EXECUTIVE SUMMARY

ES 1 An Environmental Permit (EP-085/2000/C) was granted to the Highways Department by the Environmental Protection Department for the construction of Route 8 Projects between Tsing Yi and Cheung Sha Wan. This EP covers four phases of construction namely Phase 1 – Ngong Shuen Chau Viaduct, Phase 2a – and West Tsing Yi Viaduct, Phase 2b – East Tsing Yi Viaduct and Phase 3 – Stonecutters Bridge.

ES 2 This is the first monthly Environmental Monitoring and Audit (EM&A) Report for the Phase 3 of the Route 8 Projects between Tsing Yi and Cheung Sha Wan, Contract No. HY/2002/26 - Route 8 Stonecutters Bridge (hereafter known as the Project). The major construction commencement of this Project was on 2nd July 2004 and this report presents the results of the EM&A programme conducted during the period between 2nd July and 28th July 2004 in accordance with the Environmental Permit EP-085/2000/C and the EM&A Manual which forms part of the EIA Report (Register No. AEIAR- 018/1999).

ES 3 The construction of the Phase 3 of the Route 8 project, “HY/2002/26 – Route 8 Stonecutters Bridge” was awarded to Maeda-Hitachi-Yogogawa-Hsin Chong Joint Venture (MHYHJV) on 19th April 2004 and is scheduled to be completed in 2008.

ES 4 The major construction activities carried out on site during normal hours are as follow: i. Breaking of bituminous surfaces and sheet piling ii. Bored Piling iii. Wheel washing bay construction iv. Site drainage system construction, (including 2 no. extensive desilting system for recycling of bored piling water and sand traps in SA5 Eastern tower site) v. Construction of site offices

ES 5 No construction works were being carried out during evening and night time (restricted hours) in the reporting period.

ES 6 The Weekly Environmental Team (ET) site audits were conducted on 7th, 14th, 20th and 28th July 2004 and the joint IEC monthly site audit was conducted on 20th July 2004.

Environmental Monitoring ES 7 No monitoring is required for this Project. Four sensitive receivers have been identified in the east Tsing Yi area in the EIA Report. Air quality and noise monitoring are being carried out under the Route 8 Phase 2a Project – Nam Wan Tunnel and West Tsing Yi Viaduct, Contract No. HY/2001/16, and results are submitted under the respective monthly EM&A Report. The respective Baseline Monitoring Report had been submitted to EPD on 1st August 2003 under the same Contract in accordance with condition 4.5 of the EP.

Water Quality ES 8 An application for an Effluent Discharge License was submitted to EPD by MHYHJV on 9th June 2004 by MHYHJV and details are currently being discussed between the two parties.

ES 9 A perimeter intercepting u-channel along the foot of the southern hoarding and a sand trap (w/ PI) and associated drainage works are being constructed and are targeted to be completed by mid August.

Waste Management ES 10 The Waste Management Plan (WMP) has been prepared by MHYHJV and submitted to relevant parties, such as HyD, ER, IEC and ET, for comments. The WMP is scheduled to be submitted to EPD in early August 2004.

ES 11 54 m3 of general refuse was delivered to SENT during the reporting period. In addition 108 m3 (18 trucks) of broken concrete, including rocks suitable for recycling into aggregates, were delivered to Area 38 and 852 m3 (142 trucks) of inert C&D material were delivered to the designated public filling area in Kai Tak Barging Point.

ES 12 During this reporting period, no chemical waste was disposed off site. No record of reused, recycled or returned material was provided for the reporting period. However, it was anticipated that a small amount paper and metal were recycled and reused during the reporting period.

1 INTRODUCTION

An Environmental Permit (EP-085/2000/C) was granted to the Highways Department by the Environmental Protection Department for the construction of Route 8 Projects between Tsing Yi and Cheung Sha Wan. This EP covers four phases of construction namely Phase 1 – Ngong Shuen Chau Viaduct, Phase 2a – Nam Wan Tunnel and West Tsing Yi Viaduct, Phase 2b – East Tsing Yi Viaduct and Phase 3 – Stonecutters Bridge.

1.1 Purpose of the Report This is the first monthly Environmental Monitoring and Audit (EM&A) Report for the Phase 3 of the Route 8 Projects between Tsing Yi and Cheung Sha Wan, Contract No. HY/2002/26 - Route 8 Stonecutters Bridge (hereafter known as the Project). The major construction commencement of this Project was on 2nd July 2004 and this report presents the results of the EM&A programme conducted during the period between 2nd July and 28th July 2004 in accordance with the Environmental Permit EP-085/2000/C and the EM&A Manual which forms part of the EIA Report (Register No. AEIAR-018/1999). 1.2 Structure of the Report The structure of the report is as follows: Section 1: INTRODUCTION – details the scope and structure of the report. Section 2: PROJECT INFORMATION – summarizes the background and scope of the project, project organization, construction programme and the construction works undertaken during the reporting period. 2 PROJECT INFORMATION

