OPTIONS FOR MANAGEMENT Options for management considered by this study were Continuation of Current Management (No Action), which would mean continuation of current owner- ship and management, and Continuation of Current Management with Enhanced Interpretation and Collaboration with Other Sites, which would include all elements of the first alternative and include increased coordination among sites representing American Indian participation in the Civil War for expanded interpreta- tion. Because the Newtonia Battlefields do not meet the criteria for addition to the national park system, bound- ary adjustment, or affiliated area, the NPS considered but dismissed these alternatives. CONCLUSION The National Park Service finds that the Newtonia Battlefields do not meet the criteria for establishing an independent unit of the national park system and do not meet established criteria for an addition to Wilson’s Creek National Battlefield.   • The En Échelon Attack in Historical Perspective
    THE EN ÉCHELON ATTACK IN HISTORICAL PERSPECTIVE Terrence L. Salada and John D. Wedo The en échelon attack appears in several battles in the American Civil War (ACW), although that fact might not be well-known to most readers. Perhaps the most covered and well-known example by a large margin is the Confederate attack on July 2, 1863, the second day of the Battle of Gettysburg. Accounts of the battle often explain the tactic, citing a Civil War battle or two where it was used prior to Gettysburg, but overlook its history and full performance record. To address this gap, this paper examines the en échelon attack from its historical roots through all major battles exhibiting it throughout the war. This paper first discusses the word échelon and its meanings and presents a summary of the discussion of this tactic by Baron Antoine Henri de Jomini, the prominent author of the 19th century on strategy and tactics. The opinions of authors from standard works on the battle are presented to show the variety of opinions on the tactic. Because of its prominence among en échelon attacks, General Robert E. Lee’s choice of this tactic is then discussed. Other battles exhibiting this tactic in attack are summarized, and statistics from the group of battles are computed and discussed. Conclusions include a caution for historians writing about the échelon attack and its effectiveness. In discussing the choice of the by Lee on that July afternoon, this paper covers only this tactic and avoids all other controversies surrounding the attack including, but 1 not limited to, Lee’s Sunrise Order, the absence of cavalry, the quality of the reconnaissance, the First Corps’ counter-march, and General James Longstreet’s supposed slow performance.

    Civil War December 1862 Highlight: On November 14, Burnside, now in command of the Army of the Potomac, sent a corps to occupy the vicinity of Falmouth near Fredericksburg. The rest of the army soon followed. Lee reacted by entrenching his army on the heights behind the town. On December 11, Union engineers laid five pontoon bridges across the Rappahannock under fire. On the 12th, the Federal army crossed over, and on December 13, Burnside mounted a series of futile frontal assaults on Prospect Hill and Marye’s Heights that resulted in staggering casualties. Meade’s division, on the Union left flank, briefly penetrated Jackson’s line but was driven back by a counterattack. Union generals C. Feger Jackson and George Bayard, and Confederate generals Thomas R.R. Cobb and Maxey Gregg were killed. On December 15, Burnside called off the offensive and recrossed the river, ending the campaign. Driven by the rivalry between modern warfare and militia tradition, the role as well as the ideology of the militia institution fitfully progressed beyond its seventeenth century origins. Ohio’s militia, the third largest in the country at the time, strove to modernize while preserving its relevance. Like many states in the early republic, Ohio’s militia started out as a sporadic group of reluctant citizens with little military competency. The War of the Rebellion exposed the serious flaws in the militia system, but also demonstrated why armed citizen-soldiers were necessary to the defense of the state. After the war ended, the militia struggled, but developed into a capable military organization through state-imposed reform.

