FDI /FII structure • The government has a generally favourable attitude toward foreign investment, especially regarding projects that facilitate technology transfers, create high- skilled jobs and contribute capital to the economy. • New ventures in the manufacturing sector may be 100% foreign-owned, the financial sector is being liberalized and capital controls on overseas investments have been relaxed. • Any FDI that seeks to acquire assets in Malaysia including ownership of businesses without giving clear benefit to Malaysians will be actively discouraged. • All industrial projects must be approved by the Malaysian Industrial Development Agency (MIDA) which has lately stopped granting approvals in what it views as low-productivity industries. • In April 2009, the Malaysian government removed existing bumiputera (ethnic Malay) affirmative action requirements for companies in certain sectors (health, tourism, transport and IT services) to have 30% ethnic Malay ownership. These contracts will help these two countries minimize tariffs on trade of all industrial goods and large number of forestry, agricultural, and fishery products. By restructuring government financial assistance, it has increased price of petrol and electricity. Monetary policy • Reserve requirements have been cut to reduce the cost of financial intermediation. • Timely liquidity support in the inter-bank market has kept the overnight inter-bank rate close to the policy rate, suggesting orderly market conditions throughout. • The base lending rate has declined, and broad money has continued to grow. BEAUFORT: Warisan has accused the BN government of exacting revenge by severely limiting funds for development and reneging on promises it made in the last election in opposition-held areas. “If anyone is inflicting revenge, it is BN because those who supported the opposition in the last general election have been experiencing it since then,” said Johair Matlani, deputy chief coordinator of Warisan in Beaufort, in a statement today. She was responding to a statement by Foreign Minister Anifah Aman who on Saturday warned that if the opposition came to power, BN supporters would suffer their wrath. “Look at Penampang for example, what happened to the hospital and secondary school that was promised? It has been over four years since the last election and nothing has been done. “Those promises have remained empty. So who is inflicting revenge now?” she pointed out. At a Hari Raya event on Saturday, Anifah told villagers in Kabang, Papar, to chase away the opposition whenever they came to campaign. In a democracy, it is constitutionally wrong to prevent anyone from campaigning in any area, Johair reminded. “So, if that is what Anifah says, then in opposition-held areas, we can also chase away the BN campaigners,” she said. Further, a Warisan government will not go on a witch hunt when in power but Johair warned that those who had corruptly benefited from government projects at the expense of the people will be brought to justice.

The constitution gives the federal and state governments the power to "control or restrict the propagation of any religious doctrine or belief among persons professing the religion of Islam." The constitution also defines ethnic Malays as Muslim. Civil courts generally ceded authority to Sharia (Islamic law) courts on cases concerning conversion from Islam, and Sharia courts remained reluctant to allow for such conversions. There was no change in the status of respect for religious freedom by the government during the reporting period. Muslims generally may not legally convert to another religion, although members of other religions may convert to Islam. Officials at the federal and state government levels oversee Islamic religious activities, and sometimes influence the content of sermons, use mosques to convey political messages, and prevent certain imams from speaking at mosques. The government maintains a dual legal system, whereby Sharia courts rule on religious and family issues involving Muslims and secular courts rule on other issues pertaining to both Muslims and the broader population. Government policies promoted Islam above other religions. Minority religious groups remained generally free to practice their beliefs; however, over the past several years, many have expressed concern that the civil court system has gradually ceded jurisdictional control to Sharia courts, particularly in areas of family law involving disputes between Muslims and non-Muslims.

    Final THE FOURTEENTH ASEAN AND CHINA TRANSPORT MINISTERS MEETING (14th ATM+CHINA) 5 November 2015, Kuala Lumpur, Malaysia JOINT MINISTERIAL STATEMENT 1. The Fourteenth ASEAN and China Transport Ministers Meeting (14th ATM+China) was held on 5 November 2015 in Kuala Lumpur, Malaysia. The Meeting was co-chaired by H.E. Dato’ Sri Liow Tiong Lai, Minister of Transport of Malaysia and H.E. Mr. Yang Chuantang, Minister of Transport of the People’s Republic of China. The Meeting was preceded by the Fourteenth ASEAN and China Senior Transport Officials Meeting (14th STOM+China) held on 3 November 2015. 2. The Ministers reaffirmed their commitment to enhance transport connectivity between and among ASEAN Member States and China and urged the senior officials to continue their effort to move forward the priority areas and major projects/activities in railway, highway, civil aviation and waterway transport cooperation in order to facilitate regional trade and investment flows. 3. The Ministers adopted the ASEAN-China Maritime Training and Education Development Strategy which aims to enhance the capacity of maritime training and education in ASEAN Member States and China, particularly in the areas of maritime management and seafarers education, training and development. The Ministers also acknowledged the importance of this initiative towards improving the quality of human resources for the development of regional and global shipping industry. 4. The Ministers welcomed the entry into force of Protocol 2 of the ASEAN-China Air Transport Agreement, tasked and encouraged senior officials and relevant working groups to make more active and intensive engagement between ASEAN and China in the area of aviation cooperation, and eventually put in place a liberal and substantial air services framework in support of the upgrading of the ASEAN-China Free Trade Agreement.

