Executive Summary: Air Quality in Our Area This 2019 Annual Status Report is designed to provide the public with information relating to local air quality in Chelmsford, to fulfil Chelmsford City Council’s statutory duty to review and assess air quality within its area, and to determine whether or not the air quality objectives are likely to be achieved.

In 2018, the Council measured exceedances of the air quality objectives both inside and outside of air quality management areas. However, exceedances at relevant exposure only occurred within the air quality management areas.

Air Quality in Chelmsford

Air pollution is associated with a number of adverse health impacts. It is recognised as a contributing factor in the onset of heart disease and cancer. Additionally, air pollution particularly affects the most vulnerable in society: children and older people, and those with heart and lung conditions. There is also often a strong correlation with equalities issues, because areas with poor air quality are also often the less affluent areas1,2.

The annual health cost to society of the impacts of particulate matter alone in the UK is estimated to be around £16 billion3.

Chelmsford is located in mid Essex, thirty-one miles from London and has a population of over 168,310 (2011 census), largely living in the main urban areas of Chelmsford and South . The comprises of a number of suburban areas surrounding the main urban areas and the larger rural villages of Danbury, East and , , and .

The main source of air pollution in Chelmsford is road traffic emissions from major roads and junctions, notably the A12, A414, A138, A130, Army and Navy junction and interchange.

Chelmsford City Council has declared two Air Quality Management Areas (AQMA). These AQMA are detailed in Table 2.1.

Danbury Air Quality Management Area On 8th October 2018, Chelmsford City Council declared an AQMA on the A414 Maldon Road, Danbury for exceedances of the 40µg/m3 annual mean objective for nitrogen dioxide (NO2). An air quality action plan (AQAP) is in development. Chelmsford Local Plan Chelmsford City Council has submitted a Local Plan to guide development in the City Council’s area until 2036. In support of the Local Plan, an Air Quality Impact Assessment was commissioned to establish a baseline air quality profile for the Council’s administrative area, and projections for two future scenarios: 2036 with and without the Local Plan in place. Difference plots show that the introduction of the Local Plan is likely to have a small influence on annual average pollutant concentrations along some roads. The air quality impact of the Local Plan has been assessed to be negligible. Modelled concentrations of NO2, PM10 and PM2.5 in 2036, both with and without Local Plan development are all below the relevant air quality objectives. Policy MP3 (entitled Sustainable Buildings) within the Local Plan contains a requirement relating to the provision of electric vehicle charging infrastructure. Part of MP3 contains the following exert: New dwellings and non-residential buildings shall provide convenient access to Electric Vehicle (EV) charging point infrastructure as follows: • Residential development should provide Electric Vehicle (EV) charging point infrastructure at the rate of 1 charging point per unit (for a dwelling with dedicated off-road parking) and/or 1 charging point per 10 spaces (where off- road parking is unallocated). • Non-residential development should provide charging points equivalent to 10% of the total parking provision. • Public charging points should be located in highly visible, accessible locations close to building entrances.

Following Independent Examination hearing sessions in December 2018, the Inspector considered that the Plan could be found sound, subject to Main Modifications. The modifications to the Local Plan are currently being consulted upon, ahead of being submitted to the Planning Inspector for the final report to be issued on the soundness of the Local Plan.

Conclusions and Priorities

A review of the existing Army and Navy air quality action plan was due to be undertaken in 2018. However, the flyover at the junction is approaching the end of its functional life and has been the subject of a number of closures in 2018. In July 2019, a technical fault with the flyover was discovered as a result of high temperatures. Essex County Council have closed the flyover for the foreseeable future and have set up the Army and Navy Taskforce to develop a long-term solution. Review of the air quality action plan is now proposed to be undertaken when outline proposals of the junction have been developed and the air quality effects can be quantified.

Chelmsford City Council will prioritise the following air quality actions for the forthcoming year:

• Commence PM2.5 monitoring. • Increase diffusion tube monitoring in and around air pollution hotspots • Continue development of an AQAP for A414 Maldon Road, Danbury • Conclude development of the Chelmsford City Council Air Quality Strategy

The service also provides 3-day forecasts of air quality, pollen, UV and temperature. It is possible to sign up by visiting airTEXT.info/signup or by texting airTEXT to 78070.

There is also a free airTEXT smart phone app that gives users forecasts for pollution, UV, grass pollen and temperature. This app is currently available for Android smartphones. Click on the image to download the app.

The @EssexAir twitter feed provides localised weekly air pollution forecasts.

Links to health advice are provided when air pollution is likely to be moderate or higher. This will enable those with heart or lung conditions, or other breathing problems to make informed judgements about their levels of activity or exposure. iv LAQM Annual Status Report 2019 Chelmsford City Council Smoky Vehicles Particulate matter is usually not visible but when poorly maintained diesel engines can produce visible particles, appearing as smoke. Fine particles have an adverse effect on human health, particularly among those with respiratory and cardiovascular problem.

