MINUTES

Study Session: President Hathaway opened the meeting to study session at 3:02 p.m. Ron Bennett and Debbie Fry presented the School Services, Inc. draft of the Equalized Funding Model Report.

Call to Order: President Hathaway opened the meeting to regular session at 4:12 p.m. Linda Skipper led the Pledge of Allegiance.

Students: Students were present to receive various recognitions

Review and Adoption of Agenda: It was moved by Ms. Buchi and seconded by Ms. Piercy to adopt the agenda as presented. The motion carried 6-0.

Presentations: Instructor Rick Rickman, ROP Photography instructor at Magnolia High School, introduced students who won second place at the Color and Lights Contest.

Kathi Kent, ROP Video/Photography instructor at Sunny Hills High School, introduced ROP Traditional Photography student Andrew Daughters who won first place in the Cypress College Film Festival for a stop motion film. Andrew expressed his gratitude to the board for giving him access to the software. Andrew also shared that he was recently accepted to Biola University’s film program.

Mario Schwartz-Cole, ROP Culinary Arts instructor at , introduced his students who recently won at the Healthy Kids Competition, challenging students to create a meal with specific ingredients and dietary guidelines. His students won second place. Students Brooke Galek and Alexis Magaleno, seniors, shared that the plan to continue their education in culinary at Orange Coast College.

Roy Morrison, ROP Building Industry Technology Academy (BITA) instructor at Valencia High School, introduced students who competed in the Orange County Youth Expo’s Design Build 2-day Contest and won first place. His students were the only group that was able to get their solar panel on the roof.

Gail Kairis, Administrator Instructional Programs, introduced ROP BITA students from who placed third at the OC Youth Expo’s Design Build Contest.

Valerie Easton, ROP Medical instructor at , introduced student HOSA winner, Yash Patel, who won a Gold medal in Medical Assisting at the HOSA State Leadership Conference. There were over 2,500 competitors. Yash plans to go into medical school after completing his bachelor’s degree at CSU Fullerton.

Betty McPeak, Director of the Vocational Nursing Program, introduced student medalists who recently competed at HOSA State Leadership Conference.

Anthony Boccignone, ROP Automotive Technology instructor at , introduced two students who competed at the National Automotive Technology Competition in New York. Both students also qualified to compete in the engine competition in SEMA, set to occur in November.

Maile Leonard, ROP Dance instructor at Western High School, introduced her students who competed in the Sharp International Dance Competition at Edgewood High School. The team competed in six different dances and won first place for each category in which they competed.

Gail Kairis introduced Jeremy Cates’ students who competed in the SkillsUSA’s state competition in San Diego.

Franco Ciccarello, ROP Graphics and Design instructor at , introduced his students who won at SkillsUSA. The national competition will be in Louisville, Kentucky, this June. Two students will compete. One student plans to go to the San Francisco Art Institute. Board Minutes May 13, 2015 Page 3

Dan Zanone, ROP Engineering instructor at Sunny Hills High School, introduced his students who competed in the US Robotics First Competition. He also introduced instructors who help with the class. His students competed in the world competition.

Closed Session: There was no closed session at this meeting.

Approval of Minutes: It was moved by Ms. Cutuli and seconded by Mr. O’Neal to approve the minutes of the regular meeting of the Board of Trustees on April 8, 2015. The motion carried 6-0.

Communications: No communications were presented.

Public Hearing: Mr. Hathaway opened the meeting to a public hearing at 5:19 p.m. There was no public participation, so the public hearing was closed.

Superintendent's Report: Dr. Worley reviewed the contents of the Boards’ folders which included a letter from the Orange County Department of Education and an invitation to the Culinary Arts Institute graduation on June 2, 2015. He reported on a presentation that he gave at the Orange County School Boards Association Political Action Group Efforts (PAGE) meeting at which he delivered the message that ROP is alive and strong. He also shared that he went to an Education Advisory for Assemblywoman Young Kim’s office. He concluded his report by commending the Leadership team and thanking them for their part in the ACSA Region 17 CTE Administrator of the Year Award. The ROP staff appreciation luncheon is scheduled for June 12.

Receive and/or Approve Consent Agenda Items: It was moved by Mr. O’Neal and seconded by Ms. Bucchi to approve the consent calendar without items 11A4 and 11A5. The motion carried unanimously.

It was moved by Ms. Bucchi and seconded by Mr. O’Neal to approve item 11A4 and 11A5. The motion carried 6-0 with one abstention (O’Neal).

Business Consent 11A1. Financial: Ratified Balance Sheet and Income Statement and authorized total liabilities and fund balance in the amount of $21,321,796.77 and ending fund balance in the amount of $21,306,828.74. 11A2. Cash Flow: Received Cash Flow Report for the period ending April 27, 2015. 11A3. Student Body Fund: Received the Student Body Fund Report for the period ending April 27, 2015. 11A4. Checks: Ratified/approved checks #00047492 through #00047619 in the amount of $1,051,396.72 as listed for the months of March and April 2015. 11A5. Purchase Orders: Ratified/approved the listed purchase orders in the amount of $546,419.70 for the period of March 24, 2015, through April 26, 2015. Board Minutes May 13, 2015 Page 4

11A6. Facility Use Agreements: Approved the continuance of Facility Use Agreements with the five component districts for the period of July 1, 2015, through June 30, 2016. 11A7. Allwest Property Management Company: Ratified/approved the agreement with Allwest Property Management Company for the time period of May 1, 2015, through April 30, 2016, at an annual cost of $8,013.84.

Administrative Services Consent 11B1. Human Resource Report: Ratified/approved personnel employment related recommendations as presented.

Educational Services Consent 11C1. Joint Venture Training Agreements: Authorized execution of new Joint Venture Training Agreements to use community classroom facilities for the 2014-2015 school year. 11C2. ADA Report: Received information on 2014-2015 ADA. 11C3. Extended Fieldtrip: Approved the extended fieldtrip for the Vocational Nursing and Medical Careers Academy students to participate in the Health Occupations Students of America (HOSA) National Leadership Conference in Anaheim, CA, on June 24-27, 2015, at a cost to ROP of $3,528. 11C4. Approved the School Calendar for 2015-2016. 11C5. Ratified/Approved the event license agreement with Nederlander-Grove, LLC in the amount of $3,945. 11C6. Ratify/approve Contract Services Agreement for Cerritos College to provide $8,000 for NATEF accreditation. 11C7. Approve agreement with Solution Tree commencing July 1, 2015, through June 30, 2016, at a cost of $26,000.

General Consent 10D1. Received the monthly visibility report. 11D2. Received information about the 2015 Celebration of Success.

General Non-Consent 12D1. It was moved by Ms. Buchi and seconded by Mr. O’Neal to adopt Resolution 2015-05, Recognition of Career Technical Educators, during the week of May 4 through May 8, 2015.

12D2. It was moved by Ms. Buchi and seconded by Mr. O’Neal to adopt Resolution 2015-06, Recognition of Classified Employees, to honor classified staff during the week of May 17 through May 23, 2015

Board Report: Each Board member reported on the status of their respective district and highlighted recent events they attended in their capacity as Board members.

Superintendent’s Report: Dr. Worley did not have any additional comments.

Adjournment: It was moved by Mr. O’Neal and seconded by Ms. Freeman to adjourn the regular meeting at 6:20 p.m. The motion carried 6-0.
