Modified KNN method is used for short-term prediction from recent 2 years of historical data set. Pattern of the day of the week is used to predict long-term. To overcome the gap between the result of short-term and long-term prediction, the weighted average for two predicted results is considered as the final predicted result. The proposed method is tested in the real urban expressway network and the performance of the proposed method is evaluated in this paper. INTRODUCTION Drivers usually precede a trip by checking out the traffic conditions for their route using computers, smart phones, or navigation systems. Even after they determine their travel route based on the information prior to the departure, they constantly look for the optimal travel route through navigation systems while driving. This is why the predicted traffic information is getting more important the advanced route planning. The predicted traffic information is produced in two steps, traffic state estimation and traffic state prediction. -

Department of Urban Transportation Department of Urban Transportation Seoul Development Institute Seoul Development Institute Seoul, Korea Seoul, Korea (Received December 15, 2001) The purpose of this paper is to evaluate the effectiveness of the congestion pricing scheme at Namsan #1 and #3 tunnels in downtown Seoul four years after its implementation. The effectiveness of the scheme was measured by the changes of various traffic impacts. The traffic volume of the two tunnels was reduced by up to 25% for the first month. After that time, the traffic volume started to increase again and then exceeded the previous volume level. However, average travel speed of the two tunnel corridors improved by up to 74%. The overall traffic volume of the four alter- native routes was increased; nevertheless, their average travel speed increased as well. The number of carpool vehicles occupied by 3 or more persons including the driver during the peak periods was remarkably increased. Before the congestion fee charging, toll-charged vehicles amounted to 68.5% of the total traffic volume of the two tunnels, and then the share dropped to 29% afterwards. The empirical analysis results for the effective- ness of the congestion pricing scheme are very promising. Key Words: TDM, Congestion, Pricing, Effectiveness, Seoul 1. We kicked off our year with the AGM and a reception at the Korean Cultural Centre. There was a good turnout though numbers were a little down on the record attendance of the previous year. The reception that followed was an enjoyable way for members to catch up with each other. The "Two Ambassadors" event in the House of Commons was a great success, especially as those attending got three Ambassadors for the price of two. The attendance of the DPRK Ambassador was a "first", certainly in my time with the Society. The guardians of the Society's history may know if it has happened before. Sadly, I missed the event but for the best of reasons. I was actually in Korea. I am grateful to our President Bob Hawley for masterminding the evening, to Frank Cook for being our host, and to Ambassador Chun for taking part. The event did much to raise the profile of the Society among MPs, no bad thing for us. Subsequently, with Sylvia Park, I called on the DPRK Ambassador Ja Song Nam. We had an agreeable exchange during which I stressed that the Society existed to promote friendship between the British and Korean people. I gave Ambassador Ja an open invitation to attend any of our events. The DPRK Embassy is on our mailing list though not officially a member of the Society. -

Seoul City Guide Page | 1 Seoul Seoul (서울) is the capital of South Korea. With a population of over 10.5 million, Seoul is by far South Korea's largest city and one of East Asia's financial and cultural epicenters. Understand With over 10 million people, a figure that doubles if you include neighboring cities and suburbs, Seoul is the largest city in South Korea and unquestionably the economic, political and cultural hub of the country. By some measures it is the second largest urban agglomeration on the planet, after Greater Tokyo. Situated between Shanghai and Tokyo and bordered by the impenetrable Democratic People’s Republic of Korea to the north, the South Korean capital is sometimes overlooked by travelers. However, Seoul is an exciting location in its own right, not to mention cheaper than its rivals and incredibly safe. With beautiful palaces, great food and a shopping nightlife, Seoul is a frenetic way to experience the Asia of old and new. Historically there is evidence for settlement in this area as far as 18 BC but Seoul as the capital city of South Korea has a history back to the 14th century. Originally named Hanseong (한성; 漢城), the city was the capital of the Joseon Dynasty from 1392 to 1910, when Korea was occupied by the Japanese. The Joseon Dynasty built most of Seoul's most recognisable landmarks, including the Five Grand Palaces and Namdaemun. After the Japanese surrender in 1945, the city was re-named to its current name, Seoul. Since the establishment of the Republic of Korea in 1948, Seoul has been the capital of South Korea. -