Essex Air promotes the DVSA service for reporting smoky lorries or buses via twitter and a link to this service is provided at the top of the Essex Air website.

Liftshare Essex County Council has worked closely with Liftshare to develop the Essex Car Share scheme. This operates across Chelmsford and provides commuters with a car sharing service which could cut congestion and air pollution whilst saving money.

1 Local Air Quality Management This report provides an overview of air quality in Chelmsford during 2018. It fulfils the requirements of Local Air Quality Management (LAQM) as set out in Part IV of the Environment Act (1995) and the relevant Policy and Technical Guidance documents.

The LAQM process places an obligation on all local authorities to regularly review and assess air quality in their areas, and to determine whether or not the air quality objectives are likely to be achieved. Where an exceedance is considered likely the local authority must declare an Air Quality Management Area (AQMA) and prepare an Air Quality Action Plan (AQAP) setting out the measures it intends to put in place in pursuit of the objectives. This Annual Status Report (ASR) is an annual requirement showing the strategies employed by Chelmsford City Council to improve air quality and any progress that has been made.

The statutory air quality objectives applicable to LAQM in England and examples of relevant exposure can be found in Appendix E.

2 Actions to Improve Air Quality 2.1 Air Quality Management Areas

Air Quality Management Areas (AQMAs) are declared when there is an exceedance or likely exceedance of an air quality objective. After declaration, the authority must prepare an Air Quality Action Plan (AQAP) within 12-18 months setting out measures it intends to put in place in pursuit of compliance with the objectives.

A summary of AQMAs declared by Chelmsford City Council can be found in Table 2.1.

For location details, see Appendix D: Maps of Monitoring Locations and AQMAs, which provides for a map of air quality monitoring locations in relation to the AQMAs.

Appendix F contains the current AQMA declaration orders.

2.3 PM2.5 – Local Authority Approach to Reducing Emissions and/or Concentrations

As detailed in Policy Guidance LAQM.PG16 (Chapter 7), local authorities are expected to work towards reducing emissions and/or concentrations of PM2.5 (particulate matter with an aerodynamic diameter of 2.5µm or less). There is clear evidence that PM2.5 has a significant impact on human health, including premature mortality, allergic reactions, and cardiovascular diseases.

All three PM10 monitors in Chelmsford are trending downwards suggesting that PM2.5 concentrations may also be reducing. This can be seen in Figure A.11 in Appendix A.

Dispersion modelling undertaken for the air quality impact assessment prepared to support the Chelmsford Local Plan identified no exceedances of the PM2.5 target 3 values (annual mean of 25µg/m ). A map showing these modelled PM2.5 results can be seen in Figure A.12 in Appendix A.

Chelmsford City Council notes the Public Health Outcomes Framework indicator 3.01

– Fraction of mortality attributable to particulate (PM2.5) air pollution which for 2017 gave a value of 5.7% which is slightly above average for the region (5.5%).

Chelmsford City Council is taking the following measures to address PM2.5:

• Use of Essex Air twitter to encourage the reporting of smoky vehicles through the DVSA reporting service. It is possible to report either heavy goods vehicles or public service vehicles (buses).

• Regular inspections of permitted industry where combustion and non-

combustion processes could lead to anthropogenic emissions of PM2.5

• Working with Essex County Council (highway authority) and Highways England to deliver major transport improvement schemes to alleviate traffic and congestion. In addition to reduced exhaust emissions, these schemes will reduce non-exhaust particulate emissions from brake and tyre wear by making traffic flows smoother.

Chelmsford City Council commenced PM2.5 monitoring in 2019 at the Springfield Road

(Chelmsford Prison) site which routinely measures the highest PM10 in the monitoring network. This location is sited next to a busy road and junction along with an adjacent bus stop. Particulate matter is likely to be present at relatively high concentrations due to tyre / brake wear and from dust resuspension as well as diesel vehicle emissions.

The first year of results will be reported in the 2020 Annual Status Report.

3 Air Quality Monitoring Data and Comparison with Air Quality Objectives and National Compliance

This section sets out what monitoring has taken place and how it compares with the objectives.

The air quality monitoring results presented in this report are, where relevant, adjusted for bias, “annualisation” and distance correction. Details on how adjustments are made is provided in Appendix C.

3.1 Summary of Monitoring Undertaken

3.1.1 Automatic Monitoring Sites

Chelmsford City Council undertook automatic (continuous) monitoring at 4 sites during

2018 measuring Nitrogen Dioxide (NO2), Particulate Matter (PM10) and Ozone (O3). Table A.1 in Appendix A provides detail of these sites.

Details on how the monitors are calibrated and how the data has been adjusted is provided in Appendix C.

Maps showing the location of the monitoring sites are provided in Appendix D.

3.1.2 Non-Automatic Monitoring Sites

Chelmsford City Council undertook non-automatic (passive) monitoring of NO2 at 55 sites during 2018. Table A.2 in Appendix A provides detail of these sites.

