MINUTES OF THE MEETING HELD ON WEDNESDAY 14TH AUGUST 2019 AT 7.30PM AT GREAT BROMLEY VILLAGE HALL

In attendance: Cllrs Strowbridge (Chair), Blowers, Lord, Nicholls, Thomas and Wood. Also in attendance: ECC Councillor Guglielmi, TDC Councillors Scott and Wiggins, and Lizzie Ridout (Clerk). Members of the public – 5

1. Welcome and apologies for absence The Chairman welcomed those present to the meeting. Apologies had been submitted by Cllrs Hardy, Heaney and Mander. 2. Minutes of the last meeting The minutes of the meeting held on Wednesday 10th July 2019, previously circulated, were signed and approved as a correct record. 3. Declarations of Interest Members were invited to declare any Disclosable Pecuniary Interests, or other interests, and the nature of them, in relation to any item on the agenda. Cllr Wood declared a Disclosable Pecuniary interest in Planning Application 19/01050/OUT and a personal interest in Planning Application 19/01104/TPO. 4. Public Participation Mr Perry reported that the main roads into Clacton had excessive litter, which looked unkempt, and felt that in view of the forthcoming Clacton Airshow, it should be cleared. Cllr Scott undertook to raise the issue with Council (TDC). 5. Planning Determinations – for information only

6. Planning Applications

REFERENCE PROPOSAL LOCATION 19/00875/OUT Outline planning application with all matters reserved for Field House Mr & Mrs the erection of three dwellings and associated garages. Parsons Hill Gordon Great Bromley Bennett The applicant’s agent, Ms S Smith made a number of CO7 7JF comments in relation to letters of objections.

Following Cllr Thomas’s proposal, and Cllr Lord seconding that proposal, it was agreed that Great Bromley Parish Council objected to the application for 1

the same reasons stated in the previous application, 17/02117/OUT.

It was requested that Cllr Scott and Cllr Wiggins call-in the application to the TDC’s Planning Committee. 19/01022/FUL Proposed two storey extension, replacement of Rose Cottage Ms Sarah dilapidated sunroom and provision of garage and storage Manor Farm, Gallaher building. Mary Lane North Great Bromley Great Bromley Parish Council had no objection to the CO7 7TU application. 19/01035/FUL Proposed two storey side extension and rear Southerndown, Mr Colin Wake conservatory to be rebuilt as a sunroom. Road, Great Bromley Great Bromley Parish Council had no objection to the CO7 7JW application. 19/01050/OUT Erection of dwelling for a farm stockman. Badley Hall K W Robinson Farm, Badley Great Bromley Parish Council had no objection to the Hall Road, Great application. Bromley CO7 7UU 19/01104/TPO 1 No. Horse Chestnut - fell Badley Hall Mrs Nicky Farm, Badley Robinson Great Bromley Parish Council had no objection to the Hall Road, Great application. Bromley CO7 7UU

Cllr Wood left the meeting during discussion of 19/01050/OUT and 19/01104/TPO.

7. Reports a) County Councillor’s Report – The Clerk undertook to circulate the report to Members via email. Ardleigh PC had discussed resubmitting a Local Highways Panel request by having less weight restricted roads - thus requiring quarry traffic to have the best unrestricted route available to them but minimising the opportunity for them to travel other roads. It was agreed at the meeting to write a letter supporting Ardleigh Parish Council’s application. Cllr Guglielmi had a meeting arranged with Cllr Bentley to highlight issues along the A120. Cllr Strowbridge undertook to collate any issues and to forward to Cllr Guglielmi.

b) District Councillors’ Reports – Cllr Scott and Cllr Wiggins had attended meetings at TDC to discuss Housing Strategy, Libraries, the draft Local Plan, Planning Committee and latest recycling rates across the District. Cllr Scott had the responsibility of Housing as a Shadow Cabinet Member. A Climate Emergency motion had been supported at Full Council. They had also met with Mike Carran to discuss the footage of the Rally accident in a resident’s garden. Various reports of flytipping, had visited a resident about hedge trimming, reports of speeding along Hall Road – a meeting with Essex Highways had been arranged. Wheelie bins had been delivered to . Cllr Lord highlighted issue of lack of recycling bins where residents are rebalancing their rubbish and recycling.

c) Parish Councillors’ Reports

Cllr Nicholls reported problems with footpath outside Church Meadow. Cllr Wiggins would raise with Highways Officer. Roads signs requiring to be cleaned – locations to be given to Clerk. Meeting with ECC Cllr Bentley and Mr Wainer had been arranged in October regarding the potential 30mph limit along Harwich Road. If successful, this may lead to a resubmission of the roundabout scheme outside The Courthouse.

Great Bromley Parish Council

Cllr Blowers reported that a resident at the far end of the village close to the A120 roundabout had an issue with a new streetlight shining into their property. Cllr Guglielmi and Highways were aware of this.

Cllr Thomas had emailed Cllr Blowers about Footpath 8 which runs from Chapel Lane towards Hare Green. A small wooden bridge was starting to rot. Clerk to send to PROW.

Cllr Strowbridge suggested incorporating wildflower margins on parish council land. Cllr Mander to look at potential areas. Ardleigh Parish Council were reapplying to have the lorry exclusion zone moved to outside Elm Park on Frating Road and just past Slough Lane on Bromley Road. It was agreed to write a letter of support. Mr Graham Smith had volunteered for the role of Footpath Warden. The kerbstone by the War Memorial had been reported as broken.

d) Clerk’s Report and Correspondence received • Thank you letter from St George’s PCC for Flower Festival donation. • Response from Cllr Bentley suggesting a meeting in September to discuss impact of diversions on Harwich Road roundabout. • Clerk will be on annual leave for two weeks from Monday 19th August.

Cllr Guglielmi left the meeting at this point.

8. Action Sheet review and update The actions from the meeting held in July were reviewed and noted. 9. Accounts The Accounts Monitoring Officer confirmed the accounts were in order. The external auditor had raised some queries and explanations for these had been provided. 10. Highways update Cllr Blowers had reported a pothole on Carringtons Road, just beyond Briar Road, which had been filled. A much-worse pothole in Ardleigh had not been filled despite being reported to Essex Highways. 11. Corbeau Seats Rally 2020 It was agreed to defer the item to the next meeting to allow District Councillors Scott and Wiggins to meet with Mike Carran from TDC. 12. Hamilton Lodge update It was reported that a buyer had been secured however the site remained on the open market. 13. VE Day 2020 celebrations Arrangements were progressing well. It was agreed for Cllr Wood to chair a committee to include local groups to ensure a joined-up approach and community effort. 14. The following payments were approved:
