1046 QUESTIONS OR COMMENTS FROM MEMBERS OF THE PUBLIC

1046.1 Riseley Resident – I have some questions regarding the Cala Homes site in Riseley; what the position regarding the road from the site onto the Basingstoke Road; what can be done about the condition of the Devil’s Highway footpath and pedestrian crossing which has been removed at the Odiham Road end.

Clerk – I have been in contact with the various authorities involved regarding these issues. See items 1048.1.1, 1048.1.2 and 1048.2.1 in these minutes.

1046.2 Riseley Resident – I would like to report that some cars are driving over The Green instead of waiting to turn left onto the Basingstoke Road from the Odiham Road. Some cars are also turning into the cul-de-sac then driving over the raised paving to join the Basingstoke Road, both are putting pedestrians at risk.

Cllr. Anderson – do you have any photographic evidence, if possible, you should report incidents to the police.

Clerk – in 2015 the short post and rail fence preventing this was demolished by a lorry, the Parks Team at Wokingham Borough Council (WBC) replaced it with some short sturdy posts which have gradually been knocked over. At the time Highways, WBC would not commit to improve the kerbing along the green.

Cllr. McDonald – I will bring this up at the Fields NAG meeting tomorrow. 1 2

1046.3 Riseley Resident is anything which the Parish Council can do to help tackle the issue of speed in Riseley.

Cllr. Wheelwright – we are going to borrow some speed monitoring equipment from a neighbouring parish with the intention of capturing vehicle speed data around the parish. Once we have analysed the data we will work with WBC and Thames Valley Police on

initiatives which may help to slow traffic down. We would like to start this process as soon as possible as the schools are now back. 3

1047 MINUTES OF LAST MEETING

1047.1 It was PROPOSED and seconded that the minutes of the Parish Council meeting held on 13th August 2019 be approved. All in favour. 4

1048 CLERKS REPORT

1048.1 Update on items from previous meetings

1048.1.1 1016.2 Road access to the Cala Homes site on the Basingstoke Road – it was NOTED that Hart District Council had confirmed that permission was granted for this temporary access. It would be closed up once work is complete.

1048.1.2 1016.2 Footpath 501 (The Devil’s Highway) – it was NOTED that the Northern Countryside Access Team of Hampshire Country Council had inspected the footpath and did not believe it posed a Health and Safety risk, however, the diversion is temporary and the original line of the footpath would be restored once development had been completed.

1048.1.3 1016.3 Missing signage in Riseley – it was NOTED that Cala Homes had now located the missing “Welcome to Riseley” sign and it would be replaced shortly.

1048.1.4 1040.1 Riseley Common Board Walk – it was NOTED that the Clerk was investigating options for installing a board saying “Welcome to The Marsh Local Nature Reserve” ideally made out of recycled plastic. Indications are that such sign would cost approx. £300 plus VAT.

It was NOTED that the Riseley Commoners would hold a Working Party on Saturday 14th September to clear the path from School Road to School Lane. 5

1048.1.5 1040.2 Fox’s Run – it was NOTED that Cllr. McDonald had prepared a brief for the next phase of work required. She would now investigate potential contractors who could complete the work.

Work required 1. Remove last remaining shrub(berberis) and any remaining shrub roots 2. Remove grass and weeds and weed spray 3. Plant 3 medium size evergreen low maintenance shrubs in the corner by the house on the right handside when entering from Foxborough. (e.g. euonymus, escallonia, abelia, fatsia) 4. Plant small bulbs down the side where there is some light: daffodil tete a tete, crocus

1048.2.1 Odiham Road – it was NOTED that Cala Homes had removed the pedestrian island/refuge outside the village hall. This was installed by WBC in 2005/2006 to provide a safe crossing point for pedestrians using the village hall / recreation ground and to help prevent cars racing down the Odiham Road. The outline planning application indicated that this island would be retained and upgraded to facilitate pedestrians crossing and associated dropped kerbs and tactile paving would be installed. However, during the process of granting approval of the details the current plan shows no island, just red surfacing with 30 painted on it. The Clerk has written to Wokingham Borough Council (WBC) asking whether they gave permission for this change, given that WBC spent approximately £60K installing the island. 6

1048.2.2 Riseley Recreation Ground, paving slab – it was NOTED that a resident had reported a broken paving slab on the path by the Tea Room at Riseley. The slab had been repaired but would be monitored and replaced if necessary. 7

