The Planning system is dynamic and during this plan preparation period, development would have continued to take place on the ground and policy documents would have been produced, updated and revised. However the statutory framework for the preparation of the Plan identifies the Deposit Plan to be the point at which the Council publishes its complete plan. After publication of the Deposit Plan, the only changes that can be made to it are those recommended by the Inspector in his/her Report of Examination. There is no provision in the statutory framework for the Council to make changes to the plan itself. As a result the plan context reflects the circumstances that prevailed at the time of the publication of the Deposit Replacement Local Development Plan in 2016. Hon Nick Clegg MP, the Deputy Prime Minister, on 22 July 2010. The Bill includes two key provisions which both directly apply to Wales. It aims to provide for a referendum on a choice between First Past the Post (FPTP) and the Alternative Vote (AV) as the system for electing the House of Commons, and change the electoral system for the Commons to the Alternative Vote if the result of the referendum supports this. The Bill also aims to provide for a reduction in the number of seats in the House of Commons from 650 to 600 and to introduce more equally sized constituencies. The Commission makes electoral review recommendations, which it feels are in the interest of effective and convenient local government. The largest under-representation is recommended to be 24% above the proposed county average in Aberbargoed and Bargoed. The largest over-representation is recommended to be 20% below the proposed county average in Aber Valley. The Commission is recommending 25 multi-member wards consisting of 12 two- member electoral wards; 12 three-member electoral wards; and one four-member electoral ward.
