RESULTS

“If something is important to you, you will find a way, if it isn’t, you will find an excuse”

In December 2012 a total of 265 Neighbourhood Questionnaires were delivered by volunteers to residents and businesses in Framsden. Upon their return, each completed questionnaire was randomly numbered and the data transferred to spread sheets. In this way, a person who wished to remain anonymous would not be identified by the proximity of their questionnaire to an identifiable questionnaire.

The questionnaire was designed to give the FPC a very general idea as to residents’ thoughts and ideas with regards specific topics, at the same time giving everyone a chance to expand on these or any other subject they felt was important.

Despite the brevity of the questionnaire, not all questions were answered by all respondents. Conversely, others chose to give more than one answer to a question, accompanied by additional comments. For these reasons the results will not necessarily show the sum of the true total - these anomalies have been reflected in this document.

A working party has now been set up to analyse the data and look at all comments and suggestions in greater detail. Hopefully this will enable the FPC to have a better understanding as to the wishes and feelings of their parishioners and also help everybody guide Framsden’s future.

This document contains the results and précis of comments from the 118 residents who kindly completed and returned their questionnaires. The original completed questionnaires will be stored and may be viewed upon request.

Village Hall

1. Do you think the Village Hall should be:

Do not believe Village Hall is in bad state of repair. Should be refurbished as believe it is the ideal size for the village.

Tollgate Corner - With playground attached.

Enhancement yes, but believe extent of repairs exaggerated and information put out by certain quarters, misleading.

Use church for village meetings to save cost of running two buildings.

Pull down and use for allotments.

2. The Village Hall is currently regularly used for various groups and events including the Toddler Group, Yoga, Table Tennis, Free Cafe, etc. Ideas for additional activities/uses

Once or twice a year talk by local speaker - Peggy Cole or Mark Mitchells - knowledge of E. Anglia is second to none and always interesting

Private functions e.g. birthdays/weddings

Art, local history, photography groups

Petanque piste - if close to VH could accommodate visiting clubs.

Larger hall could possibly accommodate additional activities - indoor bowls.

Church services

Occasional/regular events - film club, etc. If pub closes ability to host social functions with bar.

Am-dramatics.

Fundraising events - dances, dinners, etc.

Helmingham school/nursery nativity, etc. as they only have small hall. Holiday/after school club - in child friendly outside space.

Wi-Fi, heating. More toilets (currently use up a lot of space for just one). Easier access to garden. Sound system. Regular cleaning. Larger storage.

Computer club, film club, martial arts!

Flower arranging classes/youth club. If new larger hall - hire out to other villages - funding from other user groups.

Central location for school use. Talks by various folk. Venue for clubs.

Produce/Craft sales. Keep fit for over fifties. Cookery lessons. Jumble sales/good quality SH items.

More of same. Aerobics, Pilates, theatre group, etc. Fundraising - bar b que using lovely garden. Halloween party for children, summer fete, etc. Garden space means hall could be used for more activities.

Badminton, Pilates, Zumba. More village fun events - beetle drive, gardening club, singing club.

Plays, Flower Show, Craft Fair, Photography Exhibitions. Music/Opera, Youth Activities (table tennis).

Badminton in larger/higher building.

Children's after school club as no provision at school.

Keep fit for over 60's. Beetle drives and quiz's.

Village gatherings - harvest, etc. Fitness.

Internet access, higher ceilings, badminton, showers, outside space for activities as completely wasted at the moment.

More quiz nights - every quarter? Whist drives/Crib nights/Bingo. Tea dances. Children's disco.

Village Hall Garden/Woodland Area/Other Community Areas

Rota of local children who are doing Duke of Edinburgh scheme. Volunteer option.

Many work only leaving weekends. Pay for basic work. Volunteers used for specific projects. Same people volunteer - those who don't comment / criticise and still expect village to look as it should.

Woodland area as present using volunteers. Village Hall external contractor as paying facility and should be self supporting unless creating new areas then use volunteer labour.

Requires more info. before answering fully, however, suggest Volunteer group/work parties responsible for distinct areas with option of contractor use if necessary. Consider joint use of machinery and labour.

Barter - swap skills/abilities. Some have time to offer practical skills - others marketing events, etc.

Getting involved with specific projects - community spirit/ownership - as woodland group.

Briars need addressing with SBK - one treatment not repeated painful back.

Due to size of areas - a need for a degree of volunteer assistance. People's time restraints - vital to employ some form of contractor for ongoing maintenance - specific remit required for work required - especially in churchyard.

See Wildlife at Ashbocking - combined approach - least costly/labour intensive.

