CULTURAL PROJECT GRANT APPLICATIONS

(1) HELEN MORRISON - CULTURAL EXCHANGE VISIT TO LENINGRAD TO MARK THE 60TH ANNIVERSARY OF THE SIEGE OF LENINGRAD

1. There was submitted a report dated 8 September 2004 by the Director of Community Services (1) advising that an application had been received from Ms. Helen Morrison for cultural project grant funding towards a cultural exchange visit to St. Petersburg, Russia, linked with the 60th Anniversary of the 900 Day Siege of Leningrad, and (2) containing his observations thereon.

Decided: that a grant of f500 be awarded to Ms. Helen Morrison towards a cultural exchange visit to St. Petersburg, Russia.

(2) NORTH ARTS ASSOCIATION - SPOTLIGHT ON ART EXHIBITION 2. There was submitted a report dated 15 September 2004 by the Director of Community Services (1) advising that an application had been received from Arts Association for cultural project grant funding towards a project entitled “Spotlight on Art Exhibition”, a community visual arts exhibition to be held in Library, Wishaw, and in Croy Miners’ Welfare Centre, Croy, to promote the arts more widely across North Lanarkshire, and (2) containing his observations thereon.

Decided: that a grant of f 1,950 be awarded to North Lanarkshire Arts Association towards the Spotlight on Art Exhibition project.

APPLICATION FOR GRANT FUNDING 2004105 - FORTH AND CLYDE CANAL SOCIETY - THE “GYPSY PRINCESS”

3. There was submitted a report dated 14 September 2004 by the Director of Community Services (1) advising that an application had been received from the Forth and Clyde Canal Society for grant

funding towards the maintenance of the “Gypsy Princess” canal passenger boat based at Basin, for 2004105 to provide opportunities to residents, schools and local organisations to cruise along the North Lanarkshire stretch of the Forth and Clyde Canal; (2)outlining the background to the report; (3)containing his observations thereon, and (4)recommending that the Sub-Committee agree to grant annual funding for the maintenance and upkeep of the “Gypsy Princess” at a cost of f1,500.

Decided: that grant funding in the sum of f1,500 be awarded to the Forth and Clyde Canal Society for 2004105 towards the maintenance of the “Gypsy Princess” canal passenger boat at Auchinstarry Basin, Kilsyth.

REQUEST FOR FINANCIAL ASSISTANCE - GYMNASTICS CLUB, CUMBERNAULD

4. There was submitted a report dated 1 October 2004 by the Director of Community Services (1) intimating the receipt of a request for financial assistance from Cumbernauld Gymnastics Club, Cumbernauld, towards the cost of their event to be held at the Tryst Sports Centre, Cumbernauld on 4 and 5 December 2004,and (2)containing his observations thereon.

Decided: that a grant of f2,000be awarded to Cumbernauld Gymnastics Club towards its event to be held in the Tryst Sports Centre, Cumbernauld on 4 and 5 December 2004.

SCOTTISH EXECUTIVE LOCAL ACTION FUND - CONSIDERATION OF APPLICATIONS 5. The Chair intimated that this item had been withdrawn.

LAND SURPLUS TO REQUIREMENTS

6. There was submitted a report (docketed) dated 20 September 2004 by the Director of Community Services recommending that an area of land surrounding Auchenkilns Nursery site in Cumbernauld, be declared surplus to the requirements of the Department of Community Services.

Decided:

(1) that the Sub-Committee, for its interest, declare an area of land surrounding the Auchenkilns Nursery site in Cumbernauld, as shown on the plan attached as an Appendix to the report, surplus to the requirements of the Department of Community Services, and

(2) that the matter be remitted to the Policy and Resources (Property) Sub-Committee for consideration.

7. There was submitted a report (docketed) dated 13 September 2004 by the Director of Community Services recommending that an area of land extending to 5,073 square metres or thereby at Bell Street, Wishaw, be declared surplus to the requirements of the Department of Community Services.

