Welcome

Welcome to the Early Childhood Center for the Fox C-6 School District. Our center houses the Early Childhood Special Education program, Parents As Teachers, and two Building Blocks classrooms. Please take time to read through the handbook to familiarize yourself with our procedures, philosophies, and goals. We look forward to partnering with you to provide the foundation your child will need to be successful as they continue on with their education.

Residency The Safe Schools Act of 1996 requires that a student live in the district where he/she attends school. The child must be domiciled with and physically living with a parent or court-appointed legal guardian within the Fox School District to be eligible to enroll in any of the Fox schools. Proof of residency will be asked for at the time of enrollment and at any time we have reason to believe there has been a change in residency.

Family Educational Rights and Privacy Act The Family Educational Rights and Privacy Act provides students, parents and guardians with the right to inspect educational records pertaining to the individual student. In the Fox C-6 School District, information from student files will not be available to unauthorized personnel within the school or to any person outside the school without the express consent of the student or the parents/guardians, except to comply with a judicial order or a subpoena or in cases where the safety of a persons or property is involved. If a student’s record is requested by an official of another school system in which the student enrolled, the record may be released. However, written authorization to release the record will be sought and encouraged from the parents/guardian, if the student is unmarried and under 18 years of age. Otherwise the authorization will be sought from the student. Requests in writing for records will be considered as a release by an individual applying for school admission or employment. Copies of records of students currently enrolled in the Fox C-6 School District will be made available to authorized personnel upon request.

Standard Complaint Resolution Procedure for No Child Left Behind Programs This complaint resolution procedure applies to all programs administered by the Department of Elementary and Secondary Education under the No Child Left Behind Act (NCLB). A complaint is a formal allegation that a specific federal or state law or regulation has been violated, misapplied, or misinterpreted by school district personnel or by Department of Education personnel. Any parent or guardian, surrogate parent, teacher, administrator, school board member, or other person directly involved with an activity,

program, or project operated under the general supervision of the Department may file a complaint. Such a complaint must be in writing and signed; it will provide specific details of the situation and indicate the law or regulation that is allegedly being violated, misapplied, or misinterpreted. The written, signed complaint must be filed and the resolution pursued in accordance with local district policy. The Fox C-6 School District implements the following procedures for resolving complaints which may arise concerning possible violations of the provisions of all Federal Programs:

1. Complaints may be filed by parents, advisory councils, and district staff members, concerned organizations, or individuals within the Fox C-6 School District. 2. To be considered, the complaint should allege a violation of the Elementary and Secondary Act; the General Education Provisions Act as it applies to all Federal programs; any state rules or guidelines; or the application as approved. 3. The complaint should be in writing and signed by the individual or his representative and submitted to the Federal Programs Coordinator for the Fox C-6 School District. 4. Unless unusual circumstances arise, 30 days will be the maximum time for investigating and resolving the complaint by the Federal Programs Coordinator. 5. The Fox C-6 School District will provide the complainant, his representative, or both an opportunity to present evidence regarding the complaint and an opportunity for the complainant to question the parties involved. 6. A written decision will be rendered by the Fox C-6 School District to the complainant, the Missouri Department of Education, and the DAC.

Court orders/Divorce decrees It is necessary to have custody papers on file if your child is not to be released to a noncustodial parent. Without custody papers, the school cannot prevent a non-custodial parent from taking a child.

Smoke - Free Campus The Board of Education recognizes that smoking represents a health and safety hazard which can have serious consequences for the smoker and the nonsmoker alike. The Surgeon General of the United States has repeatedly warned against the hazards of second-hand smoke to non-smokers and further states that tobacco is a gateway drug that may encourage subsequent illegal use by young people. Thus, the Board of Education sees the use of tobacco as a serious safety issue and believes it has the obligation to protect students, staff, employees, visitors, and guest of the district from an environmental hazard which may be harmful to them. It is hereby declared that all the buildings, grounds and vehicles of the school district are to be SMOKE FREE. For the purpose of this policy, smoking will mean all uses of tobacco, including cigars, cigarettes, pipes, and smokeless tobacco items. Effective: 10/1/98 Adopted: 6/98 Consolidated School District No. 6 (Fox) Policy #1611