Let nature have it back, was better as it was.

Plenty of people could do this work without payment. Most villagers not working class and will not get hands dirty now.

Woodland already managed - but contractor for i.e. play area grass cutting.

"A" answered subject to a sensible level of maintenance work. Could also pay local teenagers a sensible wage.

Use probation team.

If village pulled together - enough people to keep it tidy - unfortunately, village is split rich/poor.

Needs to be costed and impact on precept identified before choices can be made.

Volunteer groups to encourage people to get to know each other and encourage "ownership"

The Churchyard

Concerned people do not understand meadow culture and advantages. Churchyards difficult to cut. Sheep grazed needs more research. Abandoned areas become out of control, vegetation becomes large and expensive to control.

Areas cordoned off as necessary to keep grass height in check.

Sheep graze in autumn to promote wildflower sward.

As per Community Areas - any work carried out must be in line with any plans the church may have for the churchyard.

Wildflower meadow lovely but needs a lot of support. Who would look after sheep? Cut grass worst option.

If sheep not practical at least part wild flower meadow.

Combination cut grass and wild flowers.

Has become wildlife habitat - should avoid disturbing it but important it is kept as attractive feature. Wild flower meadow would achieve both these aims.

Love sheep grazed idea - but think gates would be left open!

Older areas as wildflower with some mown areas and paths.

* From comments received it appears some respondents felt Match Funding was the same as 50%. This is not necessarily the case. With Match Funding any predetermined ratio may be agreed.

4. Additional comments, suggestions or concerns Below is a summary of all general comments. These are grouped as per their questionnaire.

Speed limit - A1120. In one 6 month period of 2012 along Framsden stretch - 4 serious accidents (with injuries) and 2 incidents of vehicles leaving road /crashing through boundary fences. Police/Cllr. Alcock claim there were “no incidents”?? Crime rate unacceptable - need reduction measures - e.g. CCTV, heating oil tagging, property security marking - suggest village/police meeting to discuss. Lack of bridleways/off road riding- despite many horse owners, livery yard and equine vet. practice in village.

No additional development - roads/lanes already overloaded/dangerous. If pressure put on Framsden for housing Tollgate corner best option - village controlled (leased for ongoing income). Not poor quality/ugly as often with MSDC/private contractors. Consider how decisions will impact others/future generations.

Moving soon. Never seen playground. Don't know if MSDC should take over Tollgate Corner land. On extremities of village we don't feel connected to the point that when things are discussed in our area we are not even told about it. Problem with speed limit on A1120 - although looked at by FPC hasn't been "pushed" for. Footpath, although signed is now impassable - even though council contacted feel I am a lone voice and ignored.

Live on outskirts of "village" and see little of the "community".

It is difficult being part of the community when you don't live in centre. Unable to volunteer or assist due to advancing age! Need for speed limit on A1120 (Greggle Cottage to Boundary Farm) - 2 bad accidents recently.

Unable to assist - over 80. Support free Cafe. Q: how do you feel about Framsden? - A: "I love it" Do not want increase in precept as believe FPC have enough money in bank.

Limited development if offered FIRSTLY to local people. Parish owned and either rented or part ownership (e.g.Grundisburgh). Affordable - allow local young people to stay in area. Also use flyers through door and posters to keep informed of village news.

As a business it is different for me. Willing to contribute raffle prizes etc., - rarely asked. Have own village to support but find the email (Mark Felton - FF) the most useful source of knowledge

Do not want additional development as not enough local jobs to support it. Would consider limited development if local organisations expanded to provide employment.

Village Hall Garden. General area for better parking, secure area for children, overspill from hall (marquee). Extension of village events - fete outside/produce show inside. Areas allocated for planting by specific groups - veggie patch for playgroup.

New to village. "Just arrived"

Doberman as other means of keeping informed.

Already give time and money to Baptist church. No raise in precept as low income families in Framsden. Love living in Framsden and have made many friends. More footpaths - hate having to walk small children in road. Signs keeping bikes off footpaths - have been knocked into 3 times walking to school.

Indicated a few more houses in Framsden but depends on what is a few.

Increase in precept may be inappropriate in these difficult times of austerity. Willing to assist in fundraising (depending on event and purpose). Interested in improving general appearance and landscape amenity using volunteers, grants and fundraising activities. Author Note: Précis of electronic comments received from I Seager. Enlarge VH car park gravel to side extent - provision for petanque. VH toilets and kitchen refurb.

Noise from VH when hired for private function is unacceptable - if redeveloped would like moved to Tollgate Corner.

