program is offered at .

Project Lead the Way at Eastlake High School and all comprehensive high schools is the study of Biomedical Sciences which teaches students to make better tools which help sick people; and to help develop new medical treatments.

STYLE is Socorro High School’s magnet fine arts program.

The SISD Options High School (SOHS) is an alternative educational program that offers academic options for students who want to complete the necessary requirements for obtaining a high school diploma. The SOHS is a competency based learning system with flexible scheduling for young adults who are not successfully completing a traditional high school program.

The Synergy Program integrates English, Math, Science and Social Studies into a project-based program. This program is offered at Montwood High School.

The SISD operates under a nine-week grading period – four per year.

PK & K The elementary schools use a developmental scale for grade level PreK & K. 1 – Did not meet standard 2 – Approaching Grade Level Standards 3 – Met Standard 4 – Commended Performance

1st -12th For grade 6-12, a 0 – 100 grading scale is used. A grade of 69 or less is failing. A grade of 70 – 100 is passing. There is no designation of the traditional A, B, C, D, F grades.

Report Cards Report cards are issued to each student following each marking period. The exact day will be noted on the school calendar and will be announced each grading period. The cards should be signed by parents or guardians and returned to the teacher the day after they have been issued.

Parents are encouraged to take advantage of our e-HAC technology to view your child’s grades and attendance online. Parents must register on line at www.sisd.net in order to have access. Look for the e-HAC Security Authorization Form – Acceptable Use Policy. You will require the student ID, student name, parent/guardian full name and campus location. The campus administrator must sign and approve the form. You may also complete the form at your child’s campus.

______Attendance Policy – Texas Law 90% Rule A state law requires that students attend school for at least 90 percent of the days the class is offered. Otherwise, the student will not receive credit for the class. Each School District has been empowered to establish guidelines and appoint campus-based attendance committees which may consider extenuating circumstances and grant credit. Parents are strongly advised to enroll their children immediately after arriving. A student whose parent or legal guardian has been called to military duty, is on leave from, or has immediately returned from deployment to a combat zone or combat support posting shall be granted no more than 2 excused absences per year for this purpose. A parent needs to complete the Deployment/Redeployment Absence Notification Request form and submit the form to the school attendance office in advance of the requested absences. The form is available at your campus or on line.

Pre-Advanced Placement and Advanced Placement Courses Students are given opportunities for college-level learning and achievement through the Pre- Advanced (Pre-AP) and Advanced Placement (AP) courses and examinations. The AP curriculum is tailored to topics and skills needed to pass the AP examination. The AP exams are given each year in May. A college-level textbook and a specified AP curriculum are used. Many colleges and universities grant college credit and/or grades to students who successfully pass AP exams.

Dual Credit The Dual Credit Program is a partnership between high schools and El Paso Community College (EPCC) in which instruction is provided to high school students, tuition free, for immediate award of both high school credit and college credit, without leaving their home campus. The college course is a replacement rather than an addition. Students take just one class – the joint College/High School credit class – and get both high school credit and college credit for it. Please call your campus counselor or EPCC at 831-2575 for more information and to see if your campus will pay for your books as this is a campus decision. Dual Credit is offered at selected SISD high schools.

Special Education The Special Education Department provides service and support to campuses and students so students receive a free and appropriate education in the least restrictive environment. In addition to instructional services, related services are also provided to students who have an identified need. Gifted and Talented Program Socorro Independent School District accepts all gifted and talented students into their Gifted and Talented Program when the previous school attended sends verification (written documentation) of the student’s GT placement. Proof of enrollment includes, but is not limited to: • Placement records • Identification records • Report cards verifying placement

If records accompanying student are incomplete (no placement criteria or results showing reason for placement are included with records), the receiving school will re-screen the student to determine best possible services and in the middle/high schools – courses for the gifted and talented student. It is the belief of the Socorro Independent School District that once a student has been identified as being gifted and talented, that student should continue in the program unless the parent or parents and school staff together determine that this may not be the best placement for the child. Any student is eligible to be screened for the Gifted and Talented Program in the Socorro Independent School District. Screening a new student consists of the following: • Recommendation for G.T. AVID (Advancement Via Individual Determination) AVID helps middle schools and high schools prepare students who have a 2.0 to 3.5 GPA (the average student) for four – year college eligibility and helps restructure the teaching methodologies of a school to make college preparatory curricula accessible to all students. AVID targets students who are only getting average grades but have the potential to succeed in a rigorous academic program. AVID students are required to enroll in Pre-AP and AP courses but receive support through an AVID elective class. Please note that AVID is offered at specific campuses only. Naval Junior Reserve Officers Training Corps (NJROTC) Award winning Naval Junior Reserve Officers Training Corps (NJROTC) units are at Americas, Montwood, Socorro, and Eastlake High Schools. Montwood High School and El Dorado 9th Grade Academy will participate at El Dorado High School. Eastlake High School will participate at Americas High School.

Career Technical Education (CTE)

Socorro ISD CTE Mission Statement In collaboration with business/industry leaders and post-secondary institutions, SISD will promote advanced skills for competitive wages in high—demand careers. All students will be provided opportunities to participate in a CTE Program of Study which will promote leadership, skills development and a seamless transition to post-secondary education and/or work. CTE is offered at certain campuses. Please check with your school counselor. Socorro CTE Goals: • Provide opportunities for all students through a rigorous Career & Technical Education program • Provide a quality academic counseling and career guidance program for all students • Provide sustainable partnerships with business and industry for current and emerging occupations • Provide students with industry recognized certifications, post-secondary credit, leadership opportunities and outlets for job shadowing & internships

Athletic Programs All Socorro ISD athletic programs abide by the University Interscholastic League (UIL) rules and regulations. The UIL is an organization which establishes rules and regulations for all Texas public school athletic programs.

