Project Profile (Project Summary)

Sector Electricity Project Name Urgent Supply of Spare Parts for Steam Turbine Units No. 1 and No.4 at Hartha Thermal Power Plant Background (current state, Hartha Thermal Power Plant is located 20km north of City, along necessity of immediate action & Shatt al Arab River. It consists of four 200MW steam turbine units with a the needs) total installed capacity of 800MW. Being one of the largest power plants in the Basra region, the power plant provides electricity to southern regions, especially to oil-related facilities (in the Rumaila Oil Field). Total installed capacity of the six power plants in southern Iraq (Hartha, Al Zubayr, Shuwaiba, Khor Zubayr, Nejibiya, Nasiria) is about 2,200MW, but their current output remains only 350MW to 720MW. Electricity demand in the southern region is considered to be around 900MW, meaning 180MW to 550MW of electricity shortage at all times. Current condition of existing four units of the Hartha Power Plant is as follows: · Unit 1: Under operation with output of 140MW, which is to be improved up to 180MW after completion of repairs scheduled in February 2004. · Units 2 and 3: Under the “Oil for Food Programme,” the renovation of the boilers work was ordered to Russian/Italian firms; however, since those firms are not the original manufacturers, the renovation has not seen any progress yet. These units are currently functioning only as a supply source of spare parts for Unit 1 and Unit 4. When to resume the renovation is yet to be known. · Unit 4: Not in operation due to inspection, but is planned to resume operation soon with 180MW output. It appears that the Units 1 and 4 will improve their output to the rated figures, thanks to the efforts by power plant personnel. But for over twenty years those units have been undergoing very cruel operation and necessary spare parts for worn and damaged equipment parts have not been provided even during the regular inspection periods. Thus large power output is not expected even under heavy load operation. To solve this problem, the UNDP is planning to supply consumables and spare parts that will be required for the operation of the two units for the next three months. Moreover, this project will provide necessary parts and equipment that will be used as replacements to avoid future operation failures, based on the MOE inspection results, to ensure that the generators can be operated with a high utilization rate. Counterpart and Executing Iraqi Ministry of Electricity (MOE) Agencies Description of the Assistance Procurement of Parts/ Equipment: the project will provide parts and equipment in the following categories: · Parts for boiler start-up · Parts for safe operation of boilers · Parts to improve boiler capability · Parts for plant operation · Parts to improve plant capability See attachment for detailed list of procured equipment. Project Site See attachment Effectiveness/Benefit 1) Benefited areas: entire Basra region (beneficiary) 2) Benefited population: About 190,000 to 230,000 population (38,500 households) According to the operation data (obtained in January 2004) for the Hartha Power Plant, utilization rates taking into account the plant’s regular inspection periods were 60% for the Unit 1 and 54% for the Unit 4. After the installation of planned equipment and parts, about 10% increase is expected for each unit’s utilization rate. The 10% increase corresponds to the improvement of the output for each unit, as shown below.

Presumed Contract Manner Nominated contract (competitive bid, nominated contract) ・ Reason for Adopting The Nominated Contract is for the work recognized by the consultants Nominated Contractor that would be clearly harmful for the function of existing equipment if the work would be conducted without the same contractor which has close connection for the utilities established in the past for the facility project including equipment. Expected Transit Method Container shipping and separate lading are expected. The transportation from Japan for this site is generally made via Jordan, via Kuwait, via Dubai or via Umm Qasr. To measure the transportation risk, war insurances and security force costs will be required additionally. Necessity of the Installation of Not required. Supplied equipment is to be replaced by MOE at the time of Machinery scheduled shutdown or other occasions. The manufacturer will provide technical training to third-nation’s installation supervisors, who will then be dispatched to the project site. ・Profile of Engineer responsible Technical staff of the power plant has acquired maintenance capability for the installation through many decades of regular maintenance. The manufacturer will (nationality & capability) dispatch technical supervisors for on the job training in order to ensure the MOE staff members can carry out the installation works successfully and to develop skills of new engineers. Operation and Maintenance Although the power plant’s management organization is currently under (O&M) Structure study, it is considered that the staff is capable of carrying out adequate operation and maintenance. ・Necessity of O&M Training Required ・Contents of Training The manufacturer will dispatch supervisors for on the job training (OJT) in implementing the installation works. - OJT supervisor for regular inspection: 1 person for 2 months, two times - OJT supervisors for parts replacement: 3 persons for 7 days, once ・Other remarks regarding O&M None Involvement of Other Donors UNDP has made a contract with the original Japanese manufacturer about emergency equipment procurement for the next three months for the Units 1 and 4. Other Considerations Since the project objective is improvement of the existing power plant’s (environment, gender, etc) output (no output increase is planned), environmental assessment that is normally required for power plant construction is not necessary.