If Tollgate Corner used to resite VH/children's playground - how feasible to have social housing on VH site? Good e.g. of social housing at Swilland - unobtrusive. Happy to volunteer - time permitting.

Housing on Tollgate corner would cause loss of visibility at junction and traffic bottleneck - heavy vehicle losing control on Mill Hill would do much damage to housing - house driven into there before. Author Note: diagram of planned area within questionnaire. No increase to precept – there are low income families that already assist community. Will look at researching funding opportunities independently. Would like to be part of community –but have time restraints. Would like off road footpaths - separated from road by existing hedge - field margin paths wouldn't take much to achieve.

Willing to have raise in precept dependant on what it was for!!

Live out of village - not always aware with enough notice of events.

Debenham Community Centre is better for dances/discos - better parking. Replace pews in church with folding chairs.

Provide low cost housing for local young people.

Move playground to another village.

Newcomers to village - thoroughly enjoy living here - neighbours friendly. Would hate to lose the Doberman - suggest FPC build this into future plans. If new housing raised funds feel village could absorb a few new residents. Difficult to rely on goodwill of a few residents so contracting out with support of a bigger precept makes sense.

Seen no improvements to village for last 10 years. Framsden now just a place to live - taken over by the 4x4. Could not care less about village events.

Raise in precept - £10 is 27% increase - why is this required? Can everyone afford it? Q: How do you feel about Framsden? - A: Too difficult to answer. Keep informed of events at the Doberman.

Tollgate Corner Q1 - only if this gives control to Council rather than bad development by MSDC - main approach to village - awful to spoil by bad development. Only a few more houses built for families.

What is the latest information on a speed limit through the A1120 from Boundary Cottage to Cretingham crossroads!!!

How many more residents are to be in accidents on A1120. When are people going to accept there is a danger to Framsden residents - does there have to be a fatality for something to be done? Informed of events at Doberman.

Don't live in village all year round.

Unable to volunteer due to age. Will view FF e-mail list now I know about it. A1120 speed limit - am seeking 40mph (prefer 30mph). In spite of serious accidents nothing has been done. Official view seems if you are walking along the A1120 (no footpaths) and you are hit it is your fault for being there.

Tollgate Corner - shouldn't take on without clear idea of need. One more project to administer - with churchyard and woodland resources already stretched. Do we really need/want a third similar space? Additional development - Covenants totally unenforceable. Infrastructure already limited to support additional housing (lack of transport, no shop). Speeding along street has become more of an issue over recent months - speed bumps?? Believe refurbishment of village hall can happen without funding from housing development. Speed Limit - Chapel Hill. Dangerous as people go v. fast.

Tollgate Corner - If Framsden takes over - concern who pays/maintains - need more info. Q: Grants and Funding - money may need to be raised: Comment - Who says this? - the residents may not want change. Q: Raising funds via precept: Comment: Funds for what? Would not want to pay more until I know what it is for - NOT for housing, can apply for grants for both hall and church works. I am not able to assist - that is why the PC and PCC exist. General Q1. - A: What is this question for - how does this take forward anything. Chose to live in Framsden because it is small and rural. Who is pushing for these changes - move to a town!

Can assist fundraising events frequently through attendance.

Speed limit and stop sign on B1077 from Framsden at junction A1120. Speed limit on A1120 at junction B1077 and continue after double bend at Greggle Cottage. Informed of village events at Doberman.

Do we still possess a PCSO? NEVER see them - not aware of any improvements.

Tollgate Corner Q 1 – A: Maybe.

Affordable housing on Tollgate Corner. Some people not able to afford increase in precept. FF has been a big success in increasing village social life and should be continued.

Agree to rise in precept for repair of village hall and the church yard.

Better fencing between pub and play area. Stream holds a lot of water at times and fence damaged. If a child fell in results would be catastrophic.

Would not want to pay more precept as can't see where the money goes.

Tollgage Corner - does the village really have a need for this parcel of land? Housing - who has identified the need for new housing?

Reduce speed limit from Jockeys lane to Framsden Hall (20mph). Gulleys cleaned more often to lessen flooding. Footpaths installed where possible. Hedges cut more frequently.

Children's Playground - funding should be from parents/school events not from village as a whole. Parents have responsibility to occupy and keep safe their own children. If Tollgate Corner taken over would like to see it used as allotments. We want to be part of village and make contributions - it would be very much appreciated if other residents supported reducing traffic/speed on A1120. Realise it doesn't affect people in village but there have been incidents/accidents on this stretch of road which badly need attention - thank you. Thank you to everyone who has spent time and effort putting this document together for all of us.
