2 Welcome

Minister of Presidency, Economy and Business For the first time Andorra will have the privilege and the honor to host the Winter Triathlon World Championships from the 19th to the 21th of March 2021. This new international winter sports event in our calendar shows that Andorra is one of the best outdoors options to host world class events. We are very grateful to the International Triathlon Union to have chosen our country as the site for the winter world championships and we are positive that the experience will put Andorra on the trail to repeat in the years to come. Despite the two-day competition will be focused on sports and athletes, as it has to be, Andorra is much more that an outstanding destination when it comes to sport. Alongside the territory for the practice, more and more companies choose Andorra to establish their sport related businesses for the existing facilities in the country, a well-established public-private relationship thanks to the Andorra Sports Cluster or our commitment to boost technological innovation in sport through our recent agreement with the Global Sports Innovation Center by Microsoft. We are proud to say that our sports economy accounts for an 8 per cent of Andorran GDP and that examples like the Andorra Multisport Festival presented by Ironman® are good opportunities to attract sports lovers and in an effervescent sports environment where practice, businesses and events gather with a unique scenery to deliver the best possible experience. Even though this year we will continue to face inconveniences related to the COVID19 pandemics, Andorra is prepared to offer the maximum levels of sanitary security to ensure a safe and unic World Championships through an intense testing strategy and several protocols endorsed by the Health authorities. To end I want to thank both the organization as well as the volunteers for all the hard work and wish the best success to the event and a very special welcome to all participants and fans to Andorra.

The next 19, 20 and 21 March, Sant Julià de Lòria will stand out again through the celebration of one worldwide sport test. The dispute of The World Triathlon in Naturlandia is a big challenge from all points of view, and more considering the health situation that we are living for a year. Our parish has a lot of experience in high level sporting event’s organization, but we had never faced such a big event in a conditioned scenario due to mandatory restrictions.

The Rabassa forest, which hosts the adventure park Naturlandia, is an example of sustainability, one of the hallmarks of this corporation. Combine the dynamization of the economy with a firm commitment to be an environmental benchmark and the renewable energy sector is one of our main lines of work. Our cross-country ski runs, located an altitude of more than 2000 meters, are a formidable space to develop a competition as demanding as this. And the complementary facilities located around, are a guarantee in the heart of the and with great biodiversity.

And we can’t lose sight of that either the economic side, because the arrival of hundreds of persons among athletes, trainers, press, companions... will involve an injection of vitality for our economic fabric. In fact, our proposal to hold this competition goes to combine the unique environment of La Rabassa for the competition, and the utility and location of the Cultural center to respond to logistical aspects.

In short, everything has been the product of a titanic effort by all institutions, entities and people involved and I’m sure that everyone will come out with an exceptional feeling of Sant Julià de Lòria and Andorra.

A very warm welcome to the 2021 World Triathlon Winter Championships in Andorra!

It is a real pleasure for me to welcome the World Triathlon Winter Championships for the very first time to Andorra. This small country, located right in the heart of the Pyrenees, is absolutely prepared and ready to welcome winter triathletes on a stunning scenario with excellent facilities, easy access and ideal conditions.

The location is as good as one could wish for to stage such a prestigious annual event, where world-class facilities create the perfect setting for the 2020 Winter World Champions to be crowned.

This year, in addition to Saturday’s Elite and Junior events, we will have a full programme on Sunday beginning with the Mixed Relay, Age-Group and then the Para World Championships. All in all, this occasion once again provides a true festival of sport over the weekend for everybody to enjoy and take part in.

I would like to thank the Andorra Triathlon Federation for all of their hard work in putting together this superb venue and event, as well as the local organising committee, that has been working tirelessly and against the clock on these complicated COVID times. We are of course hugely grateful also to all of the volunteers who make this event possible, and to the local community for welcoming us to what will undoubtedly be another superb edition of these World Championships.

COVID-19 continues to cause significant challenges which affect the travelling rules, depending on the country of origin or destination and the reasons for travelling. Please read carefully the following information in order to ensure a smooth travel and processes to be completed in order to participate.

Note the travel information are subject to change depending on the Covid situation. We therefore ask you to regularly check the different website to stay up-do-date with the information.

To Participate:

- Spanish and French Athletes and accredited staff: They must prove a negative result of an antigen test up to 48 hours before their arrival in Andorra. - The rest of the athletes and accredited staff must prove a negative result of a PCR or TMA test up to 72 hours before their arrival in Andorra.

1.1 Entry to Andorra

As of today, Andorra does not ask for any requirement to enter and/or leave the Andorran territory. However, the requirements of the border countries and must be taken into consideration. Each athlete and staff of the federations must follow the requirements of departure and entry of their country of origin, the border country through which they access Andorran territory and Andorra.

