Over an Extent 2.50.0hectares of Thondaman Eri in S.F.No. 125(P) of Muthuservamadam Village, Udayarpalayam Taluk, Ariyalur District and Tamilnadu (Prepared under 12 – 2A Tamilnadu Minor Mineral Concession Rules, 1959 And amended Minor Mineral Conservation and Development Rules, 2010)

1.0 INRODUCTION

2. The present Mining Plan and Environmental Management Plan are prepared

for Tvl.Patel Infrastructure Limited, Patel House, Beside Prakruti Resort, 3BP

Estate, Chhani Road, Chhani, NH 8, Vadodara, Gujarat State-391740.

3. The applicant proposed to quarry Earth/Savudu/Gravel in Thondaman Eri, over

an extent of 2.50.0hectares at S.F.No. 125(P) in Muthuservamadam Village of

Udayarpalayam Taluk, Ariyalur District for a period of (Three) 3 Months only. The

excavated Earth/Savudu/Gravel is used for filling and leveling of low lying areas

for road projects and other infrastructure development work in and around the

district.

4. The application was meritoriously processed by the District Collector Ariyalur

and passed an order vide R.c.No.319/G&M/2018, dated 10.12.2018 to get

Approved Mining Plan and obtain Environmental Clearance from the District

Level Environment Impact Assessment Authority, (DEIAA) Ariyalur, Tamil Nadu

vide MOEF and Climate Change Notification. S.O.141 (E) dated 15.01.2016.

5. Geological Reserves is estimated at 1,25,000m3 and Mineable Reserves is

estimated at 25,000m3 of Earth/Savudu/Gravel the area of Quarrying should be

Maintain without any damage to tank bund water inlet and outlet channels at the

time of quarrying as indicated in precise area communication letter and relevant

mining laws in force.

6. Production Schedule is proposed an average production of 25,000m3 (4167

Lorry Loads) of Earth/Savudu/Gravel upto a depth of 1.0m below ground level

for the period of (Three) 3 Months only.

7. Environmental parameters,

i) Forest Conservation Act, 1980: The area does not attract the Forest around 10Kms radius. ii) Interstate Boundary: The area does not attract the Interstate Boundary around 10Kms radius. iii) Wildlife (Protection) Act, 1972: The area does not attract the wild life sanctuary around 10Kms radius.

iv) The area does not attract the Coastal zone around 10kms radius from the lease applied area.

The area applied for lease is a Thondaman Eri in Survey No. 125(P) of

Muthuservamadam Village, Udayarpalayam Taluk, Ariyalur District.

5.0 GEOLOGY AND MINERAL RESERVES 5.1 Brief description of : The lease applied area is exhibits almost Plain Terrain the Topography and topography covered with Earth/Savudu/Gravel which general Geology of does not sustain any type of vegetation due to the the area (with plans) topography of the land. The altitude of the area is 24m (Maximum) from MSL, the slope of the area is gentle towards Southeastern side. Please refer the Topography, Geological plan and sections (Plate No – VII).

5.2 Details of exploration : No exploration was carried out. The already carried out if Earth/Savudu/Gravel formation clearly visible right from any the surface. 5.3 Estimation of : The Geological plans demarcating the reserves commercially viable Earth/Savudu/Gravel have been prepared in 1:1000 scales (Plate No. VI).

Totally Two sections have been drawn, One section drawn Length wise as (X-Y) another One section drawn width wise as (A-B) to choose the maximum area cover under the lease in the Horizontal 1:1000 and Vertical 1:100 (please refer Plate No- VI).

The cross sectional area for the proved depth persistence of 1.0m has been worked out for the section. The cross sectional area multiplied by its length of influence on the longer axis gives the volume (insitu) in the cross sectional area. The sum total of the insitu reserves available within the individual cross sectional area gives the geological reserves of the lease applied area.

As the Mineable of Earth/Savudu/Gravel in the terms of cubic meter. The Geological Reserve, Mineable Reserves are given only in terms of Cubic meter. 6.0 MINING

6.1 Method of mining (opencast / : Opencast method of shallow mining is underground) proposed, Machineries like excavators are proposed for quarrying Earth/Savudu/Gravel 1.0m depth below the ground level,

It is being loose in nature No drilling or blasting is proposed for this type of Earth/Savudu/Gravel quarrying, it is an ecofriendly quarrying operation.

The Earth/Savudu/Gravel will be loaded directly to the 10T/Tippers for transportation to the needy customer’s site for filling and leveling of low lying areas for road project and other infrastructure development work in and around the District.

6.2 Mode of working (mechanized, : It’s an opencast quarrying operation without semi mechanized, manual) drilling and blasting.

6.3 Proposed bench height & width : The applied area is soft soil / float deposit with 45° slope from the horizontal and benches depth 1.0m and width not less than 1.0m formed as per 106 (2) of MMR 1961.

6.4 Indicate the overburden / : There is no overburden, the mineral production expected pit Earth/Savudu/Gravel is to exploit only to a wise as detailed below depth of 1.0m below ground level. The (composite plan and section applicant proposed to excavate upto a depth showing pit layout, dumps, of 1.0m for a period of (Three) 3 Months disposal of waste if any etc.) only.

