IMPACT OF MASK MANDATE Rates of COVID-19 were examined from , 2020 - , 2021.

All communities that implemented mask mandates at any point in that interval were identified, with a date of implementation and expiration. Rate of new cases were calculated for each day for each community with a mask mandate (determined as number of new cases divided by the estimated 2019 population). Daily rates were also calculated for all communities without mandates. The difference between these two rates were then calculated for each community for each day. Because mandates were implemented at different times, the case rate differences were then set to a Day 0 basis (i.e., day 0 equals the day the mandate went into effect). The mean (average) of the difference was then determined for each day from day -45 (45 days prior to mandate implementation) to day 90 (90 days after implementation). A difference of zero would be interpreted as the rate of new cases was equal between communities with a mask mandate and the rest of the state without mask mandates. We then examined for the trend of differences in case rates for two time periods: from D-45 to D0, and from D14 to D90. We chose D14 because of the fact that case rates cannot be expected to immediately decline, regardless of mitigation efforts.

The graph shows that from day -45 to day 0 rates were notably higher, and increasing, in those communities that would implement mandates. This indicates that leaders were responding to local events, where their case rates were outpacing the remainder of the state.

IMPACT OF MASK MANDATES (continued) The increase in difference was approximately 0.28 additional cases per 100,000 per day. Once mask mandates were in effect, the difference between mandated communities and non-mandated communities began to shrink, converging by approximately 0.2 cases per 100,000 per day. This reversal in slope (-0.48) is highly statistically significant (p<0.0001).

This analysis included mask mandates that took effect in the summer of 2020, as well as those implemented in late fall/early winter. A similar analysis was done in only examining those communities that had implemented mandates earlier, and very similar results were seen.

It is important to note that this is an observational study, done at an ecological level. That means that we looked at data at a community level, not for specific individuals. We cannot confirm that individuals in the mandated communities were wearing masks more frequently than individuals in communities without mandates. Nor can we confirm whether individuals who became cases did or did not wear masks regularly. As such, it is impossible to assert causation. However, the methods are scientifically rigorous, and the data are consistent and notable. The differences are not only statistically significant but also clinically meaningful. We believe that this information should be considered useful for policy makers in considering whether to adopt mandates related to masking or other mitigation efforts.