1048.2.3 Swallowfield Recreation Ground, wooded area – it was NOTED that a significant amount of broken glass was found in the wooded area, including beer bottles which appear to have been left in a position which would cause injury to anyone walking over it. It has been cleared and the site would be monitored. 8

1048.2.4 Church Road – it was NOTED that the mud encroaching onto the pavement along Church Road from the village down to the church had been hand cleared by WBC. Many thanks to Mr. Drew, Mrs. Cleaver and our Localities Officer Ricky Josey for their perseverance to ensure this work was carried out. 9

1048.2.5 Pond at Handpost Corner – it was NOTED that our Localities Officer at WBC had investigated this piece of land and reported:

“The area all around the pond is adopted highway to the rear of the pond measured off the mapping system it is approx. 1.3m. I believe that the highway drainage runs into it (but this does not automatically make it a highway asset). I have always been of the belief that if the pond abuts the adjacent land then it is the landowner’s responsibility. The adopted highway and pond area are shown on Land Registry as unregistered. In my opinion this pond is definitely not Highways responsibility.” 10

1048.2.6 Waste Collections – it was NOTED that the council currently employs five different contractors/individuals to dispose of the various waste generated by the public. It was AGREED that the Clerk would investigate bringing this under one contract. In the short- term she would look at entering into a short-term contract to relieve our Parish Warden of

the responsibility for emptying bins containing dog waste. 11

1048.2.7 Buildings Maintenance – it was NOTED that the council currently employs seven different contractors/individuals to carry out various services/annual checks. It was AGREED that the Clerk would investigate reducing this number. 12

1048.2.8 Development on Trowes Lane – it was NOTED that Cllrs. Wheelwright and King would meet with Cove Homes on Wednesday 11th September.

1049.6 Consultations

1049.6.1 Adoption of new infrastructure – Wokingham Borough Council is to examine the process for adopting new roads, open spaces, landscaping and play areas following the completion of new housing developments. It will examine the legal, planning and technical framework relating to the adoption process and will look at examples of best practice. It will also examine the way in which residents are informed and updated.

The council has experience of a site which has not been adopted by the borough council, The Pippins (37 homes) developed by Homes. Residents and non-residents of such sites are often confused about what rights each has.

• Open Space: who has a right to walk on the open space? In this instance Bellway confirmed that a condition of planning permission was public access to the open space, however, the residents are not aware and given that they are paying for its maintenance feel they have a right to ask non-residents to leave. This causes bad feeling and splits the community.

• Management Fee: Residents pay an annual management fee, but many are not clear what that covers or that they may be responsible for damage to any facilities on the site.

• Flood attenuation features: At The Pippins maintenance of flood attenuation features is critical for the village, e.g. balancing pond and filter drains which run across the end of some gardens, these must be cleared periodically, as a Parish Council it is not easy for us to establish what is being done.

• Affordable Housing: The council also understands that the affordable houses built on this site, a few houses on a cul-de-sac called Scarlet Mews, are not part of the management agreement, again this causes confusion and bad feeling, e.g. who maintains the road outside those houses, can those residents park on The Pippins. At the time the roads were named Swallowfield Council was only told there would be one road, not two.

• Road condition: It is the council’s understanding that the roads on unadopted sites may not be laid to such a high standard as required by the local authority.

• Parking: There are arguments about who can park where.

Swallowfield Parish Council would like to understand how decisions are made regarding adoption, does the borough council have any influence or is the decision down to developer preference. What mitigation is in place if the management company appointed to look after the site does not fulfil its obligations, ceases to trade or does not have the funds to effect necessary repairs. Who monitors the effectiveness of those management companies?

Swallowfield Council would ask that Wokingham Borough Council adopts the appropriate infrastructure on all sites avoid creating split communities and a two-tiered system.

1049.7 Major Development Community Forums – it was NOTED that the next Community Forums would be held at Shinfield on 14th October, 7-9pm, Shinfield Infants School and at Arborfield on 6th November, 7-9pm at Henry Street Garden Centre. Cllr. Wheelwright would attend the meeting at Arborfield. 14

1050 OUTSIDE ORGANISATIONS

1050.1 Community Buildings Advisory Service – it was PROPOSED and seconded that the council renew its subscription to this service at a cost of £64. All in favour. 15

1051 FINANCE (Budgets/investments/sinking fund/grants/risk assessments/insurance) Lead Councillor: Cllr. J. Anderson

1051.1 Accounts

1051.1.1 Month End Accounts – it was NOTED that the Month End Accounts had been circulated. Cllr. Anderson explained that the budget had not included a line item for the retention payment for Fieldfare so the final payment had been allocated to a maintenance line which distorted the budget. The money for the retention payment was in the Fielffare account and should have been included in the budget. This would be discussed at the Finance Working Group meeting and corrected before the next meeting. 16 It was PROPOSED and seconded that the accounts were accepted. All in favour.

