Call to Order The meeting was called to order at 7:04 PM 2. Adoption of 84/2015 Howatt / Frisch the agenda BE IT HEREBY RESOLVED THAT the agenda of the March 12 th, 2015 regular meeting of council for the Municipality of Pembina be approved as presented. CARRIED 3. Adoption of 85/2015 Collins / McLean the minutes BE IT HEREBY RESOLVED THAT the Minutes of January 13 th , 2015 special meeting of council; January 22 nd , 2015 special meeting of council and February 10 th , 2015 regular meeting of council be approved as circulated. CARRIED 4. Business 86/2015 Dymond / Collins Arising from BE IT HEREBY RESOLVED THAT council authorize the CAO to the minutes enter into a contract with Jim and Carol Derksen for animal Control. CARRIED 87/2015 Collins / Frisch BE IT HEREBY RESOLVED THAT council accept the recommendation of the Personnel and Policy Committee and staff to hire Justin Crawford to the position of General Labourer/Equipment Operator for the Municipality of Pembina. CARRIED 5. Finance 88/2015 Collins / Dymond BE IT HEREBY RESOLVED THAT council authorize the payment of Outstanding Municipal Accounts from cheque numbered 20150156 to 20150332 in the amount of $495,578.44. CARRIED 89/2015 Dymond / Collins BE IT HEREBY RESOLVED THAT council approves the February 2015 Financial Statement. CARRIED 6. Bylaws 7. General or 90/2015 Howatt / Frisch other business BE IT HEREBY RESOLVED THAT the Darlingford Memorial Park Committee make application to Manitoba Culture, Heritage and Tourism for a grant under the Designated Heritage Building Grants Program for an amount of up to $4,033.64 for the purpose of restoring the door on the Darlingford Memorial Park building and; That we, the council of the Municipality of Pembina recognized the full financial implications from development of the project and acknowledge that the provincial government will not be responsible for any further financial assistant other than the grant applied for and that we, the council of the Municipality of Pembina have been made aware that there are adequate funds available to complete the project. 90-B/2015 Howatt / Frisch BE IT HEREBY RESOLVED THAT Council adjourn the regular meeting of council to hold the required public hearing for Conditional Use Application No. CU-01-15. CARRIED 8:10 PM – Public Hearing – Application CU-01-2015, for a conditional use in the Municipality of Pembina. PUBLIC HEARING IN THE MATTER OF: Conditional Use CU-01-15 APPLICANT: Leona Devuyst OWNER: Bruce McCrae SUBJECT: To allow the conditional use in an “AR” (Agricultural Restricted) Zone for specialized agriculture including nurseries and greenhouses. PREMISES: Lot 1 Plan 2196 (26 Main Street) The hearing opened at 8:10 PM. Reeve Shiskoski called the hearing to order. The CAO read the notice given pursuant to the Planning Act regarding the proposed conditional use CU-01-15. Persons in attendance: none. 90-C/2015 DYMOND / FRISCH BE IT HEREBY RESOLVED THAT Council do now adjourn the conditional use application public hearing at 8:15 PM. CARRIED 90-D/2015 Frisch / Dymond BE IT HEREBY RESOLVED THAT council now resume Regular sitting of Council. CARRIED 91/2015 Frisch / Dymond BE IT HEREBY RESOLVED THAT after careful consideration of Conditional Use Application No. CU-01-15 and any representation for or against the conditional use sought by Leona Devuyst, the Municipality of Pembina hereby approve said Conditional Use Application No. CU-01-15 to accommodate the use of a property for Specialized Agriculture including Nurseries and Greenhouses. CARRIED 91-B/2015 McLean / Collins BE IT HEREBY RESOLVED THAT Council adopts Policy Plan Admin 1-15, being a policy regarding the Tendering and Procurement of Goods and Services be approved, signed and sealed and set as a Policy of the Municipality of Pembina. AND BE IT FURTHER RESOLVED THAT the former policy from the municipality known as the Town of Manitou be hereby repealed. CARRIED 92/2015 Dymond / Collins BE IT HEREBY RESOLVED THAT Council agrees to rent a portion of Lot 9 & 13 – Plan 2196 to Glenn Adams for the 2015 crop year, for the sum of $400.00. CARRIED 93/2015 Howatt / Frisch WHEREAS section 80 of the Freedom of Information and Protection of Privacy Act requires that each local public body designate of a person or group of persons as its Head for the purposes