Firearms and Weapons in School The possession or use of a weapon by any person, except where authorized by law, shall be prohibited in all school buildings, on or about school grounds, and at all school activities. A weapon shall be defined as any instrument or device customarily used for attack or defense against an opponent or device used to inflict physical injury or harm to another person. Violators of this policy may be referred to the appropriate legal authorities. In addition, any students who violate this policy will be subjected to suspension and/or expulsion from school. In accordance with law, any student who brings or possess a firearm (as defined in 18 U.S.C. 921 and Missouri Safe Schools Act) (HB1301 & 1298) on school property will be suspended from school for at least one calendar year. The suspension may be modified on a case-by- case basis upon recommendation by the superintendent to the Board of Education.

Safeline The Fox District SAFELINE, at (636) 296-SAFE (7233), has been developed to allow students and their parents to anonymously report any situation that affects their safety, security or welfare at any of the Fox

C-6 schools. When you call the SAFELINE you will be asked to give the nature of the incident (a specific crime, a safety concern or a concern regarding a particular student’s emotional well-being), the date, the time it occurred, the name of the school involved, vehicle information and any other information that would be helpful in effectively dealing with the situation. All calls are confidential and anonymous, but if you wish, you can leave your name and you will be contacted as soon as possible. Please note: THE SAFELINE IS NOT AN EMERGENCY NUMBER OR THE CHILD ABUSE AND NEGLECT HOTLINE. Please call 911 for emergencies and consult the public service pages of your local telephone directory for other helpful numbers. The SAFELINE is not a way to file complaints regarding school issues. Please contact the individual schools with those concerns.

Curriculum We use the High/Scope Curriculum in our early childhood classrooms. The program was developed in the 1960’s and is based on Jean Piaget’s constructivist theory of child development blended with the best of traditional teacher experience. A total of 58 key experiences are listed under these categories. The categories and a few of these key experiences are listed below so that you will know what our focus is at school. If you desire a complete list of key experiences, please contact one of our teachers.

High/Scope students:  Become independent, responsible, and confident—ready for success in school.  Learn to plan many of their own activities, carry them out, and talk with other children and their teacher about what they have done.  Learn through active involvement with people, material, events, and ideas.  Gain knowledge and skill in important concept areas, such as creative representational language and literacy, initiative and social relations, movement, music, classification, serration, number space and time.

The five High/Scope categories of learning and examples of key experiences in each: 1. Approaches to Learning: Solves problems encountered in play. 2. Language and Literacy: Talks about personally meaningful experiences. Has fun with language. Reads and writes in various ways. 3. Social and Emotional Development: Expresses feelings in words. Builds relationships. Takes care of one’s own needs. 4. Physical Development: Moves in anchored (bending) and non-anchored (running) ways. Acts on movement directions. 5. Arts and Sciences: Compares attributes. Counts objects to determine more, less or same. Changes the shape and arrangement of objects. Distinguishes and describes shapes. Sorts and matches. Starts and stops an action on a signal. Participates in group routines. Is sensitive to others. Draws and paints. Pretends and imitates actions and sounds. Sings and plays simple musical instruments.

Illness of a Student As you know, throughout the school year, your child may be exposed to several different illnesses. The nurses of Fox C-6 School District would like you to watch your children for the following illnesses:

 Flu  Head Lice  Conjunctivitis (Pink Eye)  Impetigo  Streptococcal Sore Throat  Poison Ivy  Scarlet Fever  Ring Worm  Chickenpox  Scabies  Fifth’s Disease

If your child develops any of these illnesses, please contact your school nurse. If you suspect any of the above illnesses and need information for signs and symptoms, call your school nurse.

In accordance with the standing orders of the Fox C-6 School District, the following orders will be followed:

Parents will be notified and children sent home for the following conditions:  Temperature of 100° F or more. Student must be free of fever for 24 hours, without medication, before returning to school.  Skin rashes of unknown origin or any rash accompanied by fever.  Vomiting (Student must be free of vomit for 24 hours before returning to school)  Diarrhea (Student must be free of diarrhea for 24 hours before returning to school)  Severe abdominal cramps  Laceration that may require stitches.  Possible fractures  Loss of consciousness.  Streptococcal sore throats that have not had a minimum of 24 hour antibiotic treatment before returning to school.  Pediculosis (head lice)  Conjunctivitis (pink eye). The student may return 24 hours after antibiotic treatment.