10 1.3 Letter of invitation

All people registered to the event (athletes, National Federation support team, staff, technical official,) who need a mobility justification to reach Andorra may, through their federations, request a letter of invitation to the event by the Andorran Triathlon Federation and signed by its president.

The organization's Athlete Services department will be responsible for managing these permits by certifying that all people applying for permission are registered for the event.

The data necessary to obtain the letter are:

- First and last name

- Date of birth

- Sex

- Number of passport or ID

- Expiry date of passport or ID

- Classification (athlete, coach, etc.) accredited in the World Triathlon online system

- Name and address of your hotel in Andorra

- Arrival date in Andorra

- Departure date of Andorra

- E-mail where to receive the letter

11 1.4 Pre-Travel Medical certificate for Elite/U23, Junior and paratriathlon athletes

Due to the current COVID-19 pandemic and according to the World Triathlon Medical Committee it is mandatory for ALL ELITE/U23, JUNIOR, AND PARATRIATHLON ATHLETES to submit a pre- event medical certificate to participate in the event:

· The medical certificate must be issued in English by the National Federations’ medical staff or a personal doctor and submitted to the responsible appointed by World Triathlon before the race package pick-up distribution.

· Alternatively, the medical certificate can be submitted electronically to World Triathlon at [email protected];

· The certificate must declare that the athlete has been examined and he/she has not tested positive to the PCR nasopharyngeal test and/or is not in quarantine and has been without any COVID-19 symptoms for the previous 14 days;

· The certificate must be dated and signed by a doctor and the athlete and should be produced no later than 72hrs before the person’s travel day to the event;

· In case of a previous positive PCR nasopharyngeal test, the athlete must provide two negative PCR tests:

o One must take place prior to the medical examination;

o The second, as close as possible to the event’s day;

o Please note that we require the athletes to submit PCR test results, ONLY in the case of a previous positive PCR test. In all the other cases, the athlete must submit only the medical certificate;

· A sample of the Pre-Travel Medical Certificate can be found in Appendix 1 of the World Triathlon COVID-19 prevention guidelines for event organisers. To download the certificate click (https://www.andorrawintertriathlon.com/covid-19-2/ - world- triathlon-mandatory-documents).

If the certificate is not provided, the athlete will not be allowed to compete.

1.5 Pre-event Questionnaire

On the race week ALL ELITE/U23, JUNIORS, PARATRIATHLETES, AGE-GROUPERS, COACHES/TEAM MEDICAL/SUPPORT NF PERSONNEL, WORLD TRIATHLON STAFF, TECHNICAL

12 OFFICIALS should fill in the pre-event questionnaire (https://www.andorrawintertriathlon.com/covid-19-2/ - world-triathlon-mandatory- documents)

The link will be sent by the World Triathlon Sport Department one week prior to the event.

The pre-event questionnaire must be filled online in order for the athletes to receive their race packages and the coaches to receive their accreditations. (please note that only one coach and one team medical accreditation by NF will be distributed).

1.6 Antigen test at Race Distribution

On top of the above, ALL ELITE/U23, JUNIORS, PARATRIATHLETES, AGE-GROUPERS, COACHES/TEAM MEDICAL/SUPPORT NF PERSONNEL, WORLD TRIATHLON STAFF, Technical Officials that will receive accreditation will need to undergo an antigen test at the cost of the organization. If negative, a specific wristband will be distributed and must be worn until Sunday evening.

Please carefully note the time at which you must present yourself.

In case of positive results, a second antigen test will be performed to confirm the positive result. With the positive result of the first antigen test the person will be isolated to a separate area to perform the second test and until knowing the result in order to make a control of a possible positive.

If the result of the second test is negative, the result of the second test will be considered valid.

In the event that the result of this second test is positive, that person will not be allowed to compete in the event.

When a person is positive to the 2nd test, s/he will be separated from the competition and the bubble group of the event.

It will continue to identify and separate from the competition and the event all the close contacts of the person with the confirmed positive. And local authorities will be informed.

The Andorran Ministry of Health will determine the successive actions:

· Return to your home address by the means themselves if the conditions permit.

13 · Confinement in Andorran territory

If local health authorities require confinement in Andorran territory, as well as extra testing, the organization will facilitate the necessary steps to make this possible BUT all expenses arising from extra tests and/or accommodation for confinement will be borne by the affected participants and/or federations.

2.1 How to get to Sant Julià de Lòria, Andorra.

By car Given Andorra's unique location in the heart of the Pyrenees, all options to cross the border and reach Andorran lands pass by the road. If you prefer to come by car on your own, you should know that, from Spain, you can reach it by the N-145 (south of Andorra) and, from France, by the N-22 (east of the Principality). In our country you will find vehicle rental agencies that will help you organize your trip better.