of the Act; AND WHEREAS the Municipality of Pembina is a local public body under The Freedom of Information and Protection of Privacy Act; THEREFORE BE IT HEREBY RESOLVED THAT the council of the Municipality of Pembina hereby designates Wes Unrau as the Head of the Municipality of Pembina for the purpose of The Freedom of Information and Protection of Privacy Act effective March 13, 2015. CARRIED 94/2015 Frisch / Howatt BE IT HEREBY RESOLVED THAT council of the Municipality of Pembina accept the contract proposal from Penny Schoonbaert for continued service as the Pembina Manitou Community Development Corporation Community Services Manager. CARRIED 95/2015 Hunter / Howatt BE IT HEREBY RESOLVED THAT council authorize staff to attend the Water distribution Leak Detection and Monitoring workshop in Portage, Manitoba on April 1, 2015. CARRIED 96/2015 Dymond / Frisch BE IT HEREBY RESOLVED THAT council authorize staff to attend the Lagoon Operation & Maintenance workshop in Baldur, Manitoba on May 20 th , 2015. CARRIED 97/2015 Dymond / McLean WHEREAS a surplus has been realized by previous operating budgets, BE IT HEREBY RESOLVED THAT approval be given by council to authorize the preliminary year end; AND BE IT FURTHER RESOLVED THAT council authorize the transfer of any surplus from the former municipalities known as the Rural Municipality of Pembina and the Town of Manitou to reserves. CARRIED 98/2015 Hunter / Frisch BE IT HEREBY RESOLVED THAT council authorize staff to attend the Manitoba Municipal Administration Association Conference in Brandon, Manitoba on April 26 th to 29 th , 2015.     June 13, 2019 Honourable Scott Fielding Minister Responsible for the Public Utilities Board 103 Legislative Building Winnipeg, Manitoba R3C 0V8 Dear Minister Fielding: Re: 2018/19 Annual Report, The Public Utilities Board Pursuant to subsection 109(1) of The Public Utilities Board Act, and on behalf of all Board members, I am pleased to submit the 2018/19 Annual Report of the Public Utilities Board (“PUB or Board”) for the year ended March 31, 2019. The year under review was the PUB’s 106th year of service to Manitoba. A total of eleven Board members, ten of whom are part-time, participated in the PUB`s deliberations during the year. A staff of nine employees and a roster of advisors supported the Board members. The Board was also assisted by its advisors and approved interveners. Various individuals also appeared before the Board during its proceedings, either as witnesses, experts or presenters. As a result of those contributions, the PUB achieved the results outlined in this report. Thank-you to you and the members of your department for the support of the PUB’s work. Proposed activities associated with the Line 2 modifications project component at the Manitou Station include relocation of the DRA skid. SUMMARY OF BIOPHYSICAL AND SOCIO-ECONOMIC ELEMENTS AND CONSIDERATIONS FOR THE MANITOU STATION MODIFICATIONS Biophysical and Socio-Economic Elements Summary of Considerations Physical Environment • Manitou Station lies within the Souris Plain Subdivision of the Western Upland Physiographic Division (Barto and Vogel 1978). • The site is underlain by the Coulter Member of the Riding Mountain Formation. The Coulter Member is characterized by soft grey bentonitic clayey siltstone and shale (Manitoba Mineral Resources Division 1979). • There are no areas of permafrost in the vicinity of Manitou Station (NRC 2006a). • There are no documented major earthquakes, landslides or avalanches in the vicinity of the site (NRC 2006b, c,d). • The topography in the area of Manitou Station is level and the elevation is approximately 1,590 m asl. • The site encounters glacial till composed of calcareous clay diamicton, predominantly derived from Mesozoic shale from above the Manitoba escarpment (Manitoba Land Initiative 2006). • The modifications to Manitou Station will be undertaken within an existing pump station site. Possible sources of soil contamination include spot spills and leaks that may have occurred during past onsite activities. A search of the Federal Contaminated Sites and Solid Waste Landfills Inventory and the Manitoba Contaminated Sites List has revealed no listed contamination at the site (Manitoba Conservation 2002, Treasury Board of Canada Secretariat 2006).
