I. Mr. Medford called the Regular Meeting to order at 7:00 p.m.

II. PLEDGE OF ALLEGIANCE Logan Richardson, a 5th grader from Waller Mill Elementary School, led the Board in the Pledge of Allegiance.

III. RECOGNITIONS AND AWARDS a. Seniors of the Month: The following students were recognized for their achievements: Bruton High School-Kaela Frazier (Mrs. Haywood); Grafton High School-Rachel Bloxom (Mrs. Kirschke); -Meredith Young (Dr. George); York High School- Christopher Dollesin (Mr. Medford). b. Student Service Awards: Mr. Medford presented awards and plaques of recognition to Chloe Anderson (Waller Mill Elementary School); and Marquise Morris (Yorktown Middle School). c. Community Volunteers of the Month: Mr. Medford presented an award relating to volunteerism to Mrs. Allison Gaschen (Waller Mill November 17, 2014 Regular Meeting Minutes Page 2 of 6

Elementary School) and Mrs. Lucia Crosley (Yorktown Middle School). d. York Foundation for Public Education: Mrs. Kirschke asked Mr. and Mrs. John Biagas, YFPE Board members, to come forward to present special gifts from “Cookie Text~An Edible Tweet!,” on behalf of the York Foundation for Public Education Inc. and in partnership with Mr. and Mrs. Yancey to the Pledge Leader and Student Service recipients. e. York Foundation for Public Education Relating to the Bay Electric Technology Fund: Peggy Myatt, YFPE Liaison, expressed appreciation of support to Board members, the school division, Bay Electric, community donors, and the PTAs and PTSAs of York County. Mr. Jim Noel, YFPE President and Mr. and Mrs. John Biagas, of Bay Electric, Inc., and YFPE Executive Board members assisted as certificates were presented to school representatives.

Mr. Medford declared a short recess at 7:29 p.m. for the Board to meet tonight’s award recipients. Mr. Medford reconvened the meeting at 7:41 p.m.

IV. UNFINISHED BUSINESS a. There was no unfinished business to discuss.

V. PRESENTATIONS a. Accent on Academics: Abbie Martin, Instructional Specialist for Science, Cheryl Parr, Tabb Elementary School Principal, Pam Gaspard, Tabb Elementary School Teacher, Jacob Siegel, first grade student, Dr. Kendra Crump, York High School Principal, Amber LaMonte, York High School teacher, and Karli Vandegrift,12th grade student, presented information regarding a locally developed program that brings the expertise of trained, local master gardeners and master naturalists into schools to collaborate with teachers and administrators in the development of outdoor classrooms. This program, titled “Schoolyard Habitats: Monarch Initiative,” allowed students to observe native wildlife and conduct scientific investigations, while focusing on the unique lifecycle and migration pattern of the Monarch butterfly. Examples of tagging, naming and releasing the butterflies and other experiences of this transformative learning project were shared by students, administrators and teachers. b. Construction Report: Dr. Shandor introduced Mr. Mark Tschirhart, Associate Director of Maintenance and Facilities Support. Mr. Tschirhart presented information regarding the Capital Projects Report for November, 2014; which included the following projects:  Coventry Elementary School breezeway enclosure; November 17, 2014 Regular Meeting Minutes Page 3 of 6

 Grafton Bethel Elementary School HVAC and partial roof replacement;  Magruder Elementary School metal roof replacement;  Seaford Elementary School classroom addition and breezeway enclosure;  Dare Elementary School stream restoration and storm water; and  York High School Cook Road storm water retention.

VI. COMMENTS BY CITIZENS a. Public Participation (8:07 p.m.). The following citizen came forward to speak on the topic listed below:  Mary Pat Gallagher, 219 Silver Fox Trace, Yorktown VA (stipends).

At 8:09 p.m. the public participation closed, but Mr. Medford stated that an opportunity would be given at the end of the meeting for any additional comments.

b. Public Hearing on FY15 Superintendent Recommended Capital Improvements Program (8:09 p.m.). No citizens came forward to speak.

At 8:09 p.m. the Public Hearing closed.

