Major issues related to the implementation of RUSA in Gujarat

• The State is yet to submit utilization certificate of component on vocationalisation of higher education, to which funds were released in October, 2016. • The utilization certificate along with physical inspection reports needs to be submitted for universities and colleges for which 2nd instalment was released in 2016. • DPR for new professional college approved in RUSA 2.0 needs to be submitted

• The ratio of central funding for Gujarat is 60:40.

• Under RUSA 1:

a) Rs 224 crore was approved. Total Central share approved Rs 134.4 crore. Out of this Rs 108.84 crore has been released as part of Central share. Corresponding State share released is Rs 68.73 crore. b) Approvals: infrastructure grants to 20 colleges and 7 universities, Upgrading 1 existing college to Model Degree Colleges, Equity initiatives, Faculty Improvement and Vocationalisation of Higher Education c) UCs and inspection reports awaited for all components, where 2nd instalment has been released; for processing release of final instalment of central grants.

• Under RUSA 2:

a) Rs 128 crore has been approved out of which total central share is Rs. 76.8 crore so far Rs. 26.4 crore has been released. b) Approvals: 39 colleges and 1 university under infrastructure grants, upgradation of 1 college to MDC and 1 new professional college

• Combined RUSA 1 & 2:

a) Total amount approved Rs. 352 crores out of which total central share is Rs. 211.2 crore and total central share released so far is Rs 135.24 cr.

Major Issues:

• The State is yet to submit utilization certificate of component on vocationalisation of higher education, to which funds were released in October, 2016. • The inspection reports needs to be submitted for universities and colleges for which 2nd instalment was released in 2016. • UC for erstwhile MDCs are still awaited from the State.