(3) LAND AT CLOUDEN ROAD, CUMBERNAULD

8. There was submitted a report (docketed) dated 13 September 2004 by the Director of Community Services recommending that an area of land extending to 6,398 square metres or thereby at Clouden Road, Cumbernauld, be declared surplus to the requirements of the Department of Community Services.

Decided:

(1) that the Sub-Committee, for its interest, declare an area of land extending to 6,398 square metres or thereby at Clouden Road, Cumbernauld, as shown on the plan attached as an Appendix to the report, surplus to the requirements of the Department of Community Services, and

9. 11. There was submitted a report (docketed) dated 20 September 2004 by the Director of Community Services recommending that an area of land extending to 57 square metres or thereby at Newmains Cross, Wishaw, be declared surplus to the requirements of the Department of Community Services.

Decided:

(1) that the Sub-Committee, for its interest, declare an area of land extending to 57square metres or thereby at Newmains Cross, Wishaw, as shown on the plan attached as an Appendix to the report, surplus to the requirements of the Department of Community Services, and

(2) that the matter be remitted to the Policy and Resources (Property) Sub-Committee for consideration.

(7) LAND AT LANGLANDS PRIMARY SCHOOL, CUMBERNAULD

12. There was submitted a report (docketed) dated 20September 2004 by the Director of Community Services recommending that an area of land extending to 2,378 square metres or thereby at Langlands Primary School, Cumbernauld, be declared surplus to the requirements of the Department of Com mu nity Services.

Decided:

(1) that the Sub-Committee, for its interest, declare an area of land extending to 2,378 square metres or thereby at Langlands Primary School, Cumbernauld, as shown on the plan attached as an Appendix to the report, surplus to the requirements of the Department of Community Services, and

(2) that the matter be remitted to the Policy and Resources (Property) Sub-Committee for consideration.

(8) LAND AT FOREST ROAD, CUMBERNAULD

13. With reference to paragraph 7 of the Minute of the meeting of the Community Services Committee held on 17 March 2004, when, inter alia, that Committee had agreed, for its interest, (1) to declare an area of ground at Forest Road, Cumbernauld, surplus to the requirements of the Department of Community Services for the sole purpose of the site being converted into a full size grass football pitch, 7-a-side synthetic football training area and associated pavilion, and (2) to accede to a request by the Jim Baxter Memorial Football Club for the lease of the ground, there was submitted a report (docketed) dated 16 September 2004 by the Director of Community Services (a) advising that the Jim Baxter Memorial Football Club had since requested the use of an additional area of ground at Forest

Road to facilitate their development proposals for the provision of a football pitch and ancillary amenities; (b) intimating that the Club had been offered a grant of f10,000 from the New Opportunities Fair Share Trust to carry out a feasibility study on their proposals provided that the Club obtained a lease from the Council of the entire site, and (c) recommending that (A) the area of ground at Forest Road identified in the plan attached as an Appendix to the report as Site 2 be declared surplus to the requirements of the Department of Community Services, and (B) that it be recommended that the Club be offered a 25 year lease of both sites at Forest Road for the provision of a football pitch and ancillary amenities subject to the terms and conditions outlined in the report.

Decided:

(1) that the Sub-Committee, for its interest, declare an area of ground at Forest Road, Cumbernauld, identified in the plan attached as an Appendix to the report as Site 2, surplus to the requirements of the Department of Community Services;

(2) that the Sub-Committee, for its interest, recommend approval of the Head of Terms for a new lease agreement with the Jim Baxter Memorial Football Club for the entire site at Forest Road, Cumbernauld, subject to the terms and conditions set out in the report;

(3) that the Sub-Committee, for its interest, approve of the Club’s proposed development plans, subject to the Club obtaining the necessary finance, building control and planning consents and any other statutory approvals and licences which may be required, at no cost to the Council, and

(4) that the matter be remitted to the Policy and Resources (Property) Sub-Committee for consideration.
