Dear Mr. Smither,

I am submitting my name for consideration for the District 2 Board of Supervisor’s position. I desire to serve in this role on an interim basis until the position can be filled during the fall elections. I feel my education, background in government, background in private industry, ties to the community, and as a citizen of the county would be well suited for this role.

I have long ties to Powhatan County, although only a citizen here since 2011. In the late 1980’s and early 1990’s I attended and was involved with Blessed Sacrament High School at Belmead. During this time, I attended school and volunteered at the shelter on the St. Francis property. I also worked on both properties (St. Francis and St. Emma) to ensure they would be here for generations to come since at the time both sites were deteriorating. These activities included several renovation projects related to my attainment of the Boy Scouts of America Eagle Scout rank, as well as coordinating several other scouts’ projects based on property needs over the following years.

I am most commonly known as an experienced volunteer and career fire officer with almost three decades of service to the citizens of the Commonwealth of Virginia. I have also worked in private industry from the top to the bottom of organizations resulting in an even wider breadth of experience. With this experience and my formal qualifications, I have much that can be passed on to the County of Powhatan in the realm of public safety.

I am currently an active member of the Huguenot Volunteer Fire Department and have been for about ten years. I have held both operational and administrative positions from Firefighter through Assistant District Chief. In addition to volunteering at a specific company there are several other roles I assist with on a countywide basis. I served as a team member for the Powhatan Fire and Rescue Strategic Plan workgroup, I currently serve as the Staff Duty Chief for the county on scheduled weekends, and I serve as a volunteer on committees as requested.

Prior to moving to Powhatan, I served more than twenty years with Chesterfield Fire and EMS in several facilities holding the ranks of Firefighter through District Chief working in combination fire stations and all volunteer stations. These positions encompassed skills that are the core of the available position, several of the biggest being communications; both internal and external, budgeting, and management during emergent and non-emergent situations.

My current career position as Division Chief, Operations Branch with the Virginia Department of Fire Programs has furthered my experience over the last decade and a half with additional training and experience in emergency management, emergency response, budgeting, training, compliance with laws and standards, and planning in both intermediate and long-term situations. This position interacts and works with the twenty-four cities and counties in Central Virginia and over 8,800 fire personnel. In this position I supervise over seventy adjunct employees as well as a regular staff to ensure needs are met to provide the services the agency is charged to deliver.

I am a father of a sixth grader at Powhatan Middle School and was active in the Parent Teacher Organization (PTO) at Flat Rock Elementary during her tenure there. I currently serve as a volunteer member of the Powhatan County Public Schools Safety Committee for the entire school system representing fire-rescue, and parents.

Personal Statement: I represent the third generation of this Bradley Family in Powhatan. Our 4th and 5th generations also live here. My grandfather and family moved here and purchased the family farm in 1918, on which I still live. I care deeply about this county and after traveling all over the during my work years, I never found anywhere that I liked any better. My lovely wife, Brenda, and I continue to enjoy our 46 years of marriage during which time we raised our family in Powhatan. We have two sons, Robbie and Timmy, both graduating from PHS. We have two granddaughters, Alexis and Madison. Alexis graduated from PHS in 2018 and Madison is currently a junior at PHS.

I thank God that I grew up in Powhatan during times when a person's character mattered more than wealth or position. Hard work was honorable no matter what status in life one possessed. Your word and a handshake was all that was needed to bind an agreement among neighbors. Being raised on the family farm, helping my dad with raising crops, working with machinery, and managing the farm animals, all of which fed us both directly and indirectly, gave me a connection to mother earth and an appreciation for farming. We are so blessed in this country that food is plentiful and we should not take it for granted. Our food does not originate in a grocery store.

As a teenager in Powhatan during the 60’s, I experienced a period of turmoil and instability within our local government due to events of the day which gave me a unique perspective on life. I am thankful for my Christian upbringing and the values that my parents instilled within me, namely that we all are God's children and should be treated as such. My parents believed in public education and so do I, but we have to be vigilant in keeping our focus on an educational curriculum that prepares our youth with the skills needed for jobs of the future and instills within them a deep appreciation for the founding and history of our great nation.

If appointed to serve as the interim District 2's Supervisor, one of my goals would be to preserve the rural nature of Powhatan. The Powhatan corn fields of my youth now grow homes, which need to be managed carefully not to encroach upon the rural nature that many move here to experience. I don't want to see Powhatan become like Chesterfield. I also want to insure that Powhatan County Public Education is top notch with the main emphasis on basic education itself. The lack of widespread broadband service in the county has been education’s Achilles heal in the delivery of remote learning to students in our school system during this pandemic. This needs to have a much greater priority moving forward. I believe strongly that growth in commercial business in the county is crucial to growing our tax revenue base instead of relying on future housing. Our roads and highways in the county need better maintenance and routes for trucking need to be confined to roads that are able to frequently handle the size and weight of such vehicles. I also believe strongly about individual property rights of our citizens which are enshrined in the documents of our state and nation's founding. I want to see farming land and agricultural activity on it preserved in the county. Now that the county’s budget planning season is in process, I think the biggest challenge facing the Board of Supervisors is being able to discern what is really needed in the county versus that which is wanted. The Board has a financial responsibility to the citizens of the county to manage their current and future tax dollars efficiently, as well as keeping the debt load and tax rate low.