Please contact the school when your child is too ill to attend and inform them about the symptoms and type of communicable disease that the child is experiencing. The child may return when the serious symptoms disappear and he/she has been instructed by the physician to do so.

Safety and Medication The staff makes every effort to ensure the safety and well-being of all children.

However:  If a child becomes ill after arrival, the parents will be notified and expected to pick up the child as soon as possible.  Minor injuries, such as scratches, scrapes, insect bites, etc., will be treated by the school nurse or other staff if necessary. Typical first aid for abrasions and scratches is to clean the area with antiseptic and then apply first aid cream and a band-aid.

 Any serious injury or head injury will be reported to the parents immediately so that appropriate action may be taken.  If a major injury occurs, the staff will immediately call for professional help (school nurse and/or 911). Parents, designated emergency contacts, or the child’s doctor will be notified immediately.  If an emergency is such that immediate transportation to the hospital is necessary, a staff member will accompany the child and will have with them the emergency consent form signed by the parent.

If under any circumstances a child must take oral medication during school hours and the parent cannot be at school to administer the medication, the school nurse will administer the medication in compliance with the regulations that follow:

Prescription drugs shall be in the original container labeled with the physician’s prescription. Parents shall authorize school personnel to give medication. This authorization can be in the form of a note to the school acknowledging the parent’s approval, dosage, times and amounts, date prescribed, name of medication, purpose of medicine, possible side effects, and the termination date for administering the medication.

Nonprescription drugs that are taken orally may be administered under the supervision of the school nurse as authorized by the parent. Medications must be age appropriate and given according to labeling instructions. All medications to be administered at school will be delivered by the parent/guardian to the school nurse. Medications are not to be transported in backpacks. The same authorization method as described earlier should be used.

Drop-off/Arrival & Dismissal Procedures Parent pick-up procedures are in place in order to ensure the safety of your children. Daily parent pick-up procedures are as follows:  For your safety, please use the designated crosswalk when dropping off.  Children will be picked up from their assigned parent pick-up room (Room 27 or 28) at 11:50 AM or 3:50 PM.

 Children will be released once you have signed your child out in addition to providing your photo ID each day.  If someone other than yourself is picking your child up, then they also will have to sign your child out and present a photo ID.  Children will only be released to individuals that you have identified in writing on the enrollment forms. Please keep this in mind and update your forms as necessary with your child’s teacher and our secretaries.

You can pick up your child at anytime during school hours by presenting your photo ID and signing your child out at our front desk. Our Secretaries, Debbie and Michelle, are more than happy to assist you with this. If someone other than yourself is picking your child up, then they too will need to present a photo ID. Children will only be released to individuals that you have identified in writing on the enrollment forms.

Absences Please report all absences, both planned (appointments, vacations, etc) and unplanned (sick). You can either call the front desk or your child’s teacher at 636-282-5184. Please let us know when the child will return back to school. Change in Information In the event of an emergency, we need to be able to contact you at any time. Any changes in personal data on your child’s registration form (i.e. address, phone numbers, marital status, authorized /emergency persons, medications, etc.) must be provided in writing to the front desk. In order for everyone to have accurate records, we will make changes to the child’s permanent file and pass to the classroom teachers.

School-Wide Positive Behavior Support (SW-PBS) SW-PBS is an approach to discipline that: defines appropriate behavior that is expected; teaches expected behavior; and reinforces appropriate behavior when it occurs. The objective of SW-PBS is to provide and maintain a healthy and safe learning environment for our students, and teach

them social and behavioral expectations they will need in everyday life. The staff is focusing on teaching the same four behavior expectations school- wide: Take Care of Yourself; Take Care of Each Other; Take Care of Your School; and Take Care of Your World.

