In a major acceleration of its road­ builging plans, the Orlando-Orange County Expregsway Authority is taking steps to have five' major road projects at a cost of more than a half. billion dollars open to traffic between 1988 and 1991. The $593 million in construction of 32 miles of expressways would make the Expressw~y Authority the largest single road builder in Central Florida, according to Bill Gwynn, executive director of the expressway authority.

Some of the five toll roads could be under construction by early 1987 and in use by 1988 o~ 1989, he added. Expressway Chairman Phil Reese said the authority plans to involve enviromental groups in the planning - of the new roads.

After the Southeastern Powerlifting Championship, in which powerlifters. from four different s-tates will be in attendance, the pair is looking towards the Collegiate Nationals in September, where they will represent UCF. The two men have been lifting for about five years, yet it has only been in the last - year that they have switched over to powerlifting. Rowell, a physics major at UCF, said, "I was 18 years old, and weighed under 120 lbs. I looked at body building, but found I couldn't do much without drugs. With this (drug-free · powerlifting), I could compete with hard work and time under my belt.'' The two men have a strict regimen. "We stress the scientific aspect, the strength· inside the muscles,'' said Picillo, who is working towards a degree in business. They train on an eight day schedule, with actual workouts occuring five days a w~~k. The workouts usually consist of two hours of intense lifting. Rowell adds, "If they (the workouts) don't work well, we leave and come _back another day. 11 Rowell and Picillo know of the siren lure ·of drugs, and why it is so prevalent in the weightlifting world. "You can accomplish in four years with drugs what you can in ten years without them,'' said Rowell. Picillo added, "We've seen someone gain 30 pounds, almost all of it muscle, in five weeks by using steroids." One wonders what this weightlifting pair's reaction is to those who do use drugs likJ! steroids to obtain superior results. Rowell said, "We make more juqgements inside ourselves then we let known. 11 Picillo adds, "We give guys respeet that have made it to the top (using I drugs). However, we do not give respect to what they did to their bodies ... that's cheating. When someone goes. out and says, 'Hey, I won this without using drugs,' that's a major accomplishment." Picillo and Rowell have set a lofty goal for themselves. "We orily : want to go o:r;ie place," said Picillo, "and that's the top.
