As such, this matter shall be automatically enacted by one motion with all other Consent Agenda items unless a Commissioner or citizen requests this item be individually discussed, in which event it shall be removed from the Consent Agenda and considered and acted upon in its designated sequence on the approved Clare City Commission agenda of March 16, 2015.

The following major items of correspondence were either received by or transmitted by the City since the last regularly scheduled City Commission meeting:

Bureau of Elections News Updates. The latest March 6, 2015 edition of the Michigan Bureau of Elections news discussing new Nominating Petition, Qualifying Petition and County/Local Proposal Petition forms and guidelines is attached for review.

Approved Ballot Language. The Michigan Department of State has released the approved ballot language for the statewide ballot proposal for the Special Election in May.

Leadership in Congress. The March 2015 edition is attached for review.

Revised Petition Forms Using the QVF or EMP Ballot As announced in the December 30, 2014 News Update, Tracker/AV Module law changes have taken effect that required the revision of most petition forms. Most of the commercial print vendors As the May election that provide these forms have completed the form revision approaches, Clerks across process and have received final approval from the Bureau the state will begin to use of Elections (BOE). Printers still involved in this process the QVF’s and EMP's should have their final approval very soon. Check with Absentee Voter modules to your printer if you have not been contacted regarding the prepare absentee ballot applications for voters on availability of new petition forms. All revised forms must the permanent AV be approved by BOE prior to use! application list. Remember, dates automatically default It is imperative that you destroy your old petition forms to “the current date” when upon receipt of your revised forms. Old petition forms applications are generated and received and when can no longer be used. The following forms are affected: ballot numbers are assigned. Those dates are  Nominating Petition – Countywide Partisan visible to voters in the Michigan Voter Information Center (MVIC) website and  Nominating Petition – Countywide Nonpartisan are there to the tell the voter when his or her  Nominating Petition – City/Township Partisan application was sent and/or received and when the ballot was mailed and  Nominating Petition – City/Township Nonpartisan received. State law requires Michigan election officials  Nominating Petition – Village to make this information available online to all  Nominating Petition – Intermediate School absentee voters. If the District dates aren’t accurate, it could mislead absentee voters.  Nominating Petition – Community College If you will be preparing  Nominating Petition – School District these items ahead of time, enter the dates sent with

1  Qualifying Petition – Countywide the estimated mailing date versus the date of entry. The system will default to  Qualifying Petition – City/Township the last date entered allowing the ability to  County/Local Proposal Petition process multiple applications or ballots while only changing the date Keep in mind, you only need to stock petition forms for the once. specific types of filings you handle.

*Note the Preparing, Circulating and Filing Petitions for Public Office brochure is specifically designed for use by candidates. This particular brochure has not been in circulation for some time; BOE has resurrected and revised this as well.

Paper versions of the above brochures are in the process of being ordered. Once the new brochures are delivered, BOE will announce their availability for ordering via the Supplies for Elections section of the eLearning Center.

Additional points and reminders related to use of the new petition forms:

 Petition circulators are no longer required to be residents or registered to vote in Michigan.

 A petition sheet is invalid if the circulator is not a resident of Michigan and fails to mark the nonresident box in the Certificate of Circulator.

 On most petitions, the portion of the heading that previously read “Title of Office” now reads “Title of Office / Term Expiration Date”. For all offices except judicial offices, the failure to include the “Term Expiration Date” does not render a petition sheet invalid if it can be ascertained which position the candidate is seeking. (Judicial candidates must follow the instructions printed on the reverse side of the nominating petition with respect to the “Term Expiration Date.”)

May Election The conduct of a statewide special election does not completely follow the same processes as statewide primary and general elections held in the even year. This is due to the fact that the statewide proposal appears on a Special Election ballot. Below are some highlighted items that all clerks should be aware of:

Canvass - Must begin within 5 days following the election (general and primary require the canvass to begin at 1 p.m. the day after the election). Of course, it is fine (and encouraged) for counties to maintain the regular practice of beginning the canvass the day after the election as you do for other statewide elections, NOTE: Election results must still be delivered to the county clerk on Election Night, and the 14-day deadline for completing the canvass still applies.

Retention - Primary and general elections have federal candidates on the ballot requiring 22 month ballot retention. The May election will only require 30 day retention after the canvass or recounts are conducted, or until the date that will be provided in the post-election Release of Security memo.

Sending Election Inspector Appointments to Political Parties - only required when there is a state or federal office on the ballot.