Character Education in Early Childhood Life Skills: Each month your child will learn about our “Life Skill of the Month” through activities in the classroom and activities we send home. Some of the Life Skills we will be focusing on are “Make Good Choices,” “Keep Trying,” “Do Your Share,” and “Work Together.” Your child’s teacher will include activities that focus on the monthly Life Skill in the classroom. You will also receive a Family Involvement activity every month that ties in with the Life Skill. Teaching your child about these positive character traits at home, at school, and in the community will help your child remember and apply what he/she is learning! In 2007, Life Skills was nationally recognized by the Character Education Partnership as a “Promising Practice!”

Snack Swap: For our Snack Swap, classrooms take turns hosting other rooms for smack time. This allows children to both make friends from other rooms and practice their good manners. In 2006, Snack Swap was nationally recognized by the Character Education Partnership as a “Promising Practice!”

Family Involvement: Each month an activity will be sent home for the parents and the child(ren) to do together. If you fill out the slip and return it to school you will be entered in a drawing to win a family themed prize. Families are picked twice a year, in December and May.

Family Support Facilitators Family Support Facilitators are here to provide resources for your family. Here are some of the things we can help you with:  Help with parenting concerns and strategies  Assistance during a difficult time your family is experiencing (i.e. moving, divorce, family illness)  Linking your family to community resources (including resources for utility and other financial assistance and doctors and mental health professionals)  Difficulty transitioning from home to school

And here are some of the programs we have in place for you and your child:  Family Workshops/Activity Nights  Parenting Classes  Kindergarten Transition Activities  First Steps Mentoring Program  Theraplay groups in all of our early childhood classrooms  Monthly newsletters

Community Resource Library: The Family Support Facilitators maintain the Fox C-6 Community Resource Library located in the Don Earl Early Childhood Learning Center. The library is open to any residents of the Fox C-6 school district, including families, teachers, and childcare providers. In the Resource Library you will find educational toys, games and children’s books, resource and referral information, and educational literature. Materials can be checked out Monday through Friday from 8:00 AM to 4:00 PM. Items can be checked out for a duration of two weeks and any materials that are not returned are subject to a replacement fee.

Theraplay: Family Support Facilitators Katie Behr and Jen Wallis lead Theraplay groups in all of our classrooms. Groups are 20-30 minutes long, and take place either weekly or every other week, depending on the

classroom. Theraplay is a structured, physical, and fun therapy that is based on personal interactions between the child and the adult. Theraplay techniques use playful activities and games that place importance on personal interactions. As a classroom tool, Theraplay emphasizes building self- esteem and self-monitoring skills in students; as well as helping create a caring community. As a part of each Theraplay session, each child receives a small (1-2 piece) treat. Below is a list of the treats we are using this year. If you have any concerns with any of the foods listed, please let us know so we can arrange an alternative for your child. All of the foods we chose have not been produced in a facility with nuts or dairy.  Corn Chex Cereal  Campfire Marshmallows

Parents As Teachers Beginning at the Beginning: As a parent, you are your child’s first and most important teacher. Your home life is your child’s first school house. Your child will learn more during the early years than any other time in life. How your child grows and learns during these years – beginning at birth – will affect his or her later development and success in school. Free Services and Materials: Parents as Teachers is a volunteer and free program that provides practical, effective help for all Missouri families with children birth to age three. It offers:

 Personal Visits – Certified Parent Educators trained in child development and home visiting come to your home. The educators help you understand each stage of your child’s development and offer practical tips on ways to encourage learning.  Screenings – PAT offers periodic screening of overall development, language, hearing and vision. The goal is to provide a clear understanding of your child’s growth and development.  Referral Network – PAT helps families link with special services, if needed, that are beyond the scope of this program.

The Home-School Partnership that Works Research has shown that children whose parents were involved in PAT:  Were significantly advanced over their peers in language, social development, problem solving and intellectual abilities.  Scored significantly higher on standardized measures of reading and math achievement than did comparison children. Personal Items We will not be responsible for any lost items that your child brings to school. We ask that your child leaves all personal items (toys, games, stuffed animals, video games, etc.) at home unless it is for show and tell purposes.

Clothing There is no formal dress code for our Center. However, we encourage you to dress your child appropriately for daily indoor and outdoor activities. Remember that children are encouraged to participate in all activities (including daily art projects), so please do not dress them in anything that you do not want to get dirty. Please remember to dress your child for cold days with coats, hats and gloves. We will go outside if the weather is between 20-95 degrees. During summer and warm months, please bring sunscreen and a hat for your child if they are susceptible to the sun.