15 By train The train is a good transport option for those coming from distant cities. The nearest train station is in France, in L'Hospitalet-près-l'Andorre, and is approximately 11 kilometres (7.8 mi) by road from the border. This station receives trains from other major French cities, especially in the south of the country, such as Toulouse. For those who come from Spain, one interesting solution is lleida-pirineus station, where high-speed trains (AVE), mainly Madrid-Puerta de Atocha and Barcelona-Sants arrive. The cities with the closest rail access to the country have a direct bus service toAndorra.

By Plane The Principality does not have its own airport, but nearby are the most important international airports: Blagnac Airport in Toulouse (France), El Prat Airport in Barcelona (Spain), Girona Airport (Spain) and Alguaire Airport in Lleida (Spain). Except in Girona, in these airports there is a daily direct bus service to Andorra and the duration of the journeys ranges from three to four hours.

2.2 Facilities Facilities including athletes' lounge are located at NATURLANDIA Cota 2000.

2.3 Doping control Doping control will be carried out in accordance with the giving of World Triathlon/World Anti Doping Agency (WADA) and those in charge of the entire process will be the Andorran Doping Agency.

18 2.4 Medical service First aid, emergency medical services and two ambulances will be available during competition hours by anyone in need of Medical Assistance. During the circuits there will be two snowmobiles to be able to make a first to assistance and do the transport to the medical tent. A medical tent will be installed in the recovery area. 2.4.1 Medications If you are taking prescription drugs that are included in the World Anti-Doping Agency (AMA) Prohibitions List, make sure you have received a Therapeutic Use Authorization from your National Anti-Doping Agency and bring a copy.

19 2.5 Insurance The competition has a policy of insurance of civil liability and material damages that occur within the framework of the organization of the event. All athletes competing in a World Triathlon event must have personal insurance guaranteed by their Nacional Federation. This Insurance will cover: 1- Any accident occurred before, during and after any competition. 2- Any illness that an athlete may suffer during the trip to a competition or event. 3- The athlete's responsibility during the competition. With their registration for the event, the National Federations guarantee insurance coverage for all athletes. 2.6 Mechanical service and ski assistance For a suitable service, the rental of mountain biking and cross-country skiing book in advance, not during the days of the event. 27 5.2 Opening ceremony and awards ceremonies Opening ceremony. - Brotherhood Square, Sant Julià de Lòria. Andorra The opening ceremony will begin at 18:00h on Friday. Due to the prevention measures against COVID.19 the Ceremony will consist of the parliaments of the authorities and the presentation of a representative of each federation.

5.4 Competition rules The 2021 World Triathlon World Championships Andorra will follow the latest competition rules published by World Triathlon. The characteristics of the MTB must comply with UCI MTB regulations. Cyclo-cross or gravel bicycles are not allowed.

5.5 World Triathlon Uniform Standards To compete in World Triathlon events athletes must comply with World Triathlon's uniform regulations.

5.6 Insurance The LOC has standard public liability and property damage insurance policy covering the risks of insurable nature under the staging of event. Athletes and team support personnel must have their own medical insurance.

30 5.8 Distances and maps of circuits 1. Elite and U23 will be held in the standard distances Run Course: 7,9km ( 4 laps + transition connection)

● Bike Course: 12km (4 laps)

● Ski Course: 10,7km (4 laps+connection)

2. Age groups, Junior and Paratriathlon will be held with Sprint distances.

33 5.9 Relay equipment regulations A team consists of 2 athletes. 1 man and 1 woman, who will compete in the following order: woman, man, woman, man. Each of them will perform a complete super-sprint winter triathlon. Coaches have to announce the team composition on Friday between 18:00-18:30 at Centre Cultural i de Congressos Lauredià.

5.10 Weather conditions In Andorra the month of March is characterized by a significant snowfall at the beginning of the month. Average temperatures range from 9 degrees maximum to -1 degrees.

5.11 Results The results will be posted live on the official World Triathlon website: http://www.worldtriathlon.org/

5.12 Protests and resources Standard procedures will be followed in accordance with World Triathlon's competition regulations.

5.13 Timing Chips As for the Categories Elite, U23, Junior, Paratriathlon and Relays will receive a timing chip at the same time that they receive the competition bib in the Athletes' lounge.

The categories of Age Groups will receive the timing chip before the check-in transition. When competing they will have to wear it on the left ankle. Once the competition is over the athletes will have to return the chip to leave the Finish Area .The athlete will be charged EUR30 for the loss of the timing chip.

34 5. Registration 5.1 Race packages per athlete In the race week we will communicate the time window for the teams to collect the race packages.

They will be distributed in the registration area at the Lauredian Cultural and Congress Centre, Sant Julià de Lòria.

Elite/U23, Juniors, Para athletes: includes bike, helmets, skis and poles stickers, MTB plate, an accreditation and sponsors' gifts.

Age-grouper: Includes bike, helmets, skis and poles stickers, MTB plate, bib number, an accreditation bracelet and sponsors' gifts.

To carry out the registration process athletes must show an ID at the time of collecting the pack.
