    FACT SHEET CLIMATE RISK PROFILE PARAGUAY COUNTRY OVERVIEW Paraguay is one of two landlocked South American countries, located to the south of Brazil, east of Bolivia, and north of Argentina, and faces numerous development challenges, with the second lowest human development index in South America. Paraguay’s economy relies heavily on agriculture and livestock, with shifts in agricultural and ranching productivity directly linked to the country’s overall gross domestic product (GDP). Extreme weather events and global climatic variability, such as El Niño periods, already directly impact agricultural and livestock activities in Paraguay. Climate change threatens to introduce greater economic uncertainty, potentially exacerbating already high rates of inequality. Not MONTHLY PRECIPITATION IN PARAGUAY quite 30 years removed from the long-standing autocratic rule of Alfredo Strossener, increased economic uncertainty could also threaten the country’s political stability, which has been marked by relatively free and fair elections despite occasional political infighting and difficulties. The majority of Paraguay’s approximately 7 million residents live in the southeastern part of the country with one third of the population residing in the capital city of Asunción. Access to services and utilities, such as clean water, electricity, and telephone have improved for Paraguay’s rural poor in the past decade, yet about one third of rural Paraguayans live below the poverty line, and poverty in the country is predominantly concentrated in rural areas.     STRONISMO, POST-STRONISMO, AND THE PROSPECTS FOR DEMOCRATIZATION IN PARAGUAY Diego Abente Working Paper #119 - March 1989 Diego Abente is Assistant Professor of Political Science at Miami University in Oxford, Ohio. He has written extensively on the politics of Latin America in journals such as the Latin American Research Review and the Journal of Interamerican Studies, and has forthcoming articles in Comparative Politics, the Journal of Latin American Studies, and The Americas. He is currently writing a book on the prospects for democratization in Paraguay. The author would like to thank Roberto DaMatta, Michael Francis, Louis Goodman, Michael Grow, Daniel Levine, Guillermo O'Donnell, Karen Remmer, and Samuel Valenzuela for their helpful comments and suggestions and Caroline Domingo for her excellent editing ABSTRACT This paper examines the possibilities for the emergence of a situation that would favor a transition to democracy in Paraguay. The author analyzes the historical development of relevant factors, both structural—demographic changes, transformations in the social structure, and international realignments—and contingent—redefinition of space for the opposition, the decay of stronismo and the difficulty of reproducing it—and evaluates the implications of these changes. The overall conclusion is that the changes in the socioeconomic and geopolitical matrix tend to favor a democratic outcome, but it is unlikely that these alone could bring about a political transformation. Nevertheless, when contingent factors are also taken into account, particularly the nature of the last phase of stronismo and the beginning of post-stronismo, there are indications that Paraguay is entering a crucial stage that opens up a range of possibilities for liberalization and democratization.

    2008 Human Rights Report: Paraguay Page 1 of 19 2008 Human Rights Report: Paraguay BUREAU OF DEMOCRACY, HUMAN RIGHTS, AND LABOR 2008 Country Reports on Human Rights Practices February 25, 2009 Paraguay is a multiparty, constitutional republic with a population of approximately 6.7 million. Voters elected Fernando Lugo of the Patriotic Alliance for Change as president in generally free and fair April 20 elections that ended 61 years of Colorado Party rule. The civilian authorities generally maintained control of the security forces. Although the government generally respected the human rights of its citizens, there were serious abuses in some areas. There were reports of killings by police, which the government investigated but rarely prosecuted. Some prisoners were reportedly subject to torture and abuse by government agents. Prisons were routinely overcrowded. Political interference, corruption, and inefficiency in the judiciary were common, as was lengthy pretrial detention. Journalists were harassed and intimidated. Government corruption was a serious problem. Violence and discrimination against women, indigenous persons, and persons with disabilities continued, as did trafficking in persons. Exploitative child labor and violations of workers' rights were serious problems. RESPECT FOR HUMAN RIGHTS Section 1 Respect for the Integrity of the Person, Including Freedom From: a. Jeremy McDermott ■ Latin America’s youngest rebel group, the Paraguayan People’s Army (Ejérci- to del Pueblo Paraguayo-EPP), established in 1992, has around 30 members. ■ ·Kidnappings seem to be a significant share of its income, complemented with extortion and robbery. ■ Its ideology states to abolish the "bourgeois liberal parliamentary system", and replace it with "a regime of popular congresses". ■ So far, the Police has been ineffective against the group, and the military, in- volved in the fight since a few months ago, hasn’t has much success either. ■ Still, it is a mistake to think of the EPP as nothing more than bandits. This underestimates the threat they present and the resonance that their political discourse has.
