™ Overall levels of deprivation in Leicestershire are low. The county is ranked the 136th most deprived county / unitary authority in (where 1=most deprived, 149=least deprived). It is less deprived than all other authorities in the , with the exception of Rutland.

™ Levels of deprivation within the seven districts in Leicestershire are also relatively low. North West Leicestershire is the most deprived district in the county (ranked 195th out of 354 authorities in England). Harborough is the least deprived district in the county (ranked 336th out of 354 authorities in England).

™ There are 44,014 people in Leicestershire living in income deprived households (households living below 60% of median income). Of these, 12,353 are aged under 16 years and 13,479 are aged over 60 years. There are 22,269 people who are employment deprived (involuntarily excluded from the world of work).

™ There are a number of smaller areas within the county which experience relatively high levels of deprivation. The Index of Multiple Deprivation considers all aspects of deprivation which affect the local community. The most deprived areas in the county are located in part of Loughborough Hastings ward (Charnwood) and in parts of Greenhill ward (North West Leicestershire).

™ Other areas experience higher levels of certain types of deprivation. Part of Greenhill ward (North West Leicestershire), and parts of Loughborough Shelthorpe and Storer wards (Charnwood) experience relatively high levels of education, skills and training deprivation. Part of Tilton ward (Harborough), part of Twycross ward () and part of Kibworth ward (Harborough) experience relatively high deprivation in the Barriers to Housing and Services domain which considers the distance the local community has to travel to key local services.

™ Changes in the methodology used to compile the 2004 Indices and the geographical level that they are produced for have meant that the 2004 Indices cannot be directly compared with previous versions of the Indices of Deprivation.

The Indices of Deprivation 2004 are produced by the Office of the Deputy Prime Minister (ODPM). They are an attempt to measure deprivation in a consistent way for small areas across England. They were first developed in the mid-1990’s using data from the 1991 Census. Since then the Indices have been revised several times using updated data and new indicators. They have been widely used to target regeneration resources through the regional allocation of the SRB Challenge Fund.

In recent years with the release of the Indices of Deprivation (ID2000) in July 2000, use of the nationally compiled Indices has become more widespread. Both central and local government places a lot of value on the Indices and the Audit Commission uses it as one measure for the Quality of Life Indicators.

Indices of Deprivation 2004 The Indices of Deprivation 2004 (ID2004) were released in May 2004. The ID2004 are based on the approach, structure and methodology that was used to create the previous Indices of Deprivation 2000. The ID2004 updates the ID2000 in two key ways: • more up-to-date data has been used (mostly 2001 data), and • new measures have been incorporated as new and improved data sources have become available. These changes however mean that the two indices cannot be directly compared. In addition many ward boundaries have changed since the release of the 2000 data meaning that straightforward geographical comparisons cannot be made. Therefore change over time cannot be identified.

This Report This report presents the results of the Indices of Deprivation 2004 in Leicestershire. It considers the summary measures used to score and rank the county and the seven districts within the county in relation to other Local Authorities in England. It also includes details of different aspects of deprivation affecting smaller areas within each district (known as Super Output Areas). A series of maps are included and illustrate where pockets of higher levels of deprivation are located.

ODPM has produced a set of summary statistics which rank each County Council area relative to all other County Councils and Unitary Authorities in England. They are based on the average rank of the smaller areas within each authority. These results show that levels of deprivation in Leicestershire are relatively low, with the county ranked 136th most deprived in England (out of 149 county / unitary authority areas). Table 1 shows how Leicestershire fares in relation to the other authorities in the East Midlands.

County Councils and Unitary Authorities in England are also ranked according to the extent of deprivation (the proportion of an authorities population living in the most deprived SOAs in the country) and the local concentration of deprivation within each authority area (identifies ‘hot spots’ of deprivation within authority areas). Table 2 shows that Leicestershire is ranked 137th most deprived in England (out of 149 county / unitary authority areas).

ODPM also ranks the seven district authorities within Leicestershire. Table 3 below shows that North West Leicestershire is ranked as the most deprived district in the county using the Indices of Deprivation 2004, ranked 195th (out of 354 local authority districts in England). Harborough is the least deprived district in the county with a national ranking of 336.

Despite the methodology having changed since the release of the ID2000, it is possible to consider the relative rankings of the districts. Table 3 compares the average rank of wards in 2000, with the average rank of SOAs in 2004.