Because accidents do happen, we ask that you provide a complete change of clothing (shirt, pants, underwear, & socks), which will be kept in your child's classroom. These items need to be marked with his/her first and last name. Be sure to check these items seasonally for fit and comfort. For those children who are not yet potty trained; you will need to send in a supply of diapers or pull-ups and diaper wipes.

Outdoor Play In an effort to eliminate some preventable injuries it is required for children playing on the playground to wear closed shoes: tennis shoes or any shoe that covers the toes and heel of foot are acceptable. Sandals, flip flops and crocs are cute and great for going to the pool or dressing up; however they are not appropriate footwear for the playground. In an effort to keep the children safe; they will not be allowed to run about the playground if they do not have the appropriate footwear; instead they will need to sit and visit with friends on the perimeter of the playground, on the benches.

Edline How to Activate Edline Account: Receive Activation Code Paper from the Don Earl Early Childhood Center. At bottom of activation paper it states to visit: www.ecc.fox.k12.mo.us and click on the “Activate An Account” link to get started (this link is located in upper right corner above picture on the above web page). Once in web page link, enter Activation Code (highlighted on your paper) (enter it as shown on paper) - then click “Enter” Next screen – you have First and Second (you have already done First, so go to Second). Go to section “Second make sure each code you have entered is yours”. Then click on “Activate this Code” Next screen–Private Policy and Terms of Use-Scroll to end of this policy and click “I Agree” Next screen – Activate this account as a “New Account” or “Combined Account” Click on “New Account” ****However, if you have another account set up thru another child’s school, you may select “Combined Account” and then follow instructions to combine your accounts. Next screen – Type in “Screen Name” (this is located on your activation code paper under “System ID”), Example “JSMI7500” or create your own screen name.

Create your own Password – enter twice Next – Your Personal Information will be on screen – make sure correct – then click “Continue to Create Account” Next screen – Select What Settings you want, i.e, “E-Mail, Text, and Voice” Click on these settings and follow procedures to set up. *****When you enter an e-mail address, it will not confirm this until you check your e-mail address that you have entered from home or other location and an e-mail from Edline asking you to click on link to confirm it. Then after confirming, e-mail address will be activated. Text and Voice are just entering phone #’s and will activate immediately. After selecting your Settings, go to bottom of page under “Security Question” part and select a question and enter answer. You can now use the Edline System. Student parts, (i.e., grades, homework, etc.) of this Edline system are not applicable to the students at the Don Earl Early Childhood Center. This system is for alerts such as school closings, etc., and the Don Earl Early Childhood Center Calendar, which will be updated. We will update you as we expand our website.

Inclement Weather/Emergency Closing During the winter months inclement weather may necessitate the cancellation or early dismissal of school. Cancellations and early dismissals will be announced through Edline and also on the district webpage, and the following radio and television stations will broadcast information concerning early dismissal and school cancelation for the Fox C-6 School District:

not riding the bus must have an authorized adult present to pick them up form the Center at dismissal time. All attempts will be made to contact you by phone in the event of an early dismissal. Please be advised, due to scheduling conflicts, the young age of your child and safety issues, the Early Childhood Special Education Program may be cancelled when other grade levels are in attendance. Decisions regarding early dismissal and school cancelations are made with the best interest of out students in mind by our Superintendent, Dr. Dianne Critchlow.

Birthdays Please check with your child’s classroom teacher if you would like to celebrate your child’s birthday during snack time at school.

Snack Your child’s teacher will let you know how many children are in the class and provide you with the classroom snack schedule. Please be advised that this building has an awareness regarding all nut products. We ask that you do not send snacks that contain peanut butter or any other nut products.

The Fox C-6 School District has a policy on food distribution. We ask that all food be commercially prepared or individually wrapped. Foods such as bakery items should be sealed in a closed container and be from a health department approved restaurant or vendor. Please do not bring homemade treats.

Please send your child with a book bag each day, big enough to send home your child’s folder and artwork; in addition to a change of clothing to keep at school which includes underwear, socks, diapers/pull-ups and wipes (if needed for your child).
