COLLECTED ESSAYS by John Scales Avery Introduction COLLECTED ESSAYS by John Scales Avery Introduction This book contains a collection of essays, most of which were first published in Countercurrents and in Professor Johan Galtung’s Transcend Media Service Weekly Digest during 2012 and early 2013. The Editor of Countercurrents, Mr. Binu Mathew, and the Editor of TMS Weekly Digest, Mr. Antonio C.S. Rosa, were kind enough to accept all the articles that I sent to them, and so I wrote more and more. One exception to this is the first essay, “Against the Institution of War”, which was commissioned by Professor David Peat’s Pari Center for New Learning, Pari, Italy, and first published in their on-line library. Six essays at the end of the book were first published in Cadmus and in Erudito, jour- nals of the World Academy of Art and Science. I am extremely grateful to Professors Ivo Slaus and Garry Jacobs for encouraging me to publish in the two journals of the World Academy. “Learning to live in Harmony” was commissioned by Dr. Jan Visser and was first published on the website of his Learning Development Institute. Finally, “The World As It Is and The World As It Could Be” is an illustrated version of a pamphlet published in English and Danish by my close friend Keld Helmer-Petersen and myself. Some of the essays are excerpted from my books on social issues, while others are responses to current events. All the articles are concerned with trying to find solutions to the serious problems with which the world is faced in the 21st Century. My aim has been to tell the truth, even when the truth is unpleasant or offensive. I must therefore apologize to readers who may dislike some of the essays. However, I feel that because of the seriousness of our present situa- tion, we ought to look as directly and honestly as possible at the threats we are facing, in order to find ways to save human civilization and the biosphere. AGAINST THE INSTITUTION OF WAR As we start the 21st century and the new millennium, our scientific and tech- nological civilization seems to be entering a period of crisis. Today, for the first time in history, science has given to humans the possibility of a life of comfort, free from hunger and cold, and free from the constant threat of in- fectious disease. At the same time, science has given us the power to destroy civilization through thermonuclear war, as well as the power to make our planet uninhabitable through pollution and overpopulation.

Viewpoint Most Inhumane of Weapons by Daisaku Ikeda TOKYO - I believe that most of the world’s citizens would agree that nuclear weapons should be considered inhumane. It is encouraging to see that there is now a growing, if still nascent, movement to outlaw nuclear weapons based on this premise. This was highlighted at the 2010 Review Conference of the Parties to the Treaty on the Non-Proliferation of Nuclear Weapons (NPT), whose Final Document noted a “deep concern at the catastrophic humanitarian consequences of any use of nuclear weapons” and reaffirmed “the need for all States at all times to comply with applicable international law, including international humanitarian law”.     ETHICS AND EVOLUTION John Scales Avery December 1, 2017 Introduction In October, 2017, one of the Danish state television channels, DR2, broad- cast two programs about current religious opposition to Darwin’s theory of evolution1. Much of this opposition originated in the United States, and was aimed at preventing the teaching of evolution in schools. The attacks on Darwin’s theory (by now, not a theory but a well-established scientific fact) were twofold. First the claim that it is not true, and secondly, pointing out that historically, Social Darwinism has led to horrible consequences. One of the arguments against the truth of Darwinian evolution is that it violates the second law of thermodynamics, according to which the disorder of the universe always increases with time. How then can life on earth, with its amazing order, be possible? The answer is that the earth is not a closed system. A flood of information- containing free energy reaches the earth’s biosphere in the form of sunlight. Passing through the metabolic pathways of living organisms, this informa- tion keeps the organisms far away from thermodynamic equilibrium, which is death. As the thermodynamic information flows through the biosphere, much of it is degraded to heat, but part is converted into cybernetic infor- mation and preserved in the intricate structures which are characteristic of life. The principle of natural selection ensures that when this happens, the configurations of matter in living organisms constantly increase in complex- ity, refinement and statistical improbability. This is the process which we call evolution, or in the case of human society, progress2.

Abstract Large-scale nuclear war sends large quantities of smoke into the stratosphere, causing severe global environmental effects including surface temperature declines and increased ultraviolet radiation. The temperature decline and the full set of environmental effects are known as nuclear winter. This paper surveys the range of actions that can confront the threat of nuclear winter, both now and in the future. Nuclear winter can be confronted by reducing the probability of nuclear war, reducing the environmental severity of nuclear winter, increasing humanity’s resilience to nuclear winter, and through indirect interventions that enhance these other interventions. While some people may be able to help more than others, many people—perhaps everyone across the world—can make a difference. Likewise, the different opportunities available to different people suggests personalized evaluations of nuclear winter, and of catastrophic threats more generally, instead of a one-size-fits-all approach. Introduction The explosion of nuclear weapons causes enormous fireballs, burning everything in the vicinity.     The Risk of Nuclear Winter The Risk of Nuclear Winter By Seth Baum Since the early 1980s, the world has known that a large nuclear war could cause severe global environmental effects, including dramatic cooling of surface temperatures, declines in precipitation, and increased ultraviolet radiation. The term nuclear winter was coined specifically to refer to cooling that result in winter-like temperatures occurring year-round. Regardless of whether such temperatures are reached, there would be severe consequences for humanity. But how severe would those consequences be? And what should the world be doing about it? To the first question, the short answer is nobody knows. The total human impacts of nuclear winter are both uncertain and under-studied. In light of the uncertainty, a risk perspective is warranted that considers the breadth of possible impacts, weighted by their probability. More research on the impacts would be very helpful, but we can meanwhile make some general conclusions. That is enough to start answering the second question, what we should do. In regards to what we should do, nuclear winter has some interesting and important policy implications. Today, nuclear winter is not a hot topic but this was not always the case: it was international headline news in the 1980s. There were conferences, Congressional hearings, voluminous scientific research, television specials, and more. The story is expertly captured by Lawrence Badash in his book A Nuclear Winter’s Tale.1 Much of the 1980s attention to nuclear winter was driven by the enthusiastic efforts of Carl Sagan, then at the height of his popularity.

