For some time adult educators in the Commonwealthof Pennsylvania have talked of the desirability of compilingan inventory of continuing education activities conducted by institutions ofhigher learning and secondary school districts within the Commonwealth.

Late in 1968, with a grant from theDepartment of Public Instruction, such an inventory was undertaken by an informal and unofficialbut interested group composed of representatives from the PennsylvaniaAssociation for Adult Education, The Department of PublicInstruction, and The Pennsylvania State University. The surveywas developed, conducted, and summarized by the Department of Planning Studies,The Pennsylvania State University.

The inventory was conducted intwo phases: (1) activities offered by institu- tions of higher learning, and (2) activitiesoffered by secondary school districts. This report presents the results ofthe secondary school phase only. A separate report of continuingeducation activities in institutions of higher learning is also available.

The group which originated thesurvey idea consisted of Dr. Benjamin W. Barkas, (Pennsylvania Association for Adult Education);Dr. John W. Struck, Director, Bureau of Vocational, Technical, and ContinuingEducation; Alfred S. Holt, Chief, Division of Continuing Education;Dr. George W. Hoffman and Dr. Oscar E. Thompson, Bureau of State Colleges andUniversities; Dr. Louis W. Bender, Director, Bureau of Community Colleges, (allof the Department of Public Instruction); and Floyd B. Fischer,Director of Continuing Education, (The Pennsylvania State University). This group was assisted by Jack Sittman, Division of Continuing Education; James P. Murphyand Dr. Robert Shephard, Bureau of Community Colleges, (all of theDepartment of Public Instruction); and Dr. H. It is the hope of those associated with the studythat such an inventorymay be conducted annually, leading to increasedcooperation among school districts and eliminating the duplication of effortin continuing education activities in Pennsylvania.

41. BACKGROUND AND PROCEDURE

Problem

Within the Commonwealth of Pennsylvania, thesecondary school organizations are serving educational needsof the adult population of Pennsylvaniathrough many continuingeducation activities. Presently each institutiondevelops the activities it believes are needed,with no complete means ofdetermining the availability of similar activities. As a result, there is muchduplica- tion of effort in the preparation andpresentation of continuing education programs. There has been no central source orcomplete inventory of such state wide activities.

Objective

The objectives of this project were toplan, design, and conduct an inventory to determine the locationand type of continuing educationactivities conducted between July 1, 1967, and June 30,1968. Such information should be of current interest and value as school districtsdevelop plans for continuing education activities and seek possible areas ofcoordinating such programs withother school districts in Pennsylvania. It is hoped, as a result of thisproject, that a basic inventory of continuingeducation activities has beenestablished and can be maintained on an annualbasis as one means of meeting theneeds of educators in the rapidly expanding fieldof adult education.

Procedures

Every secondary school district inPennsylvania was invited to participatein this survey. Five hundred and ninety two (592)questionnaires were distributed; 449 were returned, for a percentage of 75.8. Of the 449 school districts responding, 285 (635%) conducted educationalactivities. Table 1 explains the distribution of the questionnaires by schooldistricts.

In order to provide as uniform a response aspossible, the following defini- tions were recommended for use incompleting the questionnaire:

Continuing Education

Includes short term organized programs conductedfor credit or non-credit by the secondary institution designed toprovide the participants with an edu- cational experience that will aid in theirpersonal development, improvement of knowledge and skill as a worker, parent, orcitizen. Registration

One enrollment in a single educational activity. Registrations refer only to the number of enrollees; they do not refer to the individual persons.

SURVEY RESULTS

Responses from 449 school districts indicated a total registration of 156,384 adults. Table 2 indicates the number and percent of school districtscon- ducting continuing education activities.

9 GENERAL COMMENTS

In addition to the specific information suppliedon the survey questionnaire, 133 school districts offered generalcomments. These include explanation of local conditions, specific projects they hoped to establish,or problems encountered. The comments listed here indicate themore important or unique aspects of the continuing education activities and may be summarized into four general categories -- (1) Program Activities, (2) Finances, (3)Staffing, and (4) Participation.

Program Activities

Continuing Education activities reflecta number of diverse programs to meet many needs. Comments included:

"We conduct a survey eachyear to determine the desires of our adult population. We offer any course where the demand is eight or more."

"Many additional courses are desirable here but there isa tendency to place regular school subjects (kindergarten through 12th grade) first. We are under some pressure to support a community college."

"Our Adult Education program is sponsored and conducted bya lay committee of interested citizens. A school administrator serves on the advisory board and acts as a liaisonperson. The school district's only responsibility in the program is to offer theuse of its facilities."

"We also have an adult evening school inour community. However, they are controlled by a board of directors of their own and are organized as a non-profit independent organization."

"We have conducted such classes formany years and have done so hoping to serve a need or needs as they are made known. We have conducted many classes in the past which we are not continuingnow and which I have not checked above."

"This continuing education program should be developed toa greater degree in meeting the needs of the adult world."

"Beginning January 8, 1969, we will beginan adult high school program for those interested in obtaining a secondary diploma issued by the State Department of Public Instruction. The program is sponsored by The Pennsylvania State University, Allegheny Educational Broadcasting Company and PSEA. We have 31 enrolled."

"In the physical education fieldwe have been offering an extensive summer program and a physical fitness course."

The problem of securing fundswas referred to frequently in such statements as:

"Our program has been highly successful mainly because of community and school board support."

"We are curtailed in extension education programs because of lack of funds. It is recommended that the State reimburse for such programs."

"The Department of Public Instruction should subsidize all forms of adult education which in turn would bring forth a great selection of courses and better teaching."

"We offer only six weeks since State Aid was withdrawn for night school."

"Teacher recruitment figure of $4.00 per hour should be removed. This makes teachers difficult to get when the federal evening programs pay twice as much. Local boards are not willing to expend monies on pro- grams which are not reimbursed."

Staffing

Securing qualified teachers and competent leadership posed additional problems:

"We offer any course for which there is a sufficient demand (12 enrollees) and for which we can provide a teacher. Our courses are all non-credit."

"We would be happy to have courses but lackmany things including outstanding leadership."

"This area has a great need for Adult Basic Education. The home economics and vocational programs are difficult to have because regular teachers are unwilling to take extra work each term."

"Our activities are too limited. Persons interested are limited and teachers are difficult to recruit. We would like to offer a lot more as our schools are not used enough."

Participation

There was some concern over the lack of attendance, as noted in the following comments, but this concern seems to be balanced by the number of people who were enthusiastic with the response to their programs:

"Adult evening classes were offered but not given during the 1968-69 term because of lack of applicants."

"Our problem and the nationwide problem is attendance. Improvement is necessary."

ra "This year our 'average' registration (68-69) is low.With no tuition charge for city residents we usually have a much larger number of inter- ested people. 1 personally feel (and have been told) the 'light' response is due to the civil disorders and nonsense that occurred after a football game last fall during our registration week."

"While 116 people registered for the ten adult classes offered, only five classes were able to start with enough students. These classes involved 88 people. The rest were canceled."

"In our first year's operation we had insufficient enrollment insome areas to justify the course. Basically the interest and participation were excellent."

"We feel that this program is providing a real service toour 'blue collar' communities. We want to expand and provide additional courses."

"From meager beginnings of four offerings fiveyears ago, -- Adult Education has grown to over 40 offerings to date."

"We are offering 32 programs for Adult Educationon a non-credit basis."

"This is our first attempt at Adult Education and it wasa complete success. This will become a continuing program of our district."
