MINUTES OF THE MEETING OF NORTH MUNDHAM PARISH COUNCIL HELD ON THE 5th OCTOBER 2010 WHICH COMMENCED 7.15 PM PLANS WERE AVAILABLE FOR INSPECTION FROM 7 PM

PRESENT: Cllrs Denia Turnbull (Chairman), Frances Neave, Jon Stuart, Richard Beeny, Robert Callaway-Lewis and Claire Boffee.

In attendance: Mrs Louise Chater (Clerk to the Council), District Cllr Stephen Quigley, County Cllr Andrew Smith and four members of public.

155.10 PUBLIC QUESTION TIME ON MATTERS ON THE AGENDA

The Chairman thanked Mr Neave for mending the lock on the notice board opposite the Walnut Tree pub.

Concern was expressed with regard to the increase of incidents with young people in the car park at night over the summer; it was noted that there was a large amount of rubbish left in the car park the following morning, they were playing loud music, shouting and driving very fast. Cllr Chivers asked if the residents would prefer the car park was locked at night: the resident stated that this would inevitably move the problem to the turning circle adjacent to the school which would be nearer to residential properties. It was requested that the Clerk contact PCSO Treagust to request frequent patrol visits and the Clerk requested that a diary of incidents be kept by those concerned. It was agreed that Cllr Neave would raise the matter with the CLERK Neighbourhood Management Panel on 20th October 2010 and Cllr Chivers would advise the Playing Field Management Committee of the residents’ concerns. Mr Neave stated that the Parish Council had made a resolution to make no objection to the application by Nature’s Way for the large pack house and MARRA would like to request that Parish Council rescind their decision.

Mr Neave stated that prior to the meeting last month people attempted to access the District Council website and were unable to, and he felt that councillors did not have sufficient time to grasp the size of the application (the Clerk advised that the application initials should not be inputted when accessing planning applications via the District Council website). The cut off date was close to the parish council meeting and this put pressure on the Council to make a decision. Officers at Council had advised that comments could be rescinded and replaced.

Mr Neave stated that this application demands more of the parish council’s time; it was a huge application for a unit which was equal in size to the current building - 136 metres long and 12 metres high. It was an industrial unit on the HDA and should be on an industrial site. There would be 400 additional employees and additional freight movements which would have an impact on the traffic on the area and the Council should be aware that the anaerobic digester would fit inside the building.

If the application succeeds it would be difficult if not impossible to refuse future development on the site.

Mr Page stated that the Proposal was a continuation of the relentless campaign to change the HDA. There were no planned improvements to the infrastructure in the area and the ‘B’ roads were falling into disrepair and as such the application should not be permitted.

The Chairman advised the members of the public of standing order 11a. On the face of it the Parish Council could not reverse our decision, but the Parish Council would discuss the matter further. Members of the public were welcome to stay for the rest of the meeting.

On a proposal by Cllr Neave, it was resolved to agree and sign the minutes of the parish meeting and the parish council meeting held on the 7th September 2010; this was duly completed.

159.10 DECLARATION OF ACCEPTANCE OF OFFICE AND FORM OF UNDERTAKING

Mrs Claire Boffee completed the Declaration of Acceptance of Office and the Form of Undertaking and from this point continued the meeting as a co-opted member of the council.

The Clerk requested that Cllr Boffee complete the Register of Interests within 28 days and provided her with an induction pack.

160.10 MATTERS ARISING FROM THE MINUTES

140.10 NM/10/03529/FUL - Cllr Neave expressed concern, following the statement MARRA, that if the applicant gets the go ahead for the application they would consider this as carte blanche for building over the rest of the site. The Chairman stated that the applicant would have to submit planning applications and each one would be considered on its own merit.

Cllr Beeny stated that as discussed at the previous meeting the application was within the policy and complied with the HDA definition. If the District Council refused the application he considered the applicants would take the matter to appeal and in his opinion the applicant would be successful. The Council must understand that the farming business was changing and only by mass production would the business be profitable. Cllr Beeny stated that he had carried out a site visit and the building would be largely shielded and as such would not be highly visible from the parish.

Cllr Stuart stated that the Parish Council had a long discussion at the previous meeting about the HDA and the council had discussed not having a knee jerk reaction and

2 objecting to every application on the site. There was already a large pack house on the site and as such the precedence had already been set - this was modern farming.

Cllr Boffee stated that during the visit to Nature’s Way Foods considerable amount of concern had been raised about the amount and quality of the screening – Cllr Quigley stated that the opportunity to raise this matter was at the District Council Planning Committee; Cllr Quigley stated he would support the application but would be raising the matter of the planting. It was agreed that a representative from the Parish Council would attend the planning committee meeting.

It was agreed that the Parish Council would write to request further planting but continued to have no objection in principle to the application. RB/CLERK

North Mundham Parish Council would expect to see a normal full application with properly drafted plans and elevations.

