Existing storm drainage lines and inlets would be evaluated and the inlets would be raised as appropriate. Traffic signals at the intersection of River Rd and First Ave would also be evaluated and raised as appropriate. Operation and maintenance of the roadway would continue according to current IDOT practices. The embankments would be inspected annually and filled and/or repaired as needed. Maintenance activities would include control of vegetation, debris removal, and cleaning and repair of retaining walls and culverts. Costs associated with this project are identified in Table 10.4 at the end of this section. Groveland Avenue Levee (CAP DPLV01), Riverside (Plate 24) The existing Groveland Avenue levee would be extended horizontally to tie back the structure to high ground and vertically to provide additional protection to apartments and residences between Park and Pine Avenues. Two feet would be added to the existing levee height, with the levee tying in to existing high ground at elevation 618 ft NAVD88. The probability that this levee would not be overtopped during a 100 year flood event would be greater than 95%. The community may request the Corps to apply to FEMA for accreditation of the levees under the National Flood Insurance Program (NFIP) at the completion of construction. The height of the existing levee at Groveland Avenue would be increased using a sheet pile wall along the levee, extending approximately 870 feet. At the north end, approximately 1,250 feet of Park Lane and Lincoln Avenue would be raised to connect the levee to high ground. At the south end of the existing levee, a floodwall would extend approximately 700 feet south from Forest Avenue to tie in to high ground, with a road closure structure connecting the segments at Forest Avenue. The levee and floodwall alignment would be inspected annually. Annual maintenance activities at levee segments would include landscaping and control of vegetation, fill and/or repair as needed, control of vermin that could comprise the structure. Toe drains would be inspected regularly and flushed as needed. Annual maintenance activities at floodwall segments would include cleaning and treating the structure with repairs to waterstops, cracks, railings, and walkways as needed. Road closure structures would be inspected annually with and periodic maintenance would include painting, cleaning, and repairing the gates. Costs associated with this project are identified in Table 10.4. Cook County Non-structural (NED Plan and Comprehensive Plan Increment) The incrementally justified non-structural component of the NED plan in Cook County would protect homes and businesses through a variety of measures. The non-structural measures would be implemented at structures at risk of flooding in the communities of Buffalo Grove, Rosemont, Des Plaines, Wheeling, Unincorporated Wheeling Township and Unincorporated Leyden Township. The measure implemented at each site will be determined according to the feasibility and cost- effectiveness of implementation determined through a site specific evaluation of the structure. Implementation of non-structural measures at individual properties would be voluntary and dependant on verification of structure characteristics and first floor elevations.     The Highlands Site Craig and Vorreyer, 2004 Mundane Place or Sacred Space: Interpreting the Highlands Site (11Gr100), a Historic Native American Short Duration Occupation on the Des Plaines River, Grundy County, Illinois By Joseph Craig and Susan Vorreyer (Environmental Compliance Consultants, Inc.) Archaeological excavations conducted at the Highlands Site near Channahon, Illinois exposed a small, short-duration historic period Native American occupation situated on the upland bluff overlooking the Des Plaines River. Excavated features included four shallow basins, one hearth and a unique semi-circular shallow depression. Historic period artifacts were sparse and included glass seed beads, pieces of scrap copper and lead, and triangular projectile points. Rich amounts of subsistence remains including elk and bison were also recovered from several features. The Highlands site is interpreted as representing a Potawatomi occupation dating to the late 18 th or early 19 th century. Using historical accounts and illustrations of Potawatomi sites and religious customs and activities, the Highlands Site appears to represent a Potawatomi ritual location. Although graves or human skeletal material were not encountered, the analyses of the artifact assemblage, feature morphology and patterning, and interpretation of the faunal assemblage suggests the Highlands site was utilized as a mortuary location. The area surrounding the base of Lake Michigan at the point where the Kankakee and Des Plaines rivers merge with the upper reaches of the Illinois River was the penetration point of the Potawatomi migration into the western Great Lakes region known as the Illinois Country. Beginning in the mid-1600s, the Potawatomi, who inhabited the western Michigan, initiated a series of westward movements to acquire larger hunting territories buttressing their participation in the North American fur trade and also to avoid pressure (and competition) from Iroquois raiders and trappers.