1051.1.2 Bank Reconciliation Statements – it was PROPOSED and seconded that the Bank Reconciliation Statements be signed. All in favour. 17

1051.2 External Audit – it was NOTED that the external auditor, PKF Littlejohn LLP, had signed off the council’s Annual Return with no comments. As required, the conclusion of Audit Notice had been completed and together with the Annual Governance Statement had been posted on the council’s website.

1051.3 Internal Auditor – it was PROPOSED and seconded that Claire Connell be appointed as internal auditor for the year ending 31st March 2020 at a cost of £620. All in favour. 18

1051.4 Finance Working Group – it was NOTED that the next meeting would be held on Tuesday 24th September in the Rose Room, the time would be confirmed. The group would consider a review of the financial regulations following a recommendation from NALC.

1052.1.1 Insurance Renewal – it was NOTED that the insurance premium is due for payment as agreed in October 2018 (Resolution 862.3) at a cost of £5,084.95 including IPT (Insurance Premium Tax).

1052.1.2 Bills List – it was NOTED that the Grundon invoices had shown a change of sort code. The Clerk had confirmed that this was bona fide and applied it to the Grundon account. This would need to be approved by the two proposed councillors prior to the payment transactions being entered for on-line approval. 19

1053.1 Fieldfare – Commercial Lease

1053.1.1 Service Charge – it was NOTED that an estimation of the annual service charges had been circulated and AGREED appropriate. 21

1053.2 Swallowfield Hall Car Park – it was NOTED that the three contractors approached had submitted proposals for the design and project management of the project. Cllrs. Anderson and King and the Clerk would meet with Graham Stanley on Wednesday 11th September to discuss the proposals and agree next steps. 22

1053.3 Riseley

1053.3.1 Recreation Ground – it was NOTED that the process to register this land with HM Land Registry had been initiated by the solicitor. The land is registered as Common Land, but the title has not been registered with HM Land Registry.

1053.3.2 Leased Land - it was PROPOSED and seconded that due to commercial sensitivities the public and press would be excluded from this meeting whilst this item was discussed. All in favour.

1053.4 Fire Risk Assessments – it was NOTED that the Fire Risk Assessments for Swallowfield Parish Hall, Riseley Memorial Hall/Sports Pavilion and the communal area at Fieldfare had been reviewed by Cllr. Anderson, the one for the Sports Pavilion had been reviewed by a representative of the Tennis Club. There were no issues of immediate concern, but the council would need to consider upgrading access for the main hall door and Davies Room. It would also need to review the fire alarm system and consider the necessity for manual alarms (push button/break glass types). An action plan would be drawn up. 23

1054 RESILIENCE (Flooding/ditches/rivers/Flood Resilience Group (FRG)) Lead Councillor: Cllr. A. King

1054.1 Spillway Project

1054.1.1 Tender – it was NOTED that only one of the five contractors selected had submitted a quote, mainly due to the tight timescales. Cllrs. Anderson and King and the Clerk would meet with Graham Stanley to discuss the next steps. It was unlikely now that the work would start before February 2020.

1055 RECREATION (Play areas/skateboard park/recreation grounds/football pitches/mpg court) Lead Councillor: Cllr. W. Dance

1055.1 Recreation Grounds – it was PROPOSED and seconded that the recreation grounds at Swallowfield and Riseley are hired out for Saturday morning football from Sept 2019 to April 2020 to Spencers Wood Football Club (SWFC) at the following rates:

• Riseley – one 7 a side pitch, one 9 a side pitch @ £80 per month incl VAT • Swallowfield – one 11 a side junior pitch @ £80 per month incl VAT

SWFC would be responsible for the cost of all line marking, Swallowfield Parish Council would be responsible for the cost of grass cutting. The hire cost includes access to storage facilities and toilets at both sites, but access to the toilets would be withdrawn if left in a dirty state. All in favour. 24

1055.2 Swallowfield Parish Allotments Association (SPAA) – it was NOTED that the minutes of the SPAA meeting held on 8th August 2019 had been received. The next meeting would be held on Thursday 12th September 2019 at 8pm in The Crown, Swallowfield. 25

1056 HALLS (Maintenance/website/involvement with users/Marketing and Entertainment Groups) Lead Councillor: Cllr. M. McDonald

1056.1 Hall User Meeting – it was NOTED that the Halls Working Group met with representatives of the majority of regular hall users. The Booking Clerk (RFO) and the caretaker attended. The most significant issue raised was the car park. Cllr. McDonald reported that the Bookings Clerk/RFO has collated a list of minor issues and was addressing them. She reiterated the need for all hall users to clean up at the end of their session and to report any problems to the office immediately rather than waiting for a meeting.