Details on Quality Assurance/Quality Control (QA/QC) for the diffusion tubes, including bias adjustments and any other adjustments applied (e.g. “annualisation” and/or distance correction), are included in Appendix C

3.2.1 Nitrogen Dioxide (NO2) In 2018, Chelmsford City Council measured exceedances of the annual mean air quality objective for nitrogen dioxide at four monitoring sites.

The exceedance measured at the CB79 monitoring site is caused by traffic flow, exacerbated by traffic queuing to the signalised junction with the Road. This site is not within an Air Quality Management Area however the measurement was taken at the roadside and is not at relevant exposure. Figure 3.1 – CB79 Exceedance

9 LAQM Annual Status Report 2019 Chelmsford City Council The estimated concentration at relevant exposure does not exceed the air quality objective. An AQMA does not need to be declared. Table E.2 in Appendix E identifies examples of relevant exposure.

Exceedances at relevant exposure were measured at CB91/92/93 on Maldon Road in the Danbury AQMA and at CB98 on the A1060 Parkway in the Army and Navy AQMA.

Table A in Appendix A compares the ratified and adjusted monitored NO2 annual mean concentrations for the past 5 years with the air quality objective of 40µg/m3.

For diffusion tubes, the full 2018 dataset of monthly mean values is provided in Appendix B.

Table A.4 in Appendix A compares the ratified continuous monitored NO2 hourly mean concentrations for the past 5 years with the 1-hour mean air quality objective of 200µg/m3, not to be exceeded more than 18 times per year. No exceedances have been measured. No diffusion tubes have exceeded 60µg/m3 which indicates that there has been no exceedance of the 1-hour mean objective at these sites either.

3.2.2 Particulate Matter (PM10)

Table A.5 in Appendix A compares the ratified and adjusted monitored PM10 annual mean concentrations for the past 5 years with the air quality objective of 40µg/m3.

Chelmsford City Council has not measured any exceedance of the air quality objectives for PM10 and all three monitoring stations are showing a decline in measured particulate pollution.

3.2.3 Ozone (O3)

It is not a requirement of Local Air Quality Management to monitor Ozone concentrations. However, Chelmsford City Council undertakes measurement at the Chignal St James rural background monitoring site.

Figure A.14 in Appendix A provides the results of Ozone monitoring from 2011 to 2018.

Monitored levels of tropospheric Ozone are increasing.

Appendix C: Supporting Technical Information / Air Quality Monitoring Data QA/QC Automatic Monitoring QA/QC

Chelmsford City Council operates four automatic monitoring sites measuring NO2,

PM10 and O3. Data from these sites is collected by a contractor.

Daily data validation checks are made to ensure the analysers are working correctly and to identify any abnormal readings that may occur. Monitoring data is forwarded to the Council.

The automatic monitoring station equipment is serviced every six months by a contractor who also carries out maintenance callouts when faults are identified.

The nitrogen dioxide analysers are calibrated fortnightly with a certified reference gas by Council officers. Particulate monitors have their filter tapes changed every two months. All automatic monitoring sites are colocated with triplicate NO2 diffusion tubes.

Data ratification for the analyser contains following processes;

• Applying the scaling factors derived from calibrations, maintenance visits and servicing

• Checking for equipment drift with adjustments made where detected

• Comparison with datasets from other appropriate Essex Air monitoring sites

• Checking for and deletion of erroneous data that can be linked to analyser fault or failure.

Diffusion Tubes QA/QC Chelmsford City Council undertook monitoring using 77 nitrogen dioxide diffusion tubes at 55 sites in 2018.

The diffusion tubes were supplied by Socotec (UKAS Testing Laboratory number 1015) with a preparation method of 50% triethanolamine (TEA) in Acetone.

The AIR NO2 proficiency testing scheme found that the laboratory achieved the following percentage of results determined as satisfactory for 2018:

Diffusion Tube Bias Adjustment Factors Chelmsford City Council uses the national bias adjustment figure for calculating diffusion tubes results. Compared with locally calculated factors, the use of the national factor is a risk averse approach ensuring that monitored concentrations are not underreported.

The Diffusion Tube Bias Adjustment Factors Spreadsheet 03/18 identified that for Socotec 50% TEA in acetone diffusion tubes in 2018, a bias adjustment factor of 0.76 should be used. This was derived from orthogonal regression analysis of 21 studies.

Point Sources No significant new point sources of emissions have been identified.

NO2 Fall Off Estimation

Diffusion tube monitoring shown in Table B.1 in Appendix B has been adjusted for NO2 falloff between the monitoring location and the point of relevant exposure.

Using the equation taken from the NO2 Fall Off With Distance Calculator, a custom

Excel spreadsheet has been developed to derive the NO2 concentrations at relevant exposure. This calculator uses background concentrations taken from the 2017 NO2 background maps, measured annual mean concentrations and distances between the kerb, monitor and relevant exposure.