    (This article was first published in Heritage, the Newsletter of the Missouri Parks Association, August 2001) TAUM SAUK AREA THREATENED BY HYDRO PLANT by Susan Flader When state park officials selected a cover photo to illustrate their first-ever assessment of "threats to the parks" nearly a decade ago, they chose not a scene of despoliation but a symbolic representation of the best of what they were seeking to protect. It was a vista at the core of the Ozarks, looking from the state's grandest waterfall near its tallest peak across its deepest valley into the heart of Taum Sauk Mountain State Park, Missouri's then-newest public park but also its geologically oldest, wildest, most intact, and most ecologically diverse landscape. Scarcely could one imagine that the very symbol of what they were seeking to protect through their threats study, titled "Challenge of the '90s," would itself become the most seriously threatened landscape in Missouri at the dawn of the new millennium. The photo showed two forest-blanketed, time-gentled igneous knobs in the heart of the St. Francois Mountains, on the left Smoke Hill, recently acquired by the state, and on the right Church Mountain, leased to the Department of Natural Resources for park trail development by Union Electric Company of St. Louis (now AmerenUE). But on June 8, the Ameren Development Company, a subsidiary of Ameren Corporation, filed an application for a preliminary permit with the Federal Energy Regulatory Commission (FERC) for the Church Mountain Pumped Storage Project. It would consist of a 130-acre reservoir ringed by a 12,350-foot-long, 90-foot-high dam on the top of Church Mountain, a lower reservoir of 400 acres formed by a 1,900-foot-long, 100-foot high dam flooding several miles of Taum Sauk Creek, which has been designated a State Outstanding Resource Water, and associated tunnels, powerhouse, transmission lines, roads, and related facilities.

    A battlefield museum in Missouri displays one scavenger’s many finds Source: Kansas City Star, adapted by Newsela staff Kansas City, MO— It started six decades ago. As construction crews began developing sections of a Kansas City meadow near the Blue River, a man concerned about the impact on history began showing up with a metal detector. Over an 11-year period beginning in 1952, John Adams Jr. dug up dozens of items. The objects he found had been left behind by Union and Confederate soldiers during the October 1864 Battle of Westport. Adams found belt buckles, revolvers, bayonets, unexploded artillery shells—even a carved bullet that may have been used as a chess piece. Often he arrived after big rains, in case rushing water had revealed something previously hidden. Whenever new construction commenced, he asked permission to look around. Today, many national battlefield preservationists frown mightily on such a artifact hunting. Local Civil War students, however, are thankful for the work of Adams, whose relatives had farmed the battlefield area before and after the war. Because of Adams, a collection of artifacts from Kansas City’s most significant Civil War battle survives today. “A Bunch of Rusted Things” Visitors to the Battle of Westport Visitors Center and Museum during the battle’s 150th anniversary commemoration, which began October 23, can see what Adams saved. About 75 artifacts that he retrieved from the area now known as the Byram’s Ford Big Blue Battlefield will be on exhibit. The collection, which museum organizers learned about only recently, represents a huge increase in the number of known Battle of Westport relics.

    THIS ACT OF BRUTAL SAVAGEISM 1 “This Act of Brutal Savageism”: Coverage of Native Americans at the 1862 Battle of Pea Ridge, Arkansas James E. Mueller, Ph.D. University of North Texas Abstract The clash between Confederates and Yankees at Pea Ridge, Arkansas, in 1862 is famous as the battle that saved Missouri for the Union, preventing a Southern army from a planned invasion to drive through the state and capture St. Louis. But a less well-known fact is that Pea Ridge was the only major battle of the Civil War in which Native American troops participated in significant numbers. About 1,000 Indians from the Choctaw, Chickasaw, Creek and Cherokee tribes fought for the South at Pea Ridge, and some might have scalped dead and wounded Union troops. This article examines stories about the battle from a sample of both Northern and Southern newspapers with the intent to shed light on the coverage of Native Americans during the Civil War. The article concludes that the type and quantity of coverage of Indians at Pea Ridge depended upon whether the journalists were Southern or Northern. The article thus adds further support to the notion that the Civil War press served as an arm of the government, and the stories of war correspondents of both sides have to be evaluated with the knowledge that facts were often secondary to supporting the war effort. Emphasis is placed on the Cherokee, Cree~, Chickasaw, and Seminole Indians, but all tribes and portions of Indian Territory tribes loyal to the United States during the Civil War are included in the study. Confederate military control of Indian Territory early in the Civil War forced the Indians loyal to the United States to flee north from Indian Territory. Before the war had ended,·approximately 10,500 Feder­ al refugee Indians had scattered across Arkansas, Missouri, Kansas, Colorado, and :Mexico. The reasons why these Indians remained loyal to the United States, their exodus from Indian Territory, their exile, and their return to Indian Territory are documented and evaluated in this study. The suffering and death expe:i;ienced by these refugees are unique in Civil War history, and far surpassed the de.privation and sacrifices made by other civilian populations.