Case Study Women in Politics: Reflections from Malaysia Wan Azizah Women constitute half of humanity, and it follows that any decision-making, whether at the personal, family, societal or public levels, should be mindful of and involve the participation of women in the making of those decisions. Women’s political, social and economic rights are an integral and inseparable part of their human rights. Democracy is an inclusive process, and therefore in a functioning democracy, the points of view of different interest groups must be taken into account in formulating any decision. The interest and opinions of men, women and minorities must be part of that decision-making process. Yet far from being included in the decision-making process, women find themselves under-represented in political institutions. Numerous challenges confront women entering politics. Among them are lack of party support, family support and the "masculine model" of political life. Many feel that Malaysian society is still male dominated, and men are threatened by the idea of women holding senior posts. In the political sphere this is compounded by the high premium placed on political power. This makes some men even less willing to share power with women.

    Tee Keat denies he will join DAP The Malaysian Insider January 15 , 2012 By Yow Hong Chieh KUALA LUMPUR, Jan 15 — Former MCA president Datuk Seri Ong Tee Keat has dismissed rumours that he intends to leave MCA for opposition party DAP. The Pandan MP told Bernama Online he had met with opposition leaders recently but denied holding any talks with them about joining Pakatan Rakyat (PR). “Previously, they said I will join PKR. After that was proven to be not true, they said I will join the DAP on January 20. What next, PAS?” the state news agency quoted him as saying today. Online news portals claimed last October that Ong (picture) had met with opposition leader Datuk Seri Anwar Ibrahim and Selangor DAP chief Teresa Kok separately, possibly to discuss his defection to PR. The Pandan MP, however, denied the reports. In a interview published by an English-language daily last week, Ong vowed to defend his seat — where he remains popular with voters — even if he is dropped as a candidate by MCA. The Star today reported MCA president Datuk Seri Dr Chua Soi Lek as saying he Ong would have to submit a request to the party and Barisan Nasional (BN) if the latter wished to contest in the next general election. Ong’s denial today comes after two MCA grassroots leaders closely linked to him — Penang MCA Youth chief Eng Hiap Boon and Johor MCA’s Taman Desa Skudai Flats deputy chairman James Wu Chee Heng — quit the party. Under the so called Perak Amanjaya Development Plan, some of the things that we have tried to do are the same things that I believe many others here are concerned about: first, balanced development and economic distribution between the urban and rural areas by focusing on developing small towns; second, poverty eradication regardless of race or religion so that no one remains on the fringes of society or is left behind economically; and, third, youth empowerment. Under the first one, the state identifies viable small- and medium-size companies which can operate from small towns. These companies are to be working closely with the state government to boost the economy of the respective areas.

MCPX Many people were caught off-guard when he announced on Monday that he was quitting Umno and called for other Umno MPs to do likewise to pressure Prime Minister Abdullah Ahmad Badawi to step down. Slowly, however, Umno MPs eventually pulled together to pledge their loyalty to their beleaguered party president Abdullah. Several of the party’s supreme council members also lashed out at Mahathir. mukhriz pemuda umno 050906 explainThereafter, all eyes turned towards Mahathir’s son and Jerlun MP Mukhriz, who was not at the meeting Abdullah had with the Umno MPs, which was held in Parliament. Later that same day, Mukhriz said he was staying put in the party but insisted that Abdullah should go. Mukhriz went on to hog the headlines several times this week when even his boss, Umno Youth chief Hishammuddin Hussein ticked him off for being ‘disloyal’ to the party. Other issues that were hotly debated in Parliament included Tourism Minister Azalina Othman Said’s decision to cancel tourism events in Pakatan-led states.
