POLICY/PROCEDURES FOR PERIODS OF REDUCED OPERATIONS

In instances when the University must reduce business operation(s) in the interest of the safety and well-being of employees the following procedures will be followed.

Office of the Provost:

The University Provost, or his designee, will make the decision to reduce operations. The Office of the Provost will communicate same to Integrated Marketing and Communication (IMC).

Integrated Marketing and Communication:

The IMC staff will send an e-mail notification to campus using the appropriate standardized messaging that is aligned with the directive from the Office of the Provost. The standard messages will include information regarding how/where campus constituents can learn more about the existence and status of reduced operations.

*All Departments:

Steps in preparation for a weather related emergency or other periods of reduced operations - 1. Identify the required level of operation for each facility/department, including essential functions, during this type of occurrence. 2. Communicate job expectations to employees who will be expected to perform the essential functions required during such an event. 3. Communicate to employees who are not required to perform essential functions and not expected to come to work during this time of reduced operation. 4. Communicate the compensation that all can expect during this time of reduced operation.

*(It is expected that the following facilities/departments will have some level of operation during periods of reduced operations:

Athletics and Recreation Center (ARC) Christopher Center for Library and Information Resources (CCLIR) Dining Services Facilities Management Harre Union Information Technology Valparaiso University Center for the Arts (VUCA)

Hourly Employee Compensation:

For hourly employees, there are two pay groups during the time frame when business operations are reduced:

Group A: those who are not required to perform essential functions, as defined by management, during reduced operations Group B: those who are required to perform essential functions, as defined by management, during reduced operations

For Group A:  Pay straight time to hourly employees for hours they would have normally been scheduled to work but do not and credit them for working those hours.  If hourly employee has reported off from work for reason other than the University’s call for reduced business operations, he/she will be expected to use appropriate leave time and be treated in the same manner as if business operations were not reduced. For example, a person who reports off ill will use any available sick leave time to cover the absence.

For Group B:  Pay double time (as per employee handbook) of the regular hourly rate to hourly employees who are scheduled to work and perform required essential functions during periods of reduced operations.  If an hourly employee who is scheduled to work during this time is unable to do so due to extenuating circumstances (such as a weather related emergency), he/she will be paid straight time for hours that he/she would have normally been scheduled to work but did not.  If an hourly employee has reported off from work for reasons other than the University’s call for reduced business operations, he/she will be expected to use appropriate leave time. For example, a person who reports off ill will use sick leave time to cover the absence.
