Safety and Security Performance Metrics

Preventable accidents are trending up for BREEZE and and trending down for LIFT/FLEX. Non-preventable accidents are trending up for and BREEZE and down for SPRINTER and LIFT/FLEX.

Rail accidents saw an increasing trend for COASTER, a decreasing trend for Amtrak, no change for SPRINTER, and zero for BNSF and Metrolink. Rail near miss incidents showed an increasing trend for SPRINTER and a decreasing trend for COASTER and Amtrak.

There were 11 near-miss incidents on the San Diego Subdivision, a decrease from the previous quarter. Eight (8) of the near-misses were due to trespassers and three were caused by vehicles. There were 2 reports for the Del Mar Bluffs and all other reports were single events at various locations.

In the Escondido Subdivision, there was an increasing trend in near-miss events with 27 trespasser, 5 vehicle and 3 bicycle near-miss events. Eight locations had more than one near-miss event: Rancheros Dr. (4), (4), Commerce St. (3), Wisconsin Ave. (3), Crouch St. (2), College Blvd. (2), Buena Creek Rd. (2), and Las Posas Rd. (2). All other reports were single events at various locations.

For quarterly regulatory inspections, NCTD received 4 Federal Railroad Administration (FRA) inspections and 14 California Public Utilities Commission (CPUC) inspections. These inspections resulted in 11 FRA defects and 15 CPUC defects. A summary of the defects is detailed below.

There was an increasing trend in Part 1 crimes for the quarter, from 10 to 14 events on NCTD property. There was a total of 16 assaults for the quarter, with 6 being vehicle operator assaults and 10 being passenger versus passenger assaults.

Preventable Accidents

A preventable accident is one in which the bus driver or train operator could have done something to prevent or avoid the accident regardless of fault, even if the investigation places fault on the other driver.

A non-preventable accident is one that could have not been avoided no matter what actions were taken. These numbers reflect a monthly comparison of non-preventable accidents on all NCTD transit modes for the previous quarter of the fiscal year.

Rail Accidents

Rail accidents that include collisions, derailments, injury, or death. The incidents listed in the chart below reflect the previous quarter of the fiscal year.

➢ On October 30, 2018 at 10:34, COASTER reported a Non-Fatal Trespasser strike at Mile Post 264.2 ➢ On December 11, 2018, SPRINTER reported a vehicle accident at SPRINTER Operating Facility (SOF) ➢ On December 29, 2018 at 05:27, Amtrak reported a Fatal Trespasser strike at MP 238.8 ➢ The total delay for trespasser activities for this quarter is 210 minutes.

San Diego Subdivision Overview

A “near-miss” is any incident on the railroad right-of-way that causes the train operator/engineer to take an action, outside of the normal operation of a train, to avoid or mitigate a collision with a trespasser or vehicle. Actions include slowing of the train or initiating an emergency brake application. Trespasser incidents may include more than one trespasser per event.