2.1 Background

2.1.1 The Ove Arup and Partners Ltd (Arup) was awarded the Design and Construction Consultancy Assignment “Agreement No. CE72/98 R9T between Tsing Yi and Cheung Sha Wan”. 2.1.2 The construction of the Phase 3 of the Route 8 project, “HY/2002/26 – Route 8 Stonecutters Bridge” was awarded to Maeda-Hitachi-Yogogawa-Hsin Chong Joint Venture (MHYHJV) on 19th April 2004 and is scheduled to be completed in 2008. 2.1.3 The Works under the contract involves a cable-stayed bridge of 1.6km long with 1,018m main span and 290m high mono towers. It will span across the between the Container Terminal 8 (CT8) at and Container Terminal 9 (CT9) at the east side of Tsing Yi.

2.2 Site Description 2.2.1 The Stonecutters Bridge Contract has two distinct sites; namely the East Tower site which is located on the Stonecutters Island and the West Tower site which is located on east Tsing Yi adjacent to CT9.

2.3 Project Organisation 2.3.1 The project organization chart and contact details are shown in Appendix B.

2.4 Project Work Programme 2.4.1 The Project’s Three Months Rolling Programme is presented in Appendix C. The major site activities undertaken during the normal hours and restricted hours in reporting period are summarized in Table 2.1 and Table 2.2 respectively. 3 ENVIRONMENTAL MONITORING REQUIREMENTS

3.1 Air Quality 3.1.1 Monitoring Requirements No monitoring is required under this Project. Four sensitive receivers have been identified in the east Tsing Yi area in the EIA Report. Air quality monitoring is being carried out under the Route 8 Phase 2a Project – Nam Wan Tunnel and West Tsing Yi Viaduct, Contract No. HY/2001/16, and results are submitted under the respective monthly EM&A Report.

3.2 Noise Quality 3.2.1 Monitoring Requirements No monitoring is required under this Project. Four sensitive receivers have been identified in the east Tsing Yi area in the EIA Report. Noise monitoring is being carried out under the Route 8 Phase 2a Project – Nam Wan Tunnel and West Tsing Yi Viaduct, Contract No. HY/2001/16, and results are submitted under the respective monthly EM&A Report.

4 IMPLEMENTATION STATUS ON ENVIRONMENTAL PROTECTION REQUIREMENTS

4.1.1 The Contractor is in the process of implementing environmental mitigation measures to fulfill requirements as stated in the EIA Report, the Environmental Permit and EM&A Manual. The implementation status during the reporting period is summarized in Appendix F.

5 ENVIRONMENTAL LICENCE AND PERMITTING REQUIREMENTS

5.1.1 The status of the permits, licenses and EPD notifications for all relevant environmental issues for this project for the reporting period is presented in Appendix I. 5.1.2 An application for an Effluent Discharge License was submitted to EPD on 9th June 2004 by MHYHJV and details are currently being discussed between the two parties.

6 AUDIT RESULTS

6.1 Water Quality 6.1.1 Effluent Discharge License was submitted by MHYHJV on 6th June 2004 and is in the process of being issued by EPD. No discharge of run-off or waste water was observed during the reporting period. 6.1.2 A perimeter intercepting u-channel along the foot of the southern hoarding and a sand trap (w/ PI) and associated drainage works are being constructed and are targeted to be completed by mid August. 6.2 Waste Management 6.2.1 The Waste Management Plan (WMP) has been prepared by MHYHJV and submitted to relevant parties, such as HyD, ER, IEC and ET, for comments. 6.3 Site Audit / Inspection Photographic records for deficiencies identified on site and their corresponding mitigation measures are presented in Appendix H.

6.3.1 Environmental Team Site Audit Weekly site inspections were conducted by the ET during the reporting period and the major findings are summarized as follows.

i. Site drainage system including adequate de-silting facilities and run-off control has not yet been implemented.

Corrective and Preventive Actions – The sand trap is under construction and will be completed before 11th August 2004. An intercepting perimeter u-channel will be constructed along the southern hoarding and will be completed by 18th August 2004. No discharge was observed on site during the reporting period. All run-offs are collected and pumped into the recycling sedimentation tanks. (Please refer to App. H Photo 01)

ii. No Chemical Storage Area was provided.

Corrective and Preventive Actions – A Chemical Storage Area was constructed and completed by the end of the reporting period in accordance with the relevant legislative requirements and therefore this deficiency is considered completed and closed. (Please refer to App. H Photo 02)

6.3.2 Independent Environmental Checker (IEC) Site Audit The IEC monthly audit was conducted on 20th July 2004 and two findings were recorded and details are presented below. i. The Contractor was reminded to provide clear label for the Chemical Storage Area.