4. Planning Correspondence

1. Letter to Vivienne Williams, Chichester District Council District Solicitor, standards board request – the Clerk advised the council that she had received an email response today which stated “With regard to the particular circumstances which you outlined in your earliest letter a Parish Councillor who submits a planning application should declare a personal and prejudicial interest and leave the meeting for that item. The remaining Parish Councillors did not have a personal interest by virtue of their being fellow councillors to the applicant unless they were a member of their family or someone with whom they had a close association. Whilst fellow councillors were colleagues that was not of itself a close association to trigger an interest. I think it unlikely therefore that a dispensation would be required.”

5. Planning matters

th 1. Visit to Barfoots of Botley on Friday 8 October 2010 – confirmation of attendance received from Cllrs Turnbull, Beeny, Boffee, Callaway-Lewis, Neave and the Clerk. In addition to members of the Council Mark Neave and Chris Page from MARRA. CLERK 2. Visit to Nature’s Way –The chairman advised that the staff came over as a go ahead dynamic group of people, who carried out a lot of research and the

5 purpose of the afternoon was to improve the image of the company. It was agreed that the Clerk write and thank the organisation for opportunity to CLERK visit.

162.10 COUNTY COUNCILLOR’S REPORT RELEVANT TO THE PARISH

Cllr Smith advised that the County Council no longer had a Chief Executive, and the matter would be discussed at the next full County Council meeting.

Cllr Smith advised that under the budget review Sunbeams had had their grant of £75,000.00 towards the pavilion extension withdrawn as the scheme had not commenced. Cllr Smith was investigating the possibility of reimbursements of costs already incurred.

It was noted that on the 20th October 2010 the Government would announce their budget review and the phasing of the cuts would be announced the County Council would then be in a better position to know the way forward.

163.10 DISTRICT COUNCILLOR’S REPORT RELEVANT TO THE PARISH

It was noted that on the 17th October November, Amanda Jobling was due to present to Chichester District Association of Local Councils with regard to the plans that the District Council had put in place to cope with the budget review.

The closing date for application was 1pm on 15th November 2010. The contract would be for three years with the option to extend for a further two years. On a proposal by Cllr Callaway-Lewis, it was resolved to place the public notice.

165.10 AFFORDABLE HOUSING – The Clerk advised that she had advertised on the parish notice boards for residents to join the working party with no success. It was agreed that she would write an article for the Chichester Observer. The Clerk requested that the members of the working party provide her with their availability CLERK

7 over the next three weeks to enable her to organise the inaugural meeting. Cllr Stuart agreed to approach the two ladies who attend the parish council meeting who had expressed a wish for further affordable housing in the parish to enquire if they wished to participate in the working party. JS

166.10 CHURCH CLOCK

Cllr Beeny stated that the matter would be discussed at the next parochial church council meeting.

District Cllr Quigley and County Cllr Smith left the meeting.

167.10 FOUL WATER DRAINAGE IN THE PARISH

The Clerk advised that the plans were awaited.

168.10 LAY-BY ADJACENT TO WHEATLANDS

The Clerk advised she had written to the residents of Wheatlands and a response was awaited. A copy of the letter sent was included in the circulation file.

169.10 CLOSED LAY-BY

It was agreed that the Clerk investigate if the tidying up of the closed lay-by was CLERK within the remit of the Highway Rangers.

170.10 LITTER IN THE PARISH

The Chairman advised that about this time of year the Parish Council runs a litter picking event followed by tea and cakes.

It was agreed to hold the event on November 7th at 3pm for one hour, followed by refreshments. Cllrs Turnbull, Boffee, Callaway-Lewis, Chivers, Neave and Stuart all agreed to volunteer to assist with the event. It was agreed that the Chairman advertise DT/ the event in the Parish News. Clerk to notify the insurance company. CLERK

171.10 PARISH ACTION PLAN and COMMUNITY ENGAGEMENT STRATEGY

1. Strategy for the Future – review of section 4 Travel and Transport 4.1 Monitor the provision of the local bus service – it was noted that the service had not been amended recently, although the Government budget review might impact on the service. 4.2 Investigate the provision of cycle racks to encourage cycling as an environmentally sustainable mode of transport. It was noted that recently a bike had been locked daily at the bus shelter at the junction of Church Road and the B2166. It was agreed that the clerk investigate grants and cost of CLERK installing at the bus shelters. 4.3 Investigate possible improvements to the provision of a safe cycle rout to Chichester. It was noted that the proposed application by Natures Way was to improve the bridleway to enable cyclists to access the site. 4.4 Ensure the local footpath network was maintained. It was noted that the footpath 195 was closed for the replacement of the footbridge. 2. Community Engagement Strategy – Review of Parish Council Website – The Clerk advised that the website had been unavailable for two weeks and she had emailed the company but had received no response. The Clerk provided two options to be investigated: a quote had been provided by Access by Design, who had written several local council websites and a package from ALL parishcouncil.net. The information was placed on circulation for all

8 councillors to read and investigate websites provided by the two providers. CLERK It was agreed to approach the Clerk to Hunston to request a quote for the provision of a website. 3. Councillors website profile the Chairman requested that all councillors ALL provide the Clerk with a copy of their profile for the new website.

