NDCC UPDATE Sitrep 8 Re Effects of Tropical Storm “Dante” (Kujira) (Glide No. TC-2009-000088-PHL)

1.0 Overview

TS Dante Bulletin No. 09 issued as of 4:30 PM 03 May 2009 1.1 “Dante” has maintained its strength and moved East Northeast. At 4:00 PM today, Tropical Storm "DANTE" was estimated at 110 kms East of Virac, (14.2°N 125.3 °E) with maximum sustained winds of 9 5 kph near the center and gustiness of up to 120 kph. It is forecast to move East Northeast at 7 kph.

1.2 Public Storm Warning Signal (PSWS) No. 2 is raised over Catanduanes while PSWS No. 1 is raised over , , , , Burias Island, Southern Quezon and Polillo Island.

2.0 Effects 2.1 Areas Affected / Affected Population / Displaced Population (Tab A)

• There were 8,187 families or 48,645 persons affected by TS “Dante” in 89 barangays of 17 municipalities and 1 city in 5 provinces of Region V • To date, 9 evacuation centers are still open with 622 families or 3,302 persons while others are temporarily staying with their friends and relatives.

2.2 Casualties (Tab B)

• There were 13 reported deaths (2-Camarines Norte, 2-Camarines Sur, 9- ) due to drowning, electrocution and landslide; and 9 missing due to landslide in Hubo, Magallanes, Sorsogon

2.3 Stranded Passengers • As of 8:00 AM, today, a total of 4,561 passengers, 53 small cars, 56 buses, 103 trucks, 15 motor bancas and 16 vessels are stranded in the following ports in Region V: , , , Pilar, Bulan, , Babor, Sabang, Placer, and Victory

2.4 Landslide Occurrences • Hubo, Magallanes, Sorsogon • Bulan, Sorsogon in Brgys Aquino, Obrero, Somagonsong, San Vicente and Managanaga (affected by flood and landslide) • Sta, Rosa del Sur, Pasacao; San Isidro, ; , Libmanan, all of Camarines Norte

2.4 Status of Road Network • Daang Maharlika after Bridge-impassable due to washed out concrete pavement • Bacon-Manito Road, Rawis Bridge-impassable due to washed-out approach • San Roque Spillway, Bacon District-partially damaged, one lane passable • Sorsogon Bridge at Sorsogon Diversion Road-pier scoured, piles exposed • Road to Magallanes and -impassable due to flooding

3.0 Humanitarian Efforts

3.1 NDCC/OCD • Facilitated the release of 4,100 sacks of rice to the affected PDCCs and MDCCs of Region V, distributed as follows:

PDCC Albay 750 PDCC Catanduanes 1,000 PDCC Sorsogon 1,000 PDCC Camarines Norte 1,000 PDCC Camarines Sur 350

• Facilitated the request for the availability/use of one PAF aircraft (UH1H) for the conduct of damage assessment and needs analysis (DANA) in the affected areas in Region V

3.2 DSWD • DSWD-FO V provided PhP309,750.00 worth of family food packs and 580 sacks of NFA rice to augment assistance to the affected LGUs distributed as follows: Albay 182,500.00 Malinao 91,250.00 Sto. Domingo 91,250.00 Catanduanes 127,250.00

• DSWD-FO has stockpile of relief commodities composed of food (PhP 51,937.50) and non-food (PhP 1,102,443.60) for additional augmentation as needed • Social Welfare Action Development (SWAD) Teams in Camarines Norte and Catanduanes were deployed to assess the impact of TS “Dante”

3.3 DOH • DOH V conducted needs assessment of the evacuees. Medicines are available for augmentation of the Provincial Offices in Region V as needed • DOH V prepared drugs/medicines for deployment to Sorsogon Province

3.4 PCG Catanduanes on standby for any request of assistance

3.5 DPWH • Issued travel advisories • Manpower and equipment on standby to conduct restoration works once flood water subsides

3.6 OCDRC V coordinated with: • OCD/NDCC on the request for rice assistance to affected PDCCs/MDCCs and the availability of aircraft for use of DANA Team • DSWD V on the provision and deployment of relief assistance to the evacuees from Mercedes and , Camarines Norte • PCG on the status of stranded passengers • PDCCs/MDCCs and media on the dissemination of weather and flood advisories

3.7 PDCCs/MDCCs • PDCC Camarines Sur distributed food packs to the affected families • MDCC distributed relief goods to evacuees

3.8 PA/PN/Police Office • Albay Provincial Police Office (APPO) provided security and assisted in the evacuation in the municipalities of Sto. Domingo, Libon, and Legaspi City • PN-NAVFORSOL provided 1 M35 truck to the Municipality of and transported 95 evacuees from Camalig Municipal Hall to Baligang Evacuation Center, Baligang Elementary School, and from Barangays Sua and Quirangay to North Central School • 901 st BDE PA prepositioned 2 M35 trucks at Camp Ola, Legazpi City; conducted rescue and retrieval operation along Irosin-Juban-Casiguran-Magallanes- ; SAR operation in Juban, Sorsogon; 1 platoon assisted in relief operation of PDCC Catanduanes