6.5 Machineries used

a) For mining : Excavator of 0.90m3 capacity, Diesel Drive.

b) Loading equipment : Excavator of 0.90m3 capacity, Diesel Drive.

c) Transportation (includes : Hired Tippers 10Tons capacity. Diesel Drive. within the mine and mine (Only from quarry to needy customer’s site). to destination 6.6 Disposal of overburden / : There is no wastage is anticipated during the waste quarrying operation the entire Earth/Savudu/Gravel will be used for filling and leveling of low lying areas road project and other infrastructure development work in and around the District.

10.0 EMPLOYMENT POTENTIAL & WELFARE MEASURES ,

10.1 Employment : The following man power is proposed for the potential (skilled, Earth/Savudu/Gravel quarrying to carry out the day-to- day quarrying activities, aimed at the proposed semi skilled, production target and also to comply with the statutory unskilled) provisions of the Government norms.

The above manpower is adequate to meet out the production schedule and the machinery strength envisaged in the mining plan and to comply with the statutory provisions of the Mines Safety Regulations. It is ensured that the labor will not deployed under 18 Years. No child labor will engage or entertained for

any kind of quarrying operation, all the labors engaged for quarrying operation will be insured till the end of life of quarry.

10.2 Welfare measures

a) Drinking water : Drinking water is available from the nearby water vendors or agriculture land in the Pappakudi which is about 0.6Km on the Northeastern side of the area.

b) Sanitary facilities : Hygienic Sanitary facilities will be constructed with in the quarrying area as semi permanent structure.

c) First Aid facility : First aid kits are kept in nearby village if any accident happens first aid will be given at site and the injured person will be taken to the hospital immediately, Hospital is available at Jayamkondan which is about 11.0km on the Western side of the area. The competent statutory Mines Mate will be in charge of first aid.

d) Labors Health : In the Eco friendly opencast quarrying operation No drilling or blasting is involved only Excavator are used, hence labors health may not affect in any manner however periodically medical checkup will be conducted to all the workers for any mine health related problems, proper First Aid training and induction will be given to quarrying qualified personnel to create awareness to the workers.

e) Precautionary : All the quarry workers will be provided with Safety safety measures to Helmets, Mine Goggles, Ear plugs, Ear muffs, Dust the labourers mask, Reflector Jackets and Safety Shoes as personal protective device as per the specification of Director of Mine Safety.

PART – B

11.0 ENVIRONMENT MANAGEMENT PLAN 11.1 Existing land use : It’s a dry barren land covered with Earth/Savudu/Gravel pattern formation, does not sustain any type of vegetation due to this Earth/Savudu/Gravel formation.

11.2 Water Regime : Ground water level is noticed as 17m to 18m below ground level observation from the nearby Open well and bore hole. The quarrying is restricted up to 1.0m below ground level, hence the quarry operation will not be affected by the ground water.

11.3 Flora and fauna : The main trees are Julia Flora, Neem, etc, There is no notified reserve forest or social forest near the area applied for quarrying lease. No flora of botanical interest or fauna of zoological interest noticed.

11.4 Climatic : Both the North East and South West monsoon occurs here conditions and the summer are hot and winters are cool. During April and May the temperature may shoot upto 34.0°C and during winter the temperature does not fall below 23.8°C. The annual rainfall is around 1170mm.

11.5 Human settlement : There are few villages located in 5.0Km radius from the

lease applied area the details of the areas are given below.

11.6 Plan for air, dust : In this Eco friendly quarrying operation only Excavator suppression are proposed without drilling and blasting, hence the air quality will not affect due to the quarrying operation, water will be sprinkled in the haul roads periodically to suppress dust Ambient Air Quality monitoring will be carried out to check the Quality of Air in and around the Quarry. Water for dust suppression will be extract from the existing borehole by the applicant from the nearby villages. During transportation the Earth/Savudu/Gravel will be fully covered by Tarpaulin to prevent dust and spillage.

11.7 Plan for noise : This Eco Friendly quarrying operation does not involve level control any blasting and drilling methods, hence noise will be minimal and this is only due to the movement of Excavators and Trucks. Periodically Noise level monitoring will be carried out to check the Noise level in and around the Quarry.

13.0 ANY OTHER DETAILS INTEND TO FURNISH BY THE APPLICANT

i) Permission will be obtained from the District Mines Office to extract the Earth/Savudu/Gravel from the Boundary barriers and for slopes. ii) Care and precautionary measures will be taken for the safety of workers as per Rules and Acts. iii) The applicant will endeavor every attempt to quarry the Earth/Savudu/Gravel economically without any wastage and to improve the environment and ecology. iv) The Mining Plan is prepared by incorporating the conditions stipulated in the precise area communication issued and also prepared by incorporating the details mentioned in the letter SEIAA/TN/Minor and Minerals/2012 dated 17.04.2013. v) Any violation pointed out by the inspecting authorities shall be rectified as per the guidelines of the Department vi) The proposed quantity of Earth/Savudu/Gravel is 25,000m3 up to a depth of 1.0m below ground level for a lease period of (Three) 3 Months only.