    Des Plaines River Watershed-Based Plan EXECUTIVE SUMMARY June 2018 EXECUTIVE SUMMARY DES PLAINES RIVER WATERSHED-BASED PLAN WHY A WATERSHED-BASED PLAN? Water is elemental to our lives. Plants and animals, including humans, are largely composed of water, and generally require clean water to survive. Our communities, food systems, energy sources, and countless products that we consume everyday are dependent upon water. Despite this dependence, water is often taken for granted until it affects us directly, usually due to short supply, inundation, or pollution. This watershed-based plan is important because it specifically addresses water-related issues in communities within the Des Plaines River Watershed Planning Area. Clean and abundant water, healthy streams and lakes, and safety from flooding are important to residents and business and therefore play a significant role in the quality of life and economic vitality of our communities. Water does not generally flow according to political boundaries. Consequently, we recognize the watershed as the appropriate scale to address most water resource issues, which often involve multiple political jurisdictions. The Des Plaines River watershed planning area process brought many municipalities, townships, county agencies, wastewater treatment plant operators, and the broader community of homeowner associations, businesses, institutions, non-profit organizations, and residents (watershed Figure Error!     Des Plaines River Watershed Workgroup Factsheet Watershed Facts The Des Plaines River watershed covers over 130,000 acres or just over 200 square miles in Lake County Illinois. The Des Plaines River starts just west of Kenosha, Wisconsin and flows south through Racine and Kenosha Counties in Wisconsin, and then through Lake, Cook, and Will Counties in Illinois. The river then joins the Sanitary and Ship Canal in Lockport, flows west through Joliet, before converging with the Kankakee River to form the Illinois River. The Illinois River then flows into the Mississippi River, which flows south to the Gulf of Mexico. In Lake County, there are nine subwatersheds that make up the larger Des Plaines River watershed: North Mill Creek, Mill Creek, Newport Drainage Ditch, Bull Creek, Indian Creek, Buffalo Creek, Aptakisic Creek, Upper Des Plaines mainstem and Lower Des Plaines mainstem. The Des Plaines River watershed includes 33 Lake County municipalities, 12 townships, and two drainage districts. There are eight wastewater treatment plants that discharge approximately 80 million gallons a day of treated wastewater to the Des Plaines River in Lake County. The majority of the mainstem of the river is bordered by forest preserves and open space in Lake County. Water Quality Within Lake County, portions of the Des Plaines River and its tributaries are impaired and are not meeting their designated uses under the federal Clean Water Act. Sections of the Des Plaines or its tributaries are listed as impaired for the following pollutants: o Arsenic o Chloride o Dissolved oxygen o Fecal coliform o Iron o Manganese o Methoxychlor o Mercury o Phosphorus o Polychlorinated biphenyls o Total Suspended Solids The Illinois Environmental Protection Agency (Illinois EPA) is in the process of creating Total Maximum Daily Loads (TMDLs), or “pollution diets”, for several stream segments and lakes, in the Des Plaines River watershed.

    Section 319 NONPOINT SOURCE PROGRAM SUCCESS STORY Best Management Practices Reduce Siltation fromIllinois Urban Runoff Waterbodies Improved Urban runoff caused siltation of two segments of the Des Plaines River. The Illinois Environmental Protection Agency (EPA) determined that the excess sediment prevented the segments from supporting their designated uses for aquatic life and added them to the 2002 Clean Water Act (CWA) sec- tion 303(d) list of impaired waters. Implementing best management practices (BMPs) using CWA section 319 funds enhanced water quality and helped reduce total suspended solids (TSS) and sedimentation/siltation. In 2008 the Illinois EPA removed both segments from the state’s 2008 CWA section 303(d) list of impaired waters for TSS and sedimentation/siltation. Problem The Des Plaines River (Figure 1) flows 150 miles (241 km) through southern Wisconsin and northern Illinois, eventually meeting the Kankakee River west of Channahon to form the Illinois River, a tributary of the Mississippi River. The slow-moving Des Plaines River flows primarily through Wisconsin marshland before crossing into Illinois, at which point, it flows west through woodland forest preserve districts in Lake County and Cook County (and through the city of Des Plaines), northwest of Chicago. Bilek, Jr. lane ZS ^JC(07 About 25,000 years ago a huge glacier crept forward from Canada into the Chicago region. As this ice sheet advanced southward;. it carried with it the rocks and soil it found in its path. Further north this glacier presented a .solid block of ice across the continent. Later the glacier receeded in stages, leaving its accumulation behind. Each time it paused in'its recession great quantities of debris piled up at its edge forming big land ridges when the .ice disappeared. Thus the Valparaiso Moraine, a rim of land parallelling the margin of Lake Michigan, was formed in the northeastern corner of Illinois. 'Water collected in the gorge.hollowed out by the ice between the glacier and the moraine until reaching a level of sixty feet above the present level of Lake Michigan. A massive glacial lake was now born, Lake Chicago. Draining through a gap in the Valparaiso Moraine called the Chicago or Des Plaines outlet; the flow of water from Lake Chicago traveled down the Des Plaines Valley to the Illinois River Valley. The recession of the glacier and the lowering of-the floor of the Chicago Outlet removed the barrier that with- held the flow of water previously. Take ChIcago now receeded into three separate atages. The Glenwood stage where the water level was fifty feet above the lake; the Calumet stage where the'water was thirty-five feet above the lake; and the Tolleston stage which was twenty feet above the lake.