172.10 CHICHESTER CANAL – ABANDONDED – Strategy for the Future - Section 2 - Enhancing the natural and rural environment

The Chairman stated that she had drafted a letter to West Sussex County Council Property Department requesting their advice with regard to improving the area. It was noted that Natures Way stated they would assist with the project.

173.10 PLAYING FIELD COMMITTEE

1. Playing field lease – Cllr Chivers advise no further progress had been made. 2. Dog Control Order – Chichester District Council had drawn have the correct location pland and were drawing up the Dog Control Order and it was now in place. 3. Fundraising report – It was noted that West Sussex County Council had withdrawn its grant for Sunbeams and this had a significant impact on the project. The first Fine Dining Experience in the small hall was very successful and fund raising would continue.

174.10 LAND ADJACENT TO THE SCHOOL

Cllr Chivers reported that North Mundham Primary School Property Committee were due to meet in November 2010.

175.10 VILLAGE HALL MANAGEMENT COMMITTEE

1. Update on boiler and flue - Cllr Neave stated that she had sought a second opinion from MH Heating who had carried out the required testing and had stated there was no fault with either the boiler or the flue: a certificate was expected via the post. It was noted the caretaker had switched on the heating for the first time; the heating in the small hall worked perfectly but the heating in the large hall was not working but was due to be repaired on 7th October 2010. 2. Cllr Neave reported that the Village Hall Management Committee were holding a Barn Dance on 13th November 2010 as a fundraising event for the pavilion extension.

176.10 YOUTH CLUB REPORT

1. Date of Annual General Meeting – Cllr Stuart advised that the date had as yet to be set. 2. End of year accounts – the accounts were not yet finalised. 3. Funding from Hunston Parish Council – Cllr Stuart reported that the third year had commenced very successfully. A significant proportion of the children attending the youth club were from Hunston. Hunston Parish Council had agreed to provide a grant for the growth of the youth club. 4. Cost of funding Youth workers – the committee had requested a report of the costs incurred from the County Council.

177.10 ITEMS FOR REPORTING AND INCLUSION ON FUTURE AGENDAS

1. The Clerk reported that West Sussex County Council had give notice of a Road Closure B2166 from the Western Junction Church Road for a distance of 350

9 metres. This would come into effect from 13 October 2010 for 3 weeks. Alternative routes would be advertised and access to properties would be maintained. 2. Cllr Chivers expressed concern with regard to the drainage ditch adjacent to CLERK Severals and the need to clear the reeds. It was agreed that the Clerk would write to the Environment Agency to request information as to the expected date of clearance. CLERK 3. It was noted that two bikes had been abandoned in the playing field. It was agreed the Clerk would report them to PCSO Treagust.

178.10 CLERK’S REPORT AND CORRESPONDENCE

1. Local Democracy Week – in conjunction with North Mundham Primary School – 11th -19th October 2010 – The Clerk advised that a meeting had been held with Julia Carey the Headmistress of North Mundham Primary School and it had been agreed to hold a mock parish council meeting to discuss the placing of a zoo on the playing field on Thursday 14th October commencing at 1.30 pm in the village hall. It was noted that there would be 32 children and four teachers in attendance. The Clerk had emailed Isabelle Swan at SALC to enquire as to the availability of Rt. Hon Earl Lytton to attend the meeting and present the Quality Status certificate and had advised the Clerk of Hunston of the progress made. It was noted that Cllr Turnbull, Chivers, Neave, Stuart agreed to participate in the event. 2. Riparian Duties – Brookside – the Clerk advised that she had written to the residents of Brook Cottage and Chichester District Council had forwarded a request to the landowner of the field adjacent to Brookside, requesting that they clear the brook to prevent flooding during the winter period. It was noted that the work had been completed. 3. Tree Preservation Order – Horse chestnuts in field adjacent to Brookside – the Clerk advised that she had commenced the procedure. 4. Dog Waste Bin – Saltham Lane – the Clerk advised that she had written to the complainant and had not heard any further. 5. Vinnetrow Verge – vehicles parking – West Sussex County Council had advised the Clerk that they no longer install reflective pegs as a matter of course and upon inspection the ruts in the verge were not sufficient for the County Council to carry out any repair. If the ruts reach a depth of 100mm then the County Council are able to arrange repairs and recharge the offenders as long as the County Council had evidence of them carrying out the damage. 6. Triangle Warning Sign in Church Road following an email complaint the Clerk had contacted the County Council who had inspected the site and were unable to see a problem as the sign was situated in the verge, and had stated that no further action would be taken. 7. Graffiti on rear of bike shed and in various locations in playing field – The Clerk advised that all the graffiti had been removed.