Corrective and Preventive Actions – Proper labels have been provided for the Chemical Storage Area and therefore this is considered completed and closed. (Please refer to Appendix H, Photo 02)

ii. Temporary drainage is being constructed in SA5 Easter Tower site. The Contractor was reminded to review the run-off control system according to the site conditions.

Corrective and Preventive Actions – A perimeter intercepting u-channel along the foot of the southern hoarding, a sand trap (with PI) and associated drainage works are being constructed and are targeted to be completed by mid August. All temporary drainage will be closely monitored and their effectiveness will be reported on a monthly basis.

6.3.3 Environmental Protection Department (EPD) Site Inspection

No EPD inspection was carried out during the reporting period.

7 ENVIRONMENTAL COMPLAINTS, NOTIFICATIONS OF SUMMONS AND PROSECUTIONS

7.1 Summary of Complaints 7.1.1 No environmental related complaint was received during the reporting period. The summary for all the complaints received since the commencement of the Project is presented in Table 7.2. The details of previous complaints and statistics are attached in Appendices G1 and G2 respectively. 7.2 Summary of Notification of Summon and Prosecution 7.2.1 No notification of summons or prosecutions was received regarding the non-compliance of the environmental performance of the construction site since the commencement of works.

8 FUTURE KEY ISSUES

8.1 Key Issues for the Coming Month 8.1.1 Works to be taken for the coming monitoring period will be similar to the previous month as follows: i. Breaking of bituminous surfaces and sheet piling; ii. Bored piling; and iii. construction of site offices (west tower)

8.1.2 Potential environmental impacts arising from the above construction activities are mainly associated with dust, noise, site runoff and waste. However, with the implementation of the following mitigation measures, potential impacts to the surrounding sensitive receivers could be minimized: 8.1.3 Construction Dust i. frequently watering of haul road and unpaved areas; ii. prohibition of any open burning on site; iii. investigation of other dust sources near air sensitive receivers; iv. regularly watering or covering of open areas and stockpiles with tarpaulin sheet; v. hydroseeding or covering the inactive sand fill area with impervious sheeting if necessary; vi. switching off vehicles and equipments while not in use; and vii. regular maintenance of onsite machinery and vehicles.

8.1.4 Construction Noise i. Identification of noise sources arising within and outside worksite; and ii. Provision of noise barriers as when necessary.

8.1.5 Construction Runoff

i. identification of sources of run-off from site; ii. provision of sandbags/bunds/channels to direct run-off to silt/sand removal facilities; iii. avoidance of direct discharge of wastewater into storm water drainage; and iv. provision of treatment of wastewater and run-off prior to discharge.

8.1.6 Construction Waste Management i. avoidance of accumulation of construction waste materials and/or general refuse on site; ii. segregation of C&D waste; iii. collection of chemical waste or oil and disposal of as chemical waste in accordance with the relevant regulations; and iv. regularly removing of waste materials on site.

9 RECOMMENDATIONS AND CONCLUSIONS

9.1 Conclusions 9.1.1 This Environmental Monitoring and Audit (EM&A) report presents the EM&A works undertaken during the month from 2nd July 2004 to 28th July 2004 in accordance with EM&A Manual which forms part of the EIA Report (Register No. AEIAR-018/1999). 9.1.2 No environmental related complaint was received in this reporting period. 9.1.3 No prosecution or summons was received for this Contract since the commencement of construction works. 9.1.4 ET and IEC site audits were carried out in accordance with the Project’s EM&A Manual and deficiencies identified were related to dust suppression measures and effluent treatment implementation. 9.2 Recommendations According to the environmental audits undertaken during the reporting period, the following recommendations have been made: 9.2.1 Construction Dust i. Site access road and exposed areas should be watering regularly to ensure the soil surface is moist; ii. Dusty areas should be watered frequently during hot/dry weather; iii. Open stockpiles should be covered properly by tarpaulin sheet; and iv. Watering of any earth moving activities.

9.2.2 Construction Noise i. The numbers of plant operating should not exceed the allowable plant number for each construction activity stated in the Construction Noise Permits during the restricted hours; ii. Regular maintenance of machinery; and iii. Noisy equipment should be located away from nearby NSRs.

9.2.3 Water Quality

i. All surface runoff/wastewater should be diverted to appropriate water treatment facilities before discharge and must hold a valid effluent discharge license; ii. Sedimentation tanks/basins should have adequate capacity for settling surface runoff; iii. Wheel washing facilities should be installed at all vehicular exits and used by all vehicles before leaving the construction site; iv. Vehicle and plant servicing area, wheel washing bay should be connected to storm drains via a petrol interceptor; v. Site hoarding should be tightly sealed at the bottom to prevent seepage of surface runoff from the site; and vi. Accumulation of water in drip trays and at chemical/fuel storage area should be avoided.

9.2.4 Waste Management i. Contaminated soil with oil or petrol should be collected and disposed of as chemical waste; ii. All types of waste should be collected by licensed waste collectors; and iii. Good housekeeping should be implemented throughout the construction period.
