1. Call To Order / Introductions – Chair Todd Cox called the meeting to order at 11:06 a.m. and asked everyone to introduce themselves. 2. Approve Last Minutes – Chair Todd Cox made a motion to approve the minutes as presented. His motion was seconded by Vice-chair Lloyd Tillmann and passed by acclamation of the members present.

3. Airport Updates/Roundtable • Tampa International Airport – Chair Cox reported that 01L/19R is closed for the next thirty days to complete joint and slab replacements. He stated that the FAA will be conducting a safety area sterilization project while the runway is closed. Chair Cox stated that work continues on terminal upgrades and concession area redevelopment.

• HCAA GA Airports – Chair Cox reported that they are completing a taxiway rehabilitation project at Peter O. Knight Airport and a hangar rehabilitation project at Tampa Executive Airport. He added that they are moving forward with a GA Master Plan for all three airports that should be complete in early 2015. • St. Petersburg-Clearwater International Airport – Vice-chair Tillmann reported that they are completing some taxiway improvements on the airfield. He added that they will be receiving bids for a new paging system in the next month or so. • Clearwater Airpark – Mr. Gordon Wills reported that they recently completed a 607- foot extension and an updated runway length of 4,107 feet will be published in the next version of the Airport Facilities Directory. He stated that they did not move the VASI’s and the displaced threshold will remain in place due to a technicality. Mr. Wills added that they plan to install an AWOS at the airport in the near future. • Zephyrhills Municipal Airport – Mr. Mike Handrahan reported that they have received an FAA grant for the rehabilitation of Runway 04/22. They will be installing LED lighting on the runway and on Taxiway A. Runway 04/22 will remain at the current width of 100 feet. Mr. Handrahan stated that a fencing project is underway and should be complete in November. He added that business is expanding at the airport with a Drone company moving in recently. Mr. Handrahan reported that they will be hosting Blues Day in mid January 2014. • MacDill AFB - Ms. Christina Hummel reported that they have received some year- end funding to complete security gate upgrades and groundwork on the SOCOM Headquarters. She stated that work on the new SOCOM garage is about 75% complete. Ms. Hummel reported that they are completing a drainage improvement project on the airfield at a cost of approximately $5 million.

4. Regional Issues • Chapter 14-60 F.A.C. Rewrite – Chair Cox reported that this project has kicked off and the next working group meeting is scheduled to be held on September 30th at Orlando International Airport. He asked the airport members to forward any comments or proposed changes to his attention, as this is an opportunity to start fresh.

5. FDOT Aviation and Spaceports o General Statewide Items • Statewide Airport Runway & Taxiway Painting Contract – Mr. Treudt reported that they are going to renew this contract. He thanked the airport members that provided comments and assisted with development of the contract scope. Mr. Treudt noted that the contract should be finalized in November and will include the specifications outlined in the latest FAA Advisory Circular. • Airport Rates & Charges Analysis – Mr. Treudt introduced Mr. Alex Kolpakav from the Center for Urban Transportation Research (CUTR) at USF. Mr. Kolpakav reported that approximately 60 airports have responded (44 full responses) to the survey and data analysis is now underway. The analysis should be complete in October and the final study results are

expected to be presented at the next CFASPP Statewide Meeting in Tampa on November 13th. • Statewide Airfield Pavement Management Program – Mr. Treudt reported that Phase 1 inspections are currently about 80% complete and should be finished in November. He added that Phase 2 inspections are expected to commence in early 2014. Mr. Treudt stated that pavement management training is expected to be offered again in 2014 noting that the dates have not yet been finalized. He invited those with questions on this program to contact Mr. Vu Trinh at the FDOT Aviation and Spaceports Office. • Florida Aviation Professionals Academy – Mr. Treudt updated the group on this effort noting that FDOT Aviation and Spaceports Office is seeking input from airports on professional development courses that would be useful to the aviation community. He invited the group to submit their ideas to Mr. Sergey Kireyev at the FDOT Aviation and Spaceports Office. • Airfield Stormwater Permit Approval – Mr. Treudt mentioned that stormwater permit for on airfield work has been approved will take effect on October 1, 2013.

