MINUTES – 8TH NOVEMBER 2017 RESOLVED that the minutes of the Planning Committee held on the 8th November 2017 (minute nos. 1-10) be approved and signed as a correct record. PLANNING APPLICATIONS UNDER THE TOWN AND COUNTRY PLANNING ACT - SOUTH AREA. 4. PREFACE ITEM CODE NO. 17/0565/FULL – ROBERT PRICE (BUILDERS MERCHANTS) LTD, 145 PONTYGWINDY ROAD, CAERPHILLY. Following consideration of the Officer’s preface report it was moved that the application be refused. This was not seconded. Following consideration of the Officer’s original report it was moved and seconded that the recommendations be approved. By a show of hands, and in noting there were 2 against and 2 abstentions, this was agreed by the majority present. Page 1 RESOLVED that: - (i) subject to the conditions contained in the Officer’s original report this application be granted; (ii) the applicant be advised that the following policy of the Caerphilly County Borough Local Development Plan up to 2021 - Adopted November 2010 is relevant to the conditions of the permission: CW2; (iii) the applicant be advised of the comments from Dwr Cymru/Welsh Water and Council’s Ecologists. 5. CODE NO. 17/0897/FULL – TY TREHARNE, GROESWEN ROAD, GROESWEN. Following consideration of the application it was moved and seconded that the recommendations contained in the Officer’s report be approved. By a show of hands this was unanimously agreed. RESOLVED that: - (i) subject to the conditions contained in the Officer’s report this application be granted; (ii) the applicant be advised that the following policies of the Caerphilly County Borough Local Development Plan up to 2021 - Adopted November 2010 are relevant to the conditions of the permission: CW2 CW3 and CW4; (iii) the applicant be advised that many species of bat depend on buildings for roosting, with each having its own preferred type of roost. Most species roost in crevices such as under ridge tiles, behind roofing felt or in cavity walls and are therefore not often seen in the roof space. Bat roosts are protected even when bats are temporarily absent because, being creatures of habit, they usually return to the same roost site every year. Bats are protected under The Conservation of Habitats and Species Regulations 2010 (as amended), which implements the EC Directive 92/43/EEC in the United Kingdom, and the Wildlife and Countryside Act 1981 (as amended). If bats are discovered, all works should stop immediately and Natural Resources Wales (NRW) should be contacted for advice on any special precautions before continuing; Page 2 (iv) the applicant be advised that works should not take place that will disturb nesting birds from March to July inclusive. All British birds (while nesting, building nests and sitting on eggs), their nests and eggs (with certain limited exceptions) are protected by law under Section 1 of the Wildlife and Countryside Act 1981 (as amended) and the Countryside and Rights of Way Act 2000. If birds are nesting on/in or within the vicinity of the proposed development, work should be undertaken outside the breeding season for birds to ensure their protection, i.e. works should only be undertaken between August and February. Further advice on the above can be sought from the local authority ecologists (01495 235253) or Natural Resources Wales (NRW) (029 20 772400); (v) the applicant be advised that the age of the buildings dictate that asbestos may be present; if this is the case, a registered asbestos contractor should remove all asbestos within the boundary of the development. If the demolition is carried out regardless of this fact, the land within the boundary of the development could become contaminated; (vi) the applicant be reminded that it is an offence to obstruct a Public Right of Way. There is a Public Right of Way in the area of this application. The planning permission does not authorise the stopping up or diversion of the Public Right of Way. The Public Right of Way may be stopped up or diverted by Order under section 257 of the Town and Country Planning Act 1990, provided that the order is made before the development is carried out. If the Public Right of Way is obstructed before the Order is made, the order cannot proceed until the obstruction is removed. "The Public Right of Way in the area of the application must remain available for use and the safety of the public using the footpath must be ensured at all times." The Public Right of Way is regularly used by the public, and the site needs to be kept free of obstructions. (See attached map in PDF file 17-0897-FULL-PROW.pdf) which is an extract from the Definitive Map. The 'Guidance for applications for Mod Orders PROW.pdf' flowchart is also attached, and is sent for information should you wish to modify the Public Right of Way; (vii) the applicant be advised of the comments of the Council’s Land Drainage Engineer. 7. CODE NO. 17/0750/COU – UNIT 4A AND 5, (UNIT 1-5), TRECENYDD BUSINESS PARK, TRECENYDD, CAERPHILLY. Councillor Mrs. E. M. Aldworth declared an interest (in that her husband is a semi-retired employee of the establishment) and left the meeting when the application was considered.

