Lot 3 Personal Computers (Desktops and Laptops) and Computer Monitors Final Report (Task 1-8) ISSN 1404-191X IVF Report 07004 European Commission DG TREN Preparatory studies for Eco-design Requirements of EuPs (Contract TREN/D1/40-2005/LOT3/S07.56313) Lot 3 Personal Computers (desktops and laptops) and Computer Monitors Final Report (Task 1-8) IVF Industrial Research and Development Corporation EuP preparatory study, TREN/D1/40-2005, Lot 3 Preface This report refers to directive 2005/32/EC of the European parliament and of the council of 6 July 2005 with the main objective to establish a framework for the setting of eco-design requirements for energy-using products. To get a better knowledge about energy using products, and their environmental performance, and to prepare the coming implementing measures, there was a call for tender from the commission for preparatory studies in September 2005. These studies cover different product groups. The objective of the studies is to find out whether and which eco-design requirements could improve the environmental performance throughout the life cycle of the products relevant to that study. This is the final report within the EuP preparatory study, Lot 3, Personal Computers (desktops and laptops) and Computer Monitors, covering tasks 1 – 8. The methodology developed by VHK for the European Commission (MEEUP 2005) is followed. A large corpus of information has been collected. The most important parts of it are described in this report. The report is made available to all stakeholders, through the web-page www.ecocomputer.org Some information for the reader of this report: • Abbreviations are described at the end of the report • The chapters are called task 1-8 in order to follow the VHK-methodology • References are placed at the end of each task • Stakeholder feedback on earlier versions of the content of this report is collected and described in appendix 4. Zenith Data Systems (ZDS). Under the agreement, NEC will contribute $283 million in new investment alongside Bull's transfer of ZDS, which is valued at $367 milUon. Groupe Bull and NEC will receive convertible preference shares in the combined organization, giv­ ing each 19.9 percent of the new company, just below the 20 percent level at which they would have to consolidate the new company's results in their own figures. Dataquest estimates that Packard Bell was the world's fourth-largest PC maker in 1995 and the second-largest behind Compaq in the United States. ZDS was the thirteenth-largest PC vendor in the world and fourteenth in the United States. Combining their shipments would still leave Packard Bell fourth in the world. It would, however, become the largest PC vendor in the United States. In Europe Packard Bell was seventh and ZDS was thirteenth. Combining the two w^ould result in them rising to fourth position after Compaq, IBM and Apple.

REGULATING NETWORK INDUSTRIES: A LOOK AT 1NTEL RANDAL C. PICKER* The question "Does Regulation Promote Efficiency in Network Industries?" - the topic for the panel discussion associated with this paper-can best be answered through an initial general orientation on the topic, followed by a careful consideration of a particular situation. To that end, Part I discusses ways of defining network industries, while Part II sets out briefly the patterns of regulation that we see in network industries. Part III turns to the Federal Trade Commission's recently settled case against Intel. Part IV concludes. To preview the conclusions, evaluating the FTC's case against Intel turns on tricky issues regarding the dynamics of cross-licensing. That case appears to give very little weight to the benefits that arise from royalty-free cross-licenses. This practice reduces the royalty rates that will be charged to personal computer makers to the direct benefit of consumers. The settlement may very well make it more difficult for Intel to negotiate royalty-free cross-licenses.