    CADMUS, Volume I, No. 5, October 2012, 135-144 Federalism and Global Governance John Scales Avery, Fellow, World Academy of Art and Science; University of Copenhagen, Denmark Abstract It is becoming increasingly clear that the concept of the absolutely sovereign nation-state is a dangerous anachronism in a world of thermonuclear weapons, instantaneous communication, and economic interdependence. Probably our best hope for the future lies in developing the United Nations into a World Federation. The strengthened United Nations should have a legislature with the power to make laws that are binding on individuals, and the ability to arrest and try individual political leaders for violations of these laws. The world federation should also have the power of taxation, and the military and legal powers necessary to guarantee the human rights of ethnic minorities within nations. 1. Making the United Nations into a Federation A federation of states is, by definition, a limited union where the federal government has the power to make laws that are binding on individuals, but where the laws are confined to interstate matters, and where all powers not expressly delegated to the federal government are retained by the individual states. In other words, in a federation each of the member states runs its own internal affairs according to its own laws and customs; but in certain agreed-on matters, where the interests of the states overlap, authority is specifically delegated to the federal government. Since the federal structure seems well suited to a world government with limited and carefully-defined powers that would preserve as much local autonomy as possible, it is wor- thwhile to look at the histories of a few of the federations.

    NUCLEAR WEAPONS: AN ABSOLUTE EVIL John Scales Avery November 19, 2017 Introduction The threat of nuclear war is very high today This book is a collection of articles and book chapters that I have written advocating the abolition of nuclear weapons. Some new material has also been added, for example a discussion of the Nuclear Weapons Convention which has recently been adopted by an overwhelming majority vote at the United Nations General Assembly. Today, because of the possibility that U.S. President Donald Trump will initiate a nuclear war against Iran or North Korea, or even Russia, the issue of nuclear weapons is at the center of the global stage. I strongly believe that the time has come for all countries to take a united stance on this issue. Most of the world’s nations live in nuclear weapon free zones. This does not give them any real protection, since the catastrophic environmental effects of nuclear war would be global, not sparing any nation. However, by supporting the Nuclear Weapons Convention and by becoming members of NWFZ’s, nations can state that they consider nuclear weapons to be morally unacceptable, a view that must soon become worldwide if human civilization is to survive. We must take a stand, and state clearly that nuclear weapons are an absolute evil; that their possession does not increase anyone’s security; that their continued existence is a threat to the life of every person on the planet; and that these genocidal and potentially omnicidal weapons have no place in a civilized society. The delegates assembling in Copenhagen are concerned with many problems, but of these, the threat of a global food crisis is one of the most worrying. At present a child dies from starvation every six seconds - five million chil- dren die from hunger every year. Over a billion people in today’s world are chronically undernourished. There is a threat that unless prompt and well- informed action is taken by the international community, the tragic loss of life that is already being experienced will increase to unimaginable propor- tions. As glaciers melt in the Himalayas, threatening the summer water supplies of India and China; as ocean levels rise, drowning the fertile rice-growing river deltas of Asia; as aridity begins to decrease the harvests of Africa, North America and Europe; as populations grow; as aquifers are overdrawn; as cropland is lost to desertification and urban growth; and as energy prices increase, the billion people who now are undernourished but still survive, might not survive.

As you know, the World Bank Group’s shareholders endorsed an ambitious package of measures for the capital increase in 2018. It includes internal reforms and a set of policy measures that greatly strengthens the institution’s ability to scale up resources and deliver on its mission of fighting global poverty. It was developed in response to an increasingly complex development landscape and to confront emerging challenges to the global economy which will require a coordinated and sustained effort. The Bank has also developed, for the first time, a comprehensive strategy to address fragility, conflict and violence in countries where assistance is needed the most. It is important that the United States supports this effort because it: • Promotes National Security Interests World Bank support to countries where poverty and disease can breed political instability and foster extremism is vital to U.S. national security interests. World Bank projects promote stability in weak states and help mitigate cross-border problems – such as the Ebola outbreak and refugee crises – which precipitates positive spillover effects on national, regional, and global security fostering a safer world for all Americans.