All SISD high schools and middle schools offer the following athletic programs: High School Football, Volleyball, Cross Country, Basketball, Track, Baseball, Softball, Soccer, Golf, Swimming, Tennis, Cheerleading and Wrestling. Middle Schools Football, Volleyball, Cross Country, Basketball, Track, Soccer, Softball, Cheerleading and Baseball.

UIL Transfer Rules and Regulations 1. Students may not transfer for athletic reasons. 2. Transfer students must complete a Previous Athletic Participation (PAPF) form before they may participate at the varsity level. 3. Students must live in the attendance zone of the school they are attending in order to be eligible immediately for varsity competition. There are waivers and exceptions for special situations. 4. All students participating in our athletic programs must have a current physical examination on file prior to participating in an athletic period (anytime on or after May 1 of the previous school year), practice session; try out session, or competition.

All athletic programs and athletes must abide by the no pass, no play guidelines. Students may practice, but must meet academic standards as required by the UIL, in order to participate in athletic contests or travel with team. Physical Exams SISD requires a physical examination for each school year of competition. The physical examination is good for one school year and may be taken anytime on or after May 1 of the previous school year. The physical must be completed on the UIL Pre-Participation Physical Evaluation form and physical must be performed by a Physician, a Physician Assistant licensed by a State Board of Physician Assistant Examiners, a Registered Nurse recognized as an Advanced Practice Nurse, by the Board of Nurse Examiners or a Doctor of Chiropractic.

SCIENCE – 4.0 credits: Biology, Chemistry, and Physics or Principles of Technology. The fourth credit may be selected from the laboratory-based courses.

State of Texas Assessments of Academic Readiness (STAAR™) Resources The State of Texas Assessments of Academic Readiness (STAAR™) will replace the Texas Assessment of Knowledge and Skills (TAKS), which is the criterion-referenced assessment program that has been in place since 2003. STAAR™ includes the 12 end-of-course (EOC) assessments mandated by SB 1031 in 2007 and the new grade 3–8 assessments mandated by HB 3 in 2009. The new tests will be implemented in the 2011–2012 school year.

End-of-Course (EOC) Assessments In 2007 Senate Bill 1031 was enacted, which called for the development of “end-of-course assessment instruments for secondary-level courses in Algebra I, Algebra II, Geometry, Biology, Chemistry, Physics, English I, English II, English III, World Geography, World History and United States History.” The purpose of the end-of-course (EOC) assessments is to measure students’ academic performance in core high school courses and to become part of the graduation requirements beginning with the freshman class of 2011–2012. The EOC assessments for lower- level courses must include questions to determine readiness for advanced coursework. The assessments for higher-level courses must include a series of special purpose questions to measure college readiness and the need for developmental coursework in higher education.

All school age children living within our school district boundaries and meeting state requirements are welcome to attend SISD schools.

Each of our campuses holds yearly registration sessions as set by their administrator. Schools will also register individual students as set by school administration. You are encouraged to contact the individual school for registration dates, times and locations. To find which school your child belongs to, please visit our street search page at www.sisd.net. Click on “New to Socorro”, enter address information at the bottom of the page or refer to the appendix. Because of our rapid growth, some students may not be able to attend schools in their designated attendance area. In this case, space will be available at the nearest campus and transportation will be provided.

When registering, please make sure that you have all of the following required documents at hand.

1. Birth certificate (certified copy)-The name as it appears on the birth certificate shall be used unless a legal document is provided that states otherwise. 2. A copy of the child’s records from the last school attended. 3. Immunization record. (Military families see page 17). 4. Proof of residence (gas, water, electric bill, or lease agreement) – There is no exception or time given for proof of residence. You must provide proof that they are residents of the district prior to the completion of any registration documents. If a notarized Proof of Residence letter is required, the student will not be accepted until the letter is in hand (to be used in a case where a family is residing with another family or on rental property). 5. Social Security number (Optional) – If a Social Security number is not available, a Texas Education Agency (TEA) number will be assigned. 6. Power of attorney or legal guardianship when child is living apart from parent(s). 7. Withdrawal Notice, if withdrawn during the school year, or the final report card of the previous school year.

Transfer of Immunization Records for Military ______

Transfer of Immunization Records for Military Dependents * New Rule Information www.dshs.state.tx.us/immunize (Rule § 97.69)

The Health and Human Services Commissioner (HHSC) on behalf of the Department of State Health Services adopts an amendment § 97.69, concerning the transfer of immunization records for military dependents enrolling in, attending, and/or transferring to public or private elementary or secondary schools. § 97.69. Transfer of Records.

(a) A student can be enrolled provisionally no more than 30 days if he/she transfers from one Texas school to another, and is waiting the transfer of the immunization record.

(b) A dependent of a person who is on active duty with the armed forces of the United States can be enrolled provisionally for no more than 30 days if he/she transfers from one school to another and is waiting the transfer of the immunization record.

Please Note: The Hepatitis A vaccine is required in El Paso, Texas.
