GUEST SPEAKER – Mr Jack Frost, Unit Commander, Murwillumbah SES Unit

Jack gave the meeting an outline of the Murwillumbah SES Unit. They cover an area from the M1 in the east and to south the Night Ranges – west from and north to the border. They have four vehicles and six boats. SES access to Tumbulgum is limited early in a flood event due to Tweed Valley Way closing early. Jack said his most important message is to “know your risk and be prepared”. Tumbulgum was well served with its CAT network. When asked about sandbags, Jack responded that their value is limited to protecting a low height flood around downstairs areas such as doorways, garage doors, around drainage points and for toilets/showers downstairs. Filled bags decompose very quickly so ideally, fill only as and when required, then lay in a brick-like pattern. There are many useful videos available on line – particularly the Victorian SES website – including they use of black plastic to increase effectiveness. An average house requires approximately 30 bags. A half-filled bag placed into a plastic shopping bag then placed into the toilet bowl/shower recess can help protect against sewerage backing up into the house. Bags and sand are always available at the Murwillumbah depot. If an appropriate (high and dry) storage place for bags in the village is available, the SES could provide a half bale of bags to be kept here and then arrange for a truckload of coarse sand to be delivered when a flood warning is received. This would need to be done early in the flood warning cycle. Suggestions for locations included near the Hall as the bags could be kept in the Hall, near the boat ramp to provide easy access for trailers and near the pumping station. Jenny Kidd undertook to speak to the TSC and come up with a suitable option and report back to the SES. Tony Shirly offered to build a shelter adjacent to the Hall to store the bags if it was required. Jack suggested erecting a marquee over the sand so bags could be filled without standing out in heavy rain. Jack commended the Tumbulgum CAT team as being the most proactive and resolving issues such as car-parking etc. Jack advised that the river height measuring equipment was well maintained but vulnerable to damage from floating logs etc. during a flood and suggested we watch river heights upstream as well as locally.

Jenny thanked Jack for his informative presentation and welcomed him to stay after the meeting if anyone had further questions for him.

3. Matters Arising from the Minutes

1 Minutes General Meeting 13 October 2020_ Jenny Kidd advised the TSC has commenced replacement of bollards along Riverside drive and this will be ongoing. Jenny Kidd advised that the Mayes Hill discussion on access issues are ongoing.

Sherril Shirley asked if there was any response on the provision of doggie bags and warning signs about off-leash dogs and cleaning up after your dog. Jenny Kidd undertook to follow up and report back to the November meeting.

5. Treasurer’s Report

Di Stenfors reported an opening balance of $29,514.20 with an income of $887.69 mostly from Hall bookings and $156.33 interest from the Term Deposit. There was minimal expenditure and $4,158.13 was added to the Term Deposit to bring that reinvested sum up to $30,000. The closing balance was $26,121.29. Copies were available at the meeting.

6. Committee Report

Jenny Kidd welcomed to Diane and Greg Kinkade to the TCA.

2021 Calendars have been ordered from the printer. 2021 calendars will be in colour so will cost more to produce but still sell at $10 each.

Jenny advised that the defibrillator at the Tavern is not currently in place as it is being checked and Aaron will follow up.

Jenny Kidd advised that the Council would be holding an extraordinary meeting later this week to respond to the gold and silver mineral exploration licence that has been sought, which covers most of the , including Tumbulgum village and surrounding farmlands. The motion before the Council will be objecting to the licence on several grounds, including existing development, environmental and tourism issues. After some discussion and Jenny reading out the full text of the Background Notes, it was agreed that the TCA would write to the Councillors expressing our concerns and supporting the recommendation.

7. Other Reports 2 Minutes General Meeting 13 October 2020_

a. Road Safety Subcommittee Jenny Kidd advised that road works have been completed at Hogans Rd/Dulguigan road intersection. Traffic data from Dulguigan Road is due to be reported next month.

b. CAT Team

Sandy Copley reported that May Light has now started a North Tumbulgum CAT hub. Their focus will be on both bush fires and floods. Robby Wright has taken over from Jess Donaldson in that hub and we have the entire village covered. More kits are available if needed for new residents. A meeting with the Red Cross was held recently and the Red Cross re-iterated its focus is on resilience vs preparedness which is the focus of the SES. We will continue to liaise with the Red Cross. The SES has been approached to provide a ladder for use with the community activated flood warning signs at the approaches to the village, along with two Hi Viz rain jackets and witched hats.

c. Hall Report

Jenny Kidd advised that the Hall has been hired on Tuesday for eight weeks for children’s Mindfulness Program. TSC staff have been observed cleaning gutters.

d. Meeting with TSC and Hy-Tec Industries representatives

Bruce Waight, Steve Smith, and Jenny Kidd attended a third meeting with management of the North Tumbulgum Quarry (Hy-tec Industries) and Council representatives on 24 September 2020.

Agreement was reached on wording in the Rehabilitation and Management Plan (REMP) version 8, to reflect the DA requirement that truck do not enter the quarry before operating hours – 7.30am, including the gate remaining closed.

Regular reporting of activity (i.e. 6-monthly v. only when asked to do so), Saturday operating hours, as well as plans for rehabilitation of the quarry site and off set management were discussed.

The current planting for the floor of the quarry is unclear e.g. percentage of grassland v. open forest and may have the potential for weedy re-population e.g. Camphor Laurels.

Hy-tec has placed a sign indicating minimum load charge of 10t. They advised that there are some inward loads which are mixed with quarry material for the same trip.

The Council has forwarded a copy of signed REMP and the Quarry Protocols for drivers using Dulguigan Rd identified in the Council Motion on 13 December 2019. The Committee are currently reviewing these documents.

A further meeting is scheduled for the 12 November 2020.

8. New Business

a. Community Events 2020

Jenisse Evans advised that residents had communicated amongst themselves via the Tumbulgum Community Facebook page encouraging participation in Halloween on 31 October in a COVID-safe manner. Courtenay Ciric advised that the Tumbulgum Public School P & C meeting will be held on Wednesday 14 October at 2 pm at the Tavern. All are welcome to attend and contribute to our local school. Jenny Kidd advised that a children’s Christmas event at the school is on hold due to COVID restrictions which are being monitored.

Jenny Kidd will apply for funding from the TSC for the 2021 Australia Day function. At this stage, it is anticipated that the cricket match and children’s activities including the Art Competition will go ahead. Food service will have to be modified considerably to meet whatever COVID restrictions are in place at the time. Nominations for local Community Awards will also be sought.

9. Other Business

Tony Boyle advised the meeting that he had a conversation this morning with Antonia from the General Store. Antonia was concerned about the references to issues at their premises. Jenny Kidd undertook to have another conversation with Antonia and Wayne and reassure them that the discussion had been about the safety concerns of the community and the current risk exposure to the store operators. The TCA is not aware that anyone intends to call the Police.

Jenny Kidd advised that Tony Snellgrove has again contacted the TCA regarding speeding on Riverside Drive. Jenny will invite Tony to attend the next Road Safety Sub Committee meeting. Jenny sought input from the community on possible solutions to this issue.

Sue & Brian Breckenridge advised that on Saturday, to comply with COVID restrictions, the Rangers would be holding their presentation day in a “dive through” format so there may be increased traffic on Bawden Street. Sue also advised that the Rangers Club had written to the TSC regarding the riding of trail bikes on the Rangers oval.