1056.2 Hall Improvements – Cllr. McDonald reported that she would like to set up a working group to manage this project. Cllr. Anderson had agreed to lead and Cllrs. King and McDonald would play a major role. Cllr. McDonald had also approached the following people to join the group; Tessa Costin (Chair, Russell Players), Lynne Marshall (main user of the kitchen facilities), Helen Coulter (Pre-school Manager), Mark & Helen Schofield. It was AGREED that the group would be set up with the above participants.

Cllr. McDonald explained that a number of potential architects with experience of working on public buildings had been identified and the next step would be to meet informally with each one to determine what service they could offer. 26

1057 ENVIRONMENT (The Marshes/Van Demans/Swallowfield Meadow/Community/Orchard/ Biodiversity/Footpaths/Waste/NAG/RCAG) Lead Councillor: Cllr. A. King

1057.1 Grounds Maintenance – it was NOTED that Cllr. King and the Clerk had met to discuss the tender document. Further review would be required as Cllr. King felt that the council should review the way it approached its grounds maintenance. She would be forming a group of residents to discuss various ideas for improving the parish environmental credentials.

1057.2 Orchard – it was NOTED that volunteers had raked the bulk of the cut grass into a large heap on the side. It was a major task, taking two afternoons and the volunteers had requested that in future the contractor hired by the parish complete this task. 27

1057.3 The Fields NAG – it was NOTED that the agenda for the next meeting which would be held on Wednesday 11th September, 7:30pm in Shinfield Parish Hall had been received. Cllr. McDonald would attend.

1058 TRANSPORT (Road issues/speeding/public transport/police liaison) Lead Councillor: Cllr. J. Wheelwright

1058.1 Consultations

1058.1.1 Local Transport Plan 4 (LTP4) – it was PROPOSED and seconded that the comments made by Cllr. McDonald would be added to the document prepared by Cllr. Wheelwright. This would then be submitted as Swallowfield Parish Council’s response. All in favour.

1059 CORRESPONDENCE

1059.1 Boardwalk at the Marshes – it was NOTED that a letter had been received from two residents of Riseley Common thanking the council for installing the boardwalk.

1059.2 Cala Homes Development – it was NOTED that a resident had sent an email to a number of parties expressing concern about the development at Riseley and the use of local amenities. The council understands the concerns expressed and is working where possible to mitigate issues. However, there are some areas which are out of the council’s control, particularly the area covered by the Swallowfield Medical Practice which, in fact, extends almost to Sherfield-on-Loddon. 28

APP/X0360/W/19/3234105 The Loft, Flat, Part Full planning application for the change of use of ground floor of existing 1049.4.1 (183393) Lane, Swallowfield, building from storage to residential plus extensions to create 3no RG7 1TB bedroom dwelling. The appeal is allowed and planning permission is granted for the erection of a 2m chain link fence with a 1.3m close boarded timber fence behind at South Lodge, Farley Castle, Castle Hill, Farley Hill, Reading in accordance with the terms of the application, Ref. 183559, dated 1 January 2019, subject to the following conditions:

1) The development hereby permitted shall begin not later than three months from the date of this Decision or such other period as may be first agreed in writing with the ; South Lodge, Farley 2) The development shall be carried out in accordance with the following APP/X0360/D/19/3230804 1049.4.2 Castle, Castle Hill, approved plan: Drawing No. SC0795-01-18 Issue B; (183559) Farley Hill, RG7 1XD 3) Prior to the commencement of the development there shall be submitted to and approved in writing by the Local Planning Authority a scheme of landscaping, which shall specify the species, planting sizes, spacing and numbers of trees / shrubs to be planted, and any existing trees or shrubs to be retained. Planting shall be carried out in accordance with the approved details in the first planting season following the date of this Decision. Any trees or plants which, within a period of 5 years from the date of the planting die, are removed or become seriously damaged or diseased shall be replaced in the next planting season with others of similar size and species or otherwise as approved .
