Executive Summary

This report seeks approval to include land and a clubhouse at Palacerigg Country Park on the list of properties covered under the lease agreement between North Lanarkshire Council and North Lanarkshire Leisure Limited.

Recommendations

The Education Committee is recommended to approve amendment of the Schedule Part 1 of the Funding Agreement to include the land and clubhouse as a specified property under the lease agreement.

1.1 Members may recall that the Council transferred its leisure operations into a company, namely, North Lanarkshire Leisure Limited (NLL), on 16 September 2006. North Lanarkshire Council has previously entered into arrangement with North Lanarkshire Leisure Limited whereby NLL have responsibility for the maintenance and management of major sports and leisure facilities owned by the Council, the relevant properties are specified under Schedule Part 1 of the Funding Agreement between North Lanarkshire Council and North Lanarkshire Leisure Limited of January 2014. A copy of the Schedule is attached as Appendix 1.

1.2 NLL has managed the Palacerigg Golf Course, including the starter office and changing facilities in the club house, since 2006 while Palacerigg Golf Club has managed the function facilities within the club house since 1986.

1.3 Palacerigg Golf Club currently lease the function facilities and the steward's flat • in the club house from the Council on an annual basis. The rent is currently collected by the Council but NLL gain from this income via their management fees arrangements with the Council.

1.4 In recent years, golf suffered nationally during the recession and Palacerigg Golf Club has also been adversely affected. Consequently, the Club has seen a decline in membership and a reduction in turnover, but at the same time higher energy costs and poor weather conditions have exacerbated their financial difficulties.

2. Report

2.1 Description

2.1.1 The subjects comprise of recreational land at Palacerigg Country Park extending to 69.1 ha (171 acres) or thereby which includes a golf course and a club house, as shown on the attached plan.

2.1.2 Palacerigg Country Park is located on the outskirts of .

2.2 Proposal

2.2.1 Provisional agreement has been reached with Palacerigg Golf Club for the renunciation of their lease.

2.2.2 Thereafter, it is proposed that the Council enter into a lease with NLL for the site as shown on the attached plan.

2.2.3 NLL and Palacerigg Golf Club have agreed to continue to work in partnership at the site and this should help the sustainability of the course in the longer term to both parties benefit and help NLL achieve its aim of increasing participation in golf at this site. 3. Implications

3.1 Financial Impact

3.1.1 The existing club is struggling to operate the facilities at a financially sustainable level and NLL has the resources and expertise to run this public facility on a commercially viable footing.

3.1.2 NLL has proposals to invest in the site to develop the facilities and services on offer. Although no direct revenue will be generated for the Council through this venture, NLL's new business model should improve the performance of this Council asset.

3.1.3 The Golf Club currently are responsible for the repair and maintenance of their leased area. This responsibility will now fall jointly to the Council and NLL.

3.2 HR/Policy/Legislative Impact

This report is consistent with current leasing policy dated 25 July 2011.

3.3 Environmental Impact

There are no specific environmental impacts arising from this proposal.

3.4 Risk Impact

There are no specific risks arising from this proposal.

4. Measures of success

4.1 This proposal will help to improve the golf facilities in the Cumbernauld area in line with the Council's priority of improving the health and care of communities.
