Twenty years ago around Linyi, apparently ‘nobody wanted to marry a scrap man’. Now, the recycling industry earns wide respect in the region; indeed, there are plans afoot to turn Linyi into the domestic scrap recycling capital of China. Already, Huadong Nonferrous Metals City near Linyi is easily China’s largest market for domesti- cally-generated scrap. Furthermore, China’s national leaders regard it as a model of how the growing domes- tic recycling trade should operate. Also in this article, there is an insight into Zhangjiagang, Linyi’s ferrous counterpart.

Linyi’s thriving scrap industry dates back to the late 1970s. Located in the south of Shandong Province, roughly a one-hour fl ight north west of Shanghai, this was historically a poor agricul- tural region with little industry. SCA Recycling wins approval for major MRF Paper processor SCA Recycling has received planning permission for a materials recovery facility (MRF) capable of handling up to 200 000 tonnes per annum. To be located at Totton near Southampton, the venture is expected to lead to the creation of 80 new jobs. The new plant will handle up to 100 000 tonnes of mixed dry recyclables as well as 100 000 tonnes of source-separated recovered paper. Fit-out of the existing 124 000-square-foot industrial building was scheduled to com- mence in January. Handling of recovered paper is expected to start in the spring, followed by plastics and metals in the summer.