The gardens are said to have been laid out by Gertrude Jekyll, under restoration at the time of survey (September 1995) Exterior Two storey cottage. Reed thatched roof with decorative blocked ridge. Elevations of coursed rubble with some random use of terracotta tile. "E" plan. Picturesque cottage composition, multi-paned casement windows and painted planked timber doors. Two axial ashlar chimneys, one lateral, large red brick rising from ashlar base adjoining front door with pots. Crest on lateral chimney stack adjacent to front door presumably that of the Haig family. The second chimney is constructed of coursed rubble with pots. To the left hand side of the front elevation there is a catslide roof with a small pair of casements and boarded door. Design incorporates gabled and hipped ranges and pent roof dormers. Interior Simple cottage interior, recently modernised. Planked doors to ground floor. Large "inglenook" style fireplace with oak mantle shelf to principal reception room, with simple plaster border to ceiling.

During the meeting he showed great interest in the Trust’s work, in particular the new WHGT Small Grants Scheme which was launched that day. His Royal Highness is, of course, very familiar with the challenges of preserving historic parks and gardens and understood exactly what we are aiming to achieve. More information on the scheme is available at www.whgt.org.uk His Royal Highness cut and partook of our celebratory cake which had been made by Becky Woszczycki and was presented with a copy of Edwardian Country Life by Helena Gerrish. Quite coincidentally a photograph of High Glannau, Helena’s house was on the front cover of Country Life and from the animated conversation it was clear that the Prince is both an enthusiastic and hands-on gardener who is deeply concerned over the future of the historic gardens of Wales. A house celebrated in bardic poetry for architectural achievements. NLW/PD9162 PhD Archaeology 2015 Mark Baker Summary This thesis focuses on two main themes in the architectural history of the country house in Wales, investigating firstly its development, and secondly some of the distinctively Welsh features of these houses. It argues that both themes have been marginal in recent historiography of Welsh architecture, culture and society. In this work, houses owned by families of Welsh descent are discussed to ascertain whether ethnicity and nationhood are actually identifiable in the architecture. Critical analysis of built fabric is supplemented and supported by primary sources such as the poetry of the bards, building accounts and records, architectural drawings, travel journals, photographs, works of art and a variety of secondary sources. In this thesis, it becomes apparent that one of the most distinctive features of country houses in Wales is the unit-system. Thi s form of dual planning is a peculiarly Welsh feature, enabling two ‘households’ to co -exist simultaneously, adjacent to each other but not necessarily physically connected. Such forms of building are absent from most regions of England, and its presence here is due to differences in the development of the Welsh family. The existence of a different legal system and associated customs in Wales, such as the prominence of gavelkind and female inheritance, are thus expressed in physical form. This practice has set a precedent for design and planning which has influenced a distinctly Welsh country house plan, based not only upon the need to accommodate several family members but also on a desire to preserve the domestic property of their ancestors as a physical manifestation of precedency, pedigree and memory.

  • Draethen, Waterloo and Rudry Community Council
    DRAETHEN, WATERLOO AND RUDRY COMMUNITY COUNCIL Before the Parish [or Community] of Draethen, Waterloo and Rudry came into being, the same area was made up of three separate ancient parishes; Rudry Parish [c.1307], Rhyd-y-Gwern Parish [c. 1658] and Llanfedw Parish [c.1281]. In terms of Parish, or Community Councils as they are now known in Wales, these were established by the Local Government Act 1894 and took over some responsibilities previously undertaken by the Parish vestry. Whereas Caerphilly County Borough Council is the current Principal Authority for Draethen, Waterloo and Rudry Community Council, the principal authority for the original Rudry Parish Council was Cardiff Rural District Council which was created in 1894 and preceded by Llandaff and Dinas Powys District Council. Llanfedw and Rhydygwern Parishes were initially administered by St Mellons Rural District Council but were annexed to Llandaff and Dinas Powys Rural District in 1895. In 1974, Cardiff Rural District was abolished and our area came under Rhymney Valley District Council. This lasted until 1996, when it was replaced by the current Caerphilly County Borough Council made up from the merger of Rhymney Valley with the Islwyn Borough of Gwent. Also, in 1974, as a consequence of the Local Government Act 1972, Rudry Parish Council became Rudry Community Council. Rhyd-y-Gwern Parish [then Community] Council existed until 1985 when it was dissolved and its area absorbed into that of Rudry Community Council. ‘Rhydygwern’ is now one of the three Wards of DWR Community Council. In 2010, following public consultation, Rudry Community Council changed its name to Draethen, Waterloo and Rudry Community Council to better reflect the areas it represented.