o Aviation and Spaceports Office • FASP – Digital Airport Profiles – Mr. Treudt provided the group some background on the origin of airport profiles noting that they provide local governments and other stakeholders with a snapshot of a facility’s capabilities and role in the aviation system. Mr. Treudt then asked Mr. Harry Downing of CDM Smith to continue with the briefing. Mr. Downing reviewed the project goals noting that Phase 1 is underway and expected to be complete in December. The first phase will include work to develop and eventually implement new technology that will allow airport users to develop their own profile templates, auto-generate airport profiles and access profile information from mobile devices. Mr. Downing asked the airports for their assistance in completing this project and recommended that the committee appoint at least one member to the Project Task Team. Task team activities will be conducted by phone to minimize travel and save time. • GA Business Plan Project – Mr. Treudt updated the group on this project which in being completed by Kimley-Horn and Associates. He stated that the project is now well underway noting that the 2nd TAC meeting is expected to be held in the 4th quarter of 2013. Current activities underway include on- going coordination with other government plans and policies and development of a Best Management Practices (BMP) outline for airport business plan development. Work on the project will continue into 2014 with a draft document expected to be complete in the spring. The final document is expected to be presented during CFASPP Round 2014-2 in June. • Freight Mobility and Trade Plan – Investment Element Update - Mr. Treudt updated the group on this project noting that the policy element was adopted back in June. He stated that work is now underway on the investment element of the plan and that is expected to continue until July 1, 2014. This project element will identify the criteria for state investment in freight, prioritize freight investments across multiple modes of transportation and ensure compliance with MAP-21.

• Airport Leadership Development Course Update – Mr. Treudt stated that two (2) classes have now been completed and the response from attendees has been overwhelmingly positive. As a result, the classes will continue and the FDOT Aviation and Spaceports Office is working to confirm course dates for 2014. Once the dates are determined, a registration link will available on the FAC website. • FDOT District Announcements – Mr. Ray Clark stated that they are busy sending grants out to airports. He commented on the positive experience he had at the Airport Leadership Course.

6. FAA Announcements – Mr. Treudt reported that FAA Orlando ADO will be hosting a Sponsor/Consultant Workshop on October 29, 2013 at the FDOT District 5 Orlando Urban Office. He encouraged those interested in attending to sign up as soon as possible as seating is limited.

7. MPO Comments – Ms. Lisa Silva of the Hillsborough MPO reported that they are working with HCAA on people mover system and other components of the Master Plan at TPA.

8. Old Business • Statewide Contract for NAVAID Maintenance – Mr. Treudt stated that the FDOT may consider establishing a contract to assist airports with NAVAID maintenance but it’s unlikely to occur prior to release of the pavement marking contract. Chair Cox stated that it is getting increasingly difficult to locate qualified technicians. Mr. Handrahan stated that one contractor has performed their NAVAID maintenance at Zephyrhills Municipal Airport for a long time. Mr. Handrahan stated that the gentleman does quality work and he would be happy to share his contact information with interested airport members. • FAA Sequestration Impacts – Chair Cox reported that a letter from airport sponsors has been sent to both ACI and AAE encouraging them to invoke a consistent message discouraging the diversion of FAA project funds for operations and maintenance. He stated that there isn’t anything new to report on the contract ATC tower issue noting that funding is still set to expire in mid November.

• TSA Exit Lane Manning Issue Status – Chair Cox reported that this issue is still on going. Mr. Tom Jewsbury reported that they are considering technology options to monitor these exits at the St. Petersburg-Clearwater International Airport. It appears that the baseline cost will be around $750,000. They have estimated that it will cost approximately $250,000 per year to man the exits so the system investment would be covered in about three years. He noted that a recurrent issue is the lack of information on specific technologies acceptable to the TSA. The group agreed that determinations on the use certain types of monitoring technology are being issued by the Federal Safety Director (FSD) at each airport.

9. New Business • FAA Metroplex Identification – Mr. Neil Cosentino asked the group to consider why none of these FAA identified facilities have been located in Florida. Mr. Downing reported that three areas in Florida have actually been identified as part of the FAA Metroplex initiative according to a 2012 report. • FAC Specialty Conference - Chair Cox reminded the group about the upcoming FAC Specialty Conference which will be held at the Shingle Creek Resort in Orlando on November 5th to 8th. Registration is available online via the FAC website at www. Floridaairports.org. 10. Time & Place Next Meeting – The next scheduled meeting of the West Central Metro Area Steering Committee is March 6, 2014. Chair Cox and the committee determined that the St. Petersburg-Clearwater International Airport would host the meeting on that date beginning at 11:00 a.m.

11. Adjournment – Hearing no further business for the committee to consider, Chair Cox adjourned the meeting at approximately 12:40 p.m.