I believe my life experiences and core values represent the majority of the citizens of District 2 and I appreciate your consideration of my interim appointment to the Board of Supervisors.

I am offering myself as a candidate for an appointment to the Board of Supervisors as the interim representative for the 2nd district, and also as a candidate in the upcoming special election. I do so with the knowledge that a Supervisors position is a demanding, time consuming and, at times, thankless duty. I am willing to make a steadfast commitment to work energetically for the constituents of district 2 and the county of Powhatan.

My past civic involvement included 5 years as a board member of the National Association of Citizens on Patrol, a non-profit organization that worked to improve police and community relations through community - based policing efforts. I also have served as treasurer for the Powhatan County Republican Committee, and I currently serve as a planning commissioner for the 2nd district of Powhatan.

My background as a small business owner, together with my experience on the Political committee and work on the Planning Commission have given me an opportunity to be aware of, and more importantly, understand the complex issues facing Powhatan, both now, and in the future. I will be a transparent, honest Supervisor with the best interests of the citizens of Powhatan county as my priority.

My husband and I moved to Powhatan 13 years ago after his retirement from a police force. It did not take us long to realize that we had found the place we both wanted to live for the rest of our lives. The peacefulness, tranquility and wonderful people we have met here has been a blessing to us. I am eager to be a part of the decision making body that will chart the future of our county .

My name is Robin Mead and I’m writing to express my interest, and respectfully request consideration for appointment to the District 2 Board of Supervisors seat.

I’ve not been involved in local politics or considered running for public office until being contacted by several members of my community with requests and encouragement to do so following Mr. Nordvig’s resignation. Through a process of much consultation and thoughtful deliberation I’ve developed a sense of responsibility and desire to respond to the requests, and seek appointment to the seat.

I’ve included my resume which will briefly highlight my education and experience so I will take the opportunity here to share a few personal details about myself, my family and how I believe I can contribute to Powhatan County through my service on the Board of Supervisors.

My husband, Eric, and I both grew up in the Midlothian area of Chesterfield County and were high school sweethearts. After graduating from Monacan High School in 1986, I went to Virginia Tech and Eric began his career in the Chesterfield County Fire Department. I graduated in 1990 with a BA, International Studies/Business Concentration and Eric and I were married a few months later. We started our lives in Powhatan, building our first home in Butterwood Creek, where we still live today.

We’ve raised two children, Parker (25) and Carson (23), both of whom started their education at Blessed Sacrament Huguenot and transferred into Powhatan County Public Schools in the 4th and 3rd grades, respectively. We spent many years on Powhatan football, baseball and softball fields both through Powhatan Youth Athletic Association (PYAA) and travel clubs. Eric and I have raised our family in the church, and have deep routed Christian beliefs and values.

Eric worked his entire career in the Chesterfield County Fire Department and after twenty-eight years of service retired as a Captain and Department Safety Officer in 2018. Eric has long been involved in the baseball program at Powhatan High School and since 2017 has been the Head Coach for the Powhatan, American Legion Post 201 baseball team.

Parker, our son, graduated from Bridgewater College in 2018. He is a Health and PE teacher at Powhatan Middle School and is the assistant JV baseball coach at the High School. Parker married his wife, Lauren, in June 2020 and they bought their first home together in Powhatan. Our daughter Carson, graduated from the University of North Alabama last summer, married her husband, Alex, in August 2020 and purchased a home in Alabama. We’ve just learned they are expecting our first grandchild in August 2021.

My husband and I feel very fortunate to have chosen Powhatan County thirty years ago as a place to call home and raise our family and I know we’re not alone when we say, Powhatan is a special community. It’s important the “Powhatan experience” be preserved for families and generations to come and the Board of Supervisors play a critical role in that effort. As I watch the landscape change at both the national and state levels I’ve come to realize, now more than ever, the importance of proper representation at the local level. I believe I possess the unique blend of community experience and lifestyle with the necessary skills and mind set to be a contributing member of the Board and effectively represent the citizens of District 2.

As Vice President and Director of Development at Conexus I have relevant budgetary experience, but perhaps more valuable, my work in the non-profit sector has helped me to develop a very strong appreciation for the value of a dollar and the critical importance of good stewardship which I believe translates well to the responsible and ethical fiscal management of any community. I’ve enjoyed a wide range of responsibilities at Conexus supporting the statewide efforts of the organization including: program development and implementation; grant writing, reporting and accountability; and raising nearly five million dollars over the last six years. I’ve worked as part of a senior team to help pass budget amendments and legislation through the Virginia General Assembly, negotiate terms of partner agreements and dissolutions, and for more than a decade have managed a large scale fundraising event which nets over $100,000 annually.

I recognize and respect the learning curve which will be present for an appointee through this unique opportunity. I will not bring to the table a set of preconceived opinions or agendas. What I will bring to the table is a sincere desire to listen and learn, and an approach to problem solving and decision making from a place of logic and common sense as opposed to emotion.
