Introduction

This report presents the results of the North American Electric Reliability Corporation’s (NERC) Balancing Authority (BA) Certification review of City Utilities of Springfield, (SPRM) NCR01081. BAs have a primary responsibility for maintaining the reliability of the Bulk Power System. They accomplish this by directly controlling their generation and/or load resources to continuously balance their actual interchange with their scheduled interchange while regulating and stabilizing the alternating-current frequency of the Interconnection. Acceptable reliability levels can be maintained only if the BAs and other entities which make up the Interconnection function in accord with good operating practices and reliability criteria, including planning and operating standards as defined by the NERC Reliability Standards. Good operating practices include, but are not limited to, compliance with the NERC Standards without regarding economic consideration and burdening neighboring systems.

Certification Review Team

Southwest Power Pool Regional Entity’s (SPP-RE) and NERC’s decision to complete a certification review began the process that is outlined in the NERC Rules of Procedure (RoP) Section 500 and RoP Appendix 5, and a Certification Review Team (CT) was formed. The team rosters for members of both the CT and SPRM team are listed in Attachment 1. All required representatives were included in the team’s composition.

Objective and Scope

The objective of this review was to assess SPRM’s ability to reliably operate as a BA. The scope of the review included: (1) Communication capabilities, procedures and protocol; (2) Various SPRM Energy Management System (EMS) screen shots; (3) Interviewing SPRM system operations personnel; (4) Confirming applicable tie line and generator data; (5) Reviewing scheduled training programs for SPRM and operating personnel; (6) Reviewing applicable agreements for the SPRM BA responsibility; (7) Tour of control center facilities. The review was conducted at the SPRM control facility in Springfield, Missouri on February 9 and 10, 2011.

CIP standards CIP-002 through CIP-009 were not in scope for this certification review. SPRM’s compliance with the CIP standards was reviewed by the SPP RE during a spot check on September 10, 2010. All other requirements applicable to BAs were reviewed by the Certification Team.

Overall Conclusion

The certification review process was completed in accordance with the RoP to determine if the applicants have the necessary tools, processes, and procedures for SPRM to operate reliability as a NERC certified BA. The SPRM presented to the CT the necessary evidence for its review, as it relates to the scope of this certification review. Therefore, the CT has a reasonable assurance that SPRM does have the facilities, staff, tools, processes, and procedures in place to reliably perform the necessary BA function. Therefore, the CT recommends BA certification of SPRM. SPRM BA operation is currently slated to begin on or about April 4, 2011.

Needed for Operation

During the site visit, the CT identified a number of items needing closure prior to SPRM operating as the BA, and they are: . SPRM had made several modifications to the operating procedures prior to the site visit and planned to finalize after incorporating the CT’s recommendations. After the site visit February 10, 2011, the certification team has verified, with reasonable assurance, these items are now closed. SPRM submitted evidence of completion of these items on March 14, 2011.

Positive Observations

In the implementation of the process, the CT had noted a number of positives that stood out to the team, and they are: • SPRM’s meetings with SPP-RC and neighboring BAs during the BA transition • Compliance bi-weekly meetings • Flexibility with transition date to accommodate neighboring systems • SPRM is monitoring ACE and Inadvertent Interchange (maintained ACE 99% of the time) • Contingency Analysis Tool

Company Background

SPRM is a municipally-owned provider of electric, natural gas, water, telecommunications, and transit services to a 320-square mile area in and around Springfield, Missouri. SPRM is responsible for the generation, transmission and distribution of electric power to serve its customers. 810 MW Gross (August 11, 2010). SPRM is governed by an 11-member Board of Public Utilities. Board members are appointed by the Springfield City Council to serve three- year terms. The Board makes policy decisions for SPRM and appoints the General Manager, who is the Chief Executive Officer. SPRM owns and maintains 44.2 miles of a jointly owned 345–kV transmission line. Associated Electric Cooperative, Inc. (AECI) is the Balancing Authority (BA) for this line and SPRM’s BA interconnection point with AECI is on the 161 kV bus at Brookline Substation. SPRM also owns and operates a 161-kV transmission network, which forms a loop around our service territory. The 161-kV transmission system is composed of 74 miles of overhead lines and 16 substations. The 161-kV transmission network has BA interconnection points with AECI. The 69-kV transmission system is composed of 90 miles of overhead lines and 26 substations. The 69 kV transmission network has BA interconnection points with AECI and The Empire District Electric Company (EMDE). Southwest Power Pool Reliability Coordinator (SPP-RC) is the Regional Transmission Organization, Reliability Coordinator and Interchange Authority for SPRM. SPRM has operated its electric system for many years under the BA area of Southwestern Power Administration (SWPA). SPRM has always maintained a good operating relationship with SWPA. However, due to changes in the market structure within SPP-RC, SPRM has decided to move all of its load and generation into a new SPRM BA area. SPRM has worked closely with its neighboring BAs and SPP-RC to make this transition. SPRM has conducted bi-weekly conference calls with SPP-RC to discuss our needs and status. Additionally, SPRM has conducted face to face and conference calls with neighboring BAs to discuss metering arrangements and Interconnect Agreements. SPRM has identified several areas of training for system operators that will be completed prior to the transition. SPRM has coordinated with SPP- RC and neighboring BAs to “go live” at midday on April 4, 2011.

Operating Facility Details

The SPRM Primary Control Center is located in Springfield, Missouri. All EMS support (administrative and IT) is located within the perimeter of the Primary Control Center. The SPRM control system consists of an EMS system and other operator tools. The Primary Control Center contains two work stations with operator interface. SPRM has its primary and backup control systems set up to interface with the operator computer profiles so that the operators can log onto the system from either control center. The SPRM EMS is adequate to manage SPRM’s 800 MW peak load.
