BE IT RESOLVED THAT the Minutes of the April 10, 2014 Regular Meeting and the April 23, 2014 Special Meeting be approved as presented.

PUBLIC WORKS REPORT: This report is received once monthly and was received on April 10, 2014.

DELEGATIONS:

8:00 p.m. Royal Canadian Mounted Police:

Rob Vochon attended on behalf of the Royal Canadian Mounted Police. Frequency of reporting, policing activity reports, residency of personnel and municipal amalgamation were discussed. It was noted that Criminal Record Checks are considered police activity and are included in reports provided. Staff Sergeant Vochon was thanked for attending at departed at 8:10 p.m.

8:15 p.m. McCreary Swimming Pool Committee:

Wenda Mutch, Lorrie Terrick and Tammie Scott attended on behalf of the McCreary Swimming Pool Committee concerning the Village’s offer of Aquatic Operator Training to two individuals at the cost of the Village of McCreary and the difficulty of the Village of McCreary to provide services during 2014. The Committee requested that the Village reconsider this matter and reinstate the services provided in the previous two seasons as it greatly assisted the Board and its youth staff. Equipment available and pool operations in other communities was discussed. A list of the current responsibilities of the Board as prepared by the Board was provided to Council. The Board advised that it has decided to pursue a Splash Pad project rather than a Splash Pool project and is willing to provide its minutes as well as a Facility Report including lesson numbers, etc. An annual meeting is planned and further board members are being requested. The Village of McCreary will further discuss this matter and advise the McCreary Swimming Pool Committee of its decision. The Board Members were thanked and then departed at 8:35 p.m.

After discussion, it was suggested that the Village of McCreary would approach a staff member about becoming trained and suggested that perhaps the Rural Municipality of McCreary could do the same to provide this service for 2014 and beyond municipal amalgamation. Mayor Cripps was authorized to explore options and proceed as required with details to be confirmed at the May 1, 2014 Special Meeting.

e) Services Situation: Prairie Mountain Health has advised that Dr. Bradenhorst will provide full time clinic services at the McCreary/Alonsa Health Centre starting April 28, 2014.

f) Association of Manitoba Municipalities – Municipal Officials Seminar: Councillor Deslauriers and Mayor Cripps reported on attendance at the Seminars, which were very informative. Reports from the Federation of Canadian Municipalities about the lack of involvement in forming the New Building Canada Fund and its refusal of the invitation to attend the announcement was discussed.

g) Board of Revision: We await confirmation from Manitoba Municipal Government, Assessment Services.

GENERAL BUSINESS:

#139/2014 Kohlman – Deslauriers

BE IT RESOLVED THAT the Administrator be authorized to proceed with an application for a Pesticide Use Permit for 2014 for the term June 1 through October 31, 2014 at a cost OF $250.00 for the application fee plus advertising as required.

#140/2014 Code – Hoskins

BE IT RESOLVED THAT, effective with the 2014 fiscal year, the Council of the Village of McCreary will establish the following as policy for any community organizations who request funding to cover annual operating expenses:

1. A copy of all meeting minutes, being those of the board as a whole, and including minutes of any meeting of any part of that board (draft form of these minutes accepted until replaced by ratified copy);

2. A detailed balance sheet to indicate all revenues and expenses of the board for the current fiscal year (due on or before January 31 of following fiscal year);

FURTHER BE IT RESOLVED THAT failure to comply with this policy of Council may impact the level of funding received in that fiscal year.

#141/2014 Kohlman – Deslauriers

BE IT RESOLVED THAT the Village of McCreary hereby sets its charge out rate for grass mowing for the 2014 season at $500.00 per lot with the exception of Roll #100/150/700 which is set at $1,000.00, on the understanding that these rates are for the entire 2014 mowing season and include the equipment and the operator, and as provided for in Village of McCreary By-Law #9/2004.

#142/2014 Hoskins – Code

BE IT RESOLVED THAT the Village of McCreary agrees to provide special camping rates for Fletcher Park for the 2014 Season to those registered to take swimming lessons at the McCreary Swimming Pool as follows:

1. The discount will be offered per camp site and not per family or per registered person;

2. The McCreary Swimming Pool will provide a “One Night Free” Fletcher Park Camping Coupon once swimming lessons are “paid and confirmed” regardless of the type of lessons being registered for;

3. The discount will not be applied over and above the current weekly rates and must be requested at the time of payment of camping fees. No refunds will be made;

4. The McCreary Swimming Pool will keep a written record of the person to whom the coupon is provided and provide the list to the Village of McCreary.

The members of the Fletcher family will be contacted to obtain their advice and opinion on moving of the Fletcher Park sign from where it exists upon private property to a new location within Fletcher Park.

j) Water and Sewer Utility (Hoskins - Kohlman): Municipal Water and Wastewater Infrastructure Fund Application for Funding: This can be removed from the agenda.

Request for New Sewer Line – 205 First Avenue – 2014 Budget: The date for Camera Work to be completed is to be confirmed.

Sewer Backup Subsidy Program: Our application has been acknowledged and we await receipt of confirmation of approval prior to proceeding further.

Water Drip Tap Incentive Program: This matter was discussed.

BE IT RESOLVED THAT payment to volunteer fire fighters be as follows effective January 1, 2014:

Meeting Attendance $24.00 Plus Meals and Mileage if out of McCreary;

Attending Training $60.00 (Minimum of 6 Hours Including Travel Time) Plus Meals and Mileage if out of McCreary;

Response Time A Minimum of $24.00 per call plus $12.00 per hour after the first two hours;

subject to approval by the Rural Municipality of McCreary.

BE IT RESOLVED THAT the Village of McCreary agrees to purchase one 1991 Dodge B350 Van with odometer reading of 116,055 kilometres and bearing serial number 2B7KB31Z9MK423536 for use by the McCreary Volunteer Fire Department from the Rural Municipality of Alonsa for the sum of $3,000.00 as authorized by Rural Municipality of McCreary Resolution # 2014/125.

BE IT RESOLVED THAT payment to the McCreary Gospel Church Women’s Circle be increased from $200.00 per month to $225.00 per month effective May 1, 2014 for duties performed at the McCreary Recycling Depot and as agreed to by Resolution #2014/114 passed by the Rural Municipality of McCreary on April 15, 2014.
