It develops several policy strategies and options to encourage economic development. The study was requested by the Joint Economic Committee of Congress and Senators Charles E. Grassley and Orrin G. Hatch. Chapter 1 provides a summary and policy conclusions. Chapter 2, "The Challenge for Rural America," describes unemployment, poverty, and out-migration and advocates upgrading the labor force. Chapter 3, "Rural America and the Changing Communication Infrastructure," proposes Rural Area Networks to deliver communication services to rural areas. Chapter 4, "Rural Development," explains a holistical approach to rural development that accompanies economic development by improving education, health care, and public administration capacities. Chapter 5. "Regulation and Rural Development," recommends that regulators must devs.alop new regulatory approaches for rural areas. Finally, Chapter 6, "The Role of the Federal Government: Orchestrating Cooperation and Change," suggests that the Federal Government make rural development and the use of communications technologies a national priority. The appendix is a field journal that gives narrative impressions of the four states visited during the study: Kentucky, New Mexico, Washington, and Maine. The document contains a list of contributors, a glossary, and an index, as well as numerous figures, charts, tables, and photographs. Poor road design and road construction lead to higher truck maintenance costs and deterioration of logs in transit. Roads are therefore intrinsically linked to the viability of forest enterprises. Good roads also reflect environmental responsibility. This manual is for loggers. Its intention is to sensitise loggers to the key considerations guiding road location, road construction and road maintenance within the context of reduced impact logging. a) It does not in any way attempt to replace the excellent manuals on roads available in stores and on the internet. This manual does not attempt in any way to detract from standard engineering criteria for road location and construction. The objectives of the manual are to: provide loggers with enough information in a simple format to encourage the logger into taking road construction and maintenance more seriously; b) help the logger identify any specific problems and to seek expert technical assistance as required; c) help logger articulate their road construction and road maintenance plans within their forest management plans and their annual plans of operations.

The goal of prescribed work is to reduce the risk of damage to environmental and economic values in the area from hazards associated with landslides, uncontrolled drainage, soil erosion, and sediment transport. The objectives of the work will be to: • permanently deactivate roads and trails to a stable and self- maintaining state that will protect forest resources, property and other non-forest resource values at risk, and • prevent motor vehicle access to deactivated roads or trails by installing a physical barrier at key points on the road or connecting road network. There are no conflicts between the deactivation prescriptions and access management plan for the area (i.e. all roads are shown as deactivated on current forest development plan maps). Work priorities were identified in an overview risk assessment report1. All areas of concern are connected via surface drainage networks to either resident rainbow trout habitat or high value sockeye salmon spawning and rearing areas on the Upper Adams River system.