Overall the districts in the county are ranked as less deprived in 2004 than in 2000. Oadby and Wigston has seen the largest rise in ranking, from 241st most deprived in 2000 to 304th most deprived in 2004, a rise of 63 places. Charnwood, Harborough and Melton have seen minor decreases in the ranking of relative deprivation.

It must also be remembered that the IMD measures relative positions of areas in terms of multiple deprivation, rather than measuring absolute change. As such the change in the ranking of districts within Leicestershire may have changed because of change in other areas in England as much as because of change within Leicestershire. The change may also be attributable to change in definitions and the inclusion of different indicators. The ID2004 introduced a domain on crime and included indicators on accessibility. Of all the districts in Leicestershire, this has had the largest impact on Oadby and Wigston, which experiences relatively low levels of crime and has few problems with accessibility – two of the domains / indicators that have been included. This may explain why this district is now ranked as less deprived than in the ID2000.

It is possible to compare the relative deprivation ranking of each district in Leicestershire with other local authority areas which have a similar demographic profile. The Office for National Statistics has produced an Area Classification which groups most similar local authorities together using demographic, household composition, socio-economic, employment and industry sector indicators from the 2001 census - more information on the classification is available from www.statistics.gov.uk/about/methodology_by_theme/area_classification.

The tables below show the rank of average rank for each district in the county alongside the rankings for other most similar authorities (based on the ONS Area Classification). Most of the districts in the county are less deprived than most of their most similar authorities. Blaby, Hinckley and Oadby are all the least deprived of the similar authorities in their group. Charnwood, Harborough and Melton are the second least deprived in their group. The only exception is North West Leicestershire which is the second most deprived of the authorities in its group. The districts are ranked 1=most deprived, 354=least deprived.

There is also a wealth of information available at sub-district level. Previous indices have been released at ward level. For the first time, the Indices of Deprivation 2004 have been released at Super Output Area (SOA) lower level - a new national geography created by the Office for National Statistics. These areas are created by combining a number of Output Areas which were created for the 2001 Census. SOAs are areas of broadly consistent population size across the country, each containing approximately 1,500 people. They are fixed and will not be affected by ward boundary changes which in the past have meant that data cannot be compared over time. The fixed nature of the SOA boundaries will mean in future that trends can be identified.

Super Output Area boundaries do not cross existing ward boundaries. At present, each ward contains an average of between three and six SOAs. The use of Super Output Areas (lower level) as a basis for the Indices enables smaller, sub-ward areas of deprivation to be identified. Such areas may previously have been hidden or masked by the use of ward level data.

There are 396 Super Output Areas in Leicestershire, distributed between the seven districts as shown in the table below.

Each Super Output Area is identified by a nine digit code e.g. E01025975. In some instances in this report, only the last four digits of the code have been included e.g. 5975.

The following section lists the most deprived SOAs in each domain. Each SOA is given a score which is calculated from each of the indicators listed in each section. Using these scores, each SOA is ranked, from 1 (most deprived) to 32,482 (least deprived). A ranking of between 1 and 3,248 denotes that the SOA is within the 10% most deprived in England.

Appendix 2 contains a series of district level maps which show the location of each SOA.

The Index of Multiple Deprivation 2004 (IMD2004) combines indicators across seven domains into a single deprivation score and rank for each Super Output Area in each district. The domains are shown below along with the weighting assigned to each: • Income Deprivation 22.5% • Employment Deprivation 22.5% • Health Deprivation and Disability 13.5% • Education, Skills and Training Deprivation 13.5% • Barriers to Housing and Services 9.3% • Living Environment Deprivation 9.3% • Crime 9.3%

There are also two supplementary domains which measure income deprivation affecting children (IDAC) and affecting older people (IDAOP).

As described above, the Index of Multiple Deprivation combines all the elements of deprivation into a single score and rank. The ten most deprived Super Output Areas in the county along with the district in which they are located are listed in table 6. Five of the ten most deprived SOAs in the county are located in Charnwood, with a further four located in North West Leicestershire. However, none of these SOAs are ranked within the 10% most deprived in England, and only the top five are ranked within the 20% most deprived in England. The ten areas which are ranked as most deprived in the county are shown on Map 2. 85% of SOAs in Leicestershire are within the 50% least deprived areas in England. The Average rank of SOAs in the County is 23,303 (70-80% most deprived in England), the median ranking is 24,779.

The graphs on page 11 illustrate the number of SOAs in each district by percentage band i.e. the number of SOAs that are ranked within the 10% most deprived in England, 10-20% most deprived in England etc.

The chart below shows the distribution of SOAs within each district. It shows that although the SOAs in each district are skewed towards the ‘least’ deprived rankings, there are still a number of SOAs (in Charnwood and North West Leicestershire) ranked in the ‘most’ deprived areas. The red markers illustrate the median ranking in each district. They show that the median ranking in every district in Leicestershire is in the least deprived half of the ranking scale. The ward in which the most and least deprived SOA in each district is located is also shown for information.

The Indices of Deprivation 2000 were produced at ward level, meaning that direct comparison with the 2004 Indices released at Super Output Area level is not possible. In addition, there have been ward boundary changes and changes have been made to the indicators used in compiling each domain and the overall Index of Multiple Deprivation.

However, it has been possible to look at change over time using the 2004 Indices by calculating the average rank of Super Output Areas in each ward (e.g. SOA5929, 5930 and 5931 in Coalville ward have national rankings of 14,927, 8,683 and 11,319 respectively giving an average ranking of 11,643).

This average ranking of SOAs within each ward then enables the wards to be ranked from most deprived in the county to least deprived. This gives a very rough indication of how levels of deprivation in each ward may have changed over time relative to each other. The table below shows the ten wards ranked as most deprived in Leicestershire in both the 2000 and the 2004 Indices.

Within each ward, the range of ranks can be calculated. This shows how previously areas of relative affluence have been classified as being deprived whilst other areas of more severe deprivation have been ‘hidden’ within areas of relative affluence. Two of the top three most deprived wards in the county in both ID2000 and ID2004 (Greenhill and Loughborough Hastings wards) have a range of more than 18,000 ranking places between the most deprived SOA and the least deprived SOA in each ward, showing how areas of relative affluence have previously been hidden, and only now with the ID2004 can they be distinguished from more deprived areas.

Smaller areas of deprivation can now be identified for the first time. An example of this is SOA5949 in Measham ward (North West Leicestershire) which is ranked within the ten most deprived SOAs in the county (ranked 8,011 most deprived SOA in England – out of 32,482 SOAs). Previously this area of more severe deprivation could not be identified. ID2000 ranked the ward of Measham as only 45th most deprived in the county (or 5,212nd most deprived in England – out of 8,414 wards) and was therefore not classified as being deprived.

Indicators The income deprivation domain measures the proportion of the population living below 60% of median income. A number of indicators are used to compile this domain. These include: • Adults and children in Income Support households (2001, DWP) • Adults and children in Income Based Job Seekers Allowance households (2001, DWP) • Adults and children in Working Family Tax Credit households (2001, Inland Revenue and DWP) • Adults and children in Disabled Persons Tax Credit households (2001, Inland Revenue and DWP) • Supported asylum seekers in receipt of subsistence only and accommodation support (2002, Home Office and NASS)

The two most deprived areas of the county in this domain are located in part of Loughborough Shelthorpe and Greenhill wards. Both of these areas are ranked within the 10% most deprived in England. Number of people living in income deprived households Graph 1 below shows the number of people in each district who live in income deprived households. It shows that the highest numbers of people living in income deprived households are in Charnwood (12,411 people), North West Leicestershire (7,438 people) and Hinckley (7,402). Lower numbers of people in Melton, Oadby and Harborough live in income deprived households.

Graph 2 shows the proportion of people in each district who live in income deprived households. Whilst the previous graph showed that Charnwood has a larger number of people living in income deprived households, the proportion of people living in income deprived households is actually higher in North West Leicestershire. North West Leicestershire, Charnwood, Hinckley and Oadby all have a higher proportion of their residents living in income deprived households than the county average. Table 10 lists the ten most deprived SOAs in the county. The score is a proportion of the children in each SOA who are living in households which are income deprived. It shows that in part of Greenhill and Loughborough Shelthorpe wards, more than half of the children aged under 16 years who live in those SOAs, live in households which are income deprived. Both of these areas are ranked within the 10% most deprived SOAs in England.

A further 8 SOAs in Leicestershire are ranked within the 20% most deprived in England. Four of these are in Charnwood (three in Loughborough Hastings ward), two in Hinckley and one each in North West Leicestershire and Melton.

It shows that the highest numbers of children living in income deprived households are in Charnwood (3,539 children), North West Leicestershire (2,155 children) and Hinckley and Bosworth (2,046 children).

Graph 4 below shows the percentage of children aged under 16 years who are living in income deprived households in each district. The districts with the highest proportion of children living in income deprived households are North West Leicestershire (12.8%), Charnwood (12.1%) and Hinckley (10.7%). These three districts have a higher percentage of their children living in income deprived households than the county average. The districts with the lowest percentage of their children living in income deprived households are Blaby and Harborough (both 7.4%). These are almost exclusively in parts of Loughborough (Charnwood) with 9 of the 10 most deprived SOAs, six of which are also ranked within the 10% most deprived in England. Of the SOAs which are ranked within the 10% most deprived in England, three are in Loughborough Hastings ward, two in Loughborough Lemyngton ward, and one in Loughborough Storer ward.

The districts with the highest numbers of people aged over 60 years living in income deprived households are in Charnwood (3,674 people) and in Hinckley and Bosworth (2,338 people).

The districts with the highest proportion of their population aged over 60 years living in income deprived households are Charnwood (12.2%), North West Leicestershire (11.2%) and Hinckley and Bosworth (11.0%). Age profile of people living in income deprived households The graphs on the following page show the number of people who are living in households which are income deprived in each district, in each age band. The second set of graphs show the proportion of those who live in income deprived households in each age band.

Age profile by district Blaby: Of the 5,162 people who are income deprived in Blaby, 1,340 are aged under 16 years, 2,080 are aged between 16 and 60 years, and 1,742 are aged over 60 years. As a percentage, this equates to 26% aged under 16 years, 40.3% aged between 16 and 60 years and 33.8% aged over 60 years. Of the districts in Leicestershire, it has the lowest proportion of its population who are income deprived aged under 16 years (26.0%). Conversely, it has the second highest proportion of its population who are income deprived aged over 60 years (33.7%). Charnwood: Charnwood has the highest number of people living in income deprived households in all three age groups (3,539 people aged under 16 years, 5,198 people aged 16 to 60 years, and 3,674 people aged over 60 years). As a proportion of the income deprived population, Charnwood has the second highest proportion between 16 and 60 years, and the second lowest proportion aged over 60 years. Harborough: Harborough (35.9%) has the highest proportion of its income deprived population aged over 60 years of all districts in Leicestershire. It also has one of the lowest proportions of people living in income deprived households who are under 16 years (27.1%). Overall, there are 4,229 people in Harborough living in income deprived households. Hinckley and Bosworth: Hinckley has the second highest number of people aged over 60 years living in income deprived households (2,338 people). Melton: Melton has the highest proportion of those who are income deprived aged under 16 years (30.4%), but actual numbers affected are smaller than in other districts (984 children). North West Leicestershire: In North West Leicestershire, there is a much lower proportion of people living in income deprived households who are aged over 60 years (24.7%). It is the only district in Leicestershire where there are more people aged under 16 years living in income deprived households than the number of people aged over 60 years living in income deprived households. Oadby and Wigston: Oadby and Wigston has the second lowest number of people living in income deprived households compared with the other districts in Leicestershire (4,133 people).

There is only one SOA in the county ranked in the 10% most deprived in England, part of Loughborough Hastings ward. Map 7 shows that the higher levels of deprivation are concentrated in Charnwood and North West Leicestershire.

However, levels of deprivation in this domain are low in Leicestershire suggesting that overall levels of health are generally good in the county. Some of the most extreme levels of deprivation are experienced in this domain, with part of Greenhill ward ranked as the 263rd most deprived in England, and part of Loughborough Shelthorpe ward ranked as the 803rd most deprived in England. There are five SOAs in the county ranked within the 10% most deprived in England in this domain. Map 8 shows where levels of deprivation are higher.

There are relatively low numbers of deprived SOAs in Blaby, Harborough and Melton. There are more deprived areas in Charnwood, Hinckley and North West Leicestershire.

The county experiences the highest levels of deprivation within this domain. 14 SOAs are ranked within the 10% most deprived in England. The areas which are ranked most highly are shown on Map 9. These include large parts of Harborough and Melton districts, but also rural areas in northern Charnwood and the western section of Hinckley district.

The higher level of deprivation experienced in this domain is a result of the more rural characteristics of many parts of the county. As road distance to key services comprises a large part of this domain, the more remote parts of the county, mainly in Harborough and Melton districts are ranked as more deprived. There are four SOAs in the county ranked within the 10% most deprived in England. Levels of deprivation are highest in the north and west of the county, especially concentrated in North West Leicestershire. Six of the ten most deprived areas in the county are in North West Leicestershire.