VII. MATTERS BY BOARD MEMBERS a. Dr. George extended condolences to Mrs. Minter in the loss of her mother. He shared comments regarding the many sports activities and encouraged parents to attend the games. Dr. George also made remarks pertaining to the great football year and recognized several schools for their victories and accomplishments. He also wished everyone a great Thanksgiving. b. Mr. Minter wished all a happy Thanksgiving and expressed appreciation for all of the great people who work for the Division and hopes the Board can continue to serve them well. c. Mrs. Kirschke shared comments pertaining to her visit to Mrs. Gallagher’s classroom and expressed appreciation for the great job she does with her students. She also gave a shout out of congratulations to the Grafton High Drama Department for their display of talent in the fabulous performance of “You Can’t Take it With You.” Mrs. Kirschke thanked all of those who participated in the York Foundation for Public Education’s Restaurant Week. She also provided an update on several other topics including her meeting with delegates who serve on the House Education Committee, and November 17, 2014 Regular Meeting Minutes Page 4 of 6

information relating to remarks by Anne Holton, the Virginia Secretary of Education. d. Mrs. Haywood extended wishes for a wonderful Thanksgiving and to be mindful of how much we all have to be thankful for. e. Mr. Medford shared remarks regarding the upcoming Virginia School Boards Association Conference in Williamsburg. This day of professional development gives Board members an opportunity to network and have conversations with other Board members from across the state. He also commented on the approaching holiday season and the two week break this year.

VIII. FINANCIAL MATTERS Mrs. Kirschke summarized the items under financial matters: a. Approval of Claims Certified for Payment. b. Financial Reports. c. Consideration of Approval of Resolution No. 14-55, a Resolution Authorizing Specific Procurement.

A motion was made by Mrs. Kirschke and seconded by Mrs. Haywood to approve Financial Matters. The motion passed 5-0.

IX. CONSENT CALENDAR Mr. Medford reviewed the items on the Consent Calendar: a. Approval of Personnel Actions. b. Approval of Donations in the Amount of $3,449.77. c. Approval of the 2014-2015 Gifted Education Advisory Committee. d. Approval Minutes from a Special Meeting/Work Session on November 3, 2014.

A motion was made by Mr. Medford and seconded by Mr. Minter to approve the Consent Calendar with the exception of item C (Approval of the 2014- 2015 Gifted Education Advisory Committee). The motion passed 5-0. A motion was made by Mr. Minter and seconded by Mrs. Kirschke to approve item C (Approval of the 2014-2015 Gifted Education Advisory Committee). After remarks acknowledging the importance of this committee and thanking parents for their willingness to serve, the motion passed 5-0.

X. ACTION ITEMS a. Consideration of Approval of Minutes from a Regular Meeting on October 27, 2014.

A motion was made by Mrs. Haywood and seconded by Mrs. Kirschke to approve the Minutes from a Regular Meeting on October 27, 2014. The motion passed 4-0 with Dr. George abstaining. November 17, 2014 Regular Meeting Minutes Page 5 of 6

XI. POLICY – DISCUSSION a. None.

XII. POLICY – FIRST READING a. There was a First Reading of the Quadrennial Review of Section D – Fiscal Management Section of the York County School Board Policy Manual. b. There was a First Reading of the Annual Review of File IGBC Family Involvement Policy of the York County School Board Policy Manual.

XIII. POLICY - SECOND READING - ACTION a. There was a Second Reading of Section B, School Board Governance and Operations of the York County School Board Policy Manual.

A motion was made by Dr. George and seconded by Mrs. Haywood to approve the Second Reading of Section B, School Board Governance and Operations of the York County School Board Policy Manual. The motion passed 5-0.

XIV. REPORT OF THE SUPERINTENDENT Dr. Shandor shared remarks relating to his activities and the various accomplishments of our students and staff, including the following topics:  Conducting student focus groups, staff focus groups, and gathering feedback;  Visiting classrooms and spending time with students;  Attending various school musical and band performances;  Various sports activities and team accomplishments; and  Participation in professional development sessions.

In closing, the Superintendent extended congratulations to Joe Broyles, Supervisor of Computer Maintenance, for receiving national media attention pertaining to his photo of the F-18 Super Hornet hitting the speed of sound. He thanked faculty, staff and Board members for their continued support for our students and wished everyone a wonderful time connecting with family and friends over the upcoming holiday season.

There being no further business, Mr. Medford adjourned the meeting at 8:38 p.m.
