PRESIDENT’S MESSAGE

On behalf on NSW, I welcome everyone to the NSW U14 State Age Championships. I am pleased to see such a strong commitment from all clubs. We are excited to be hosting these championships in the Central West – a first for both Dubbo and Bathurst.

The tournament provides an opportunity for teams from all over the State to come together and go head-to-head over four full days of competition. Overall, there will be 32 teams (16 boys’ teams at Dubbo and 16 girls’ teams at Bathurst) representing over 350 athletes and 70 team officials.

For many of the participants, this will be their first experience under carnival conditions and it is our hope that they enjoy the weekend, gain a better understanding of the game, it’s rules, team play and sportsmanship to ensure their continuance in the sport for many years to come. This may also be the start of a representative pathway for many in playing, coaching, managing or refereeing water polo, so make the most of it!

Last year we introduced a 2-division competition (Championship division and a Cup division) for teams to compete. After an overwhelming positive response, we are happy to be able to continue with this competition structure.

The Think. Act. Play. program which was introduced in September 2015 and had a strong presence at our state championships will continue to play a large part. It was developed to promote and encourage good sportsmanship within the sport; to provide a safe, fair and inclusive environment for all participants (players, coaches, referees and volunteers).

I would like to take this opportunity to thank the staff of Water Polo NSW Inc, the local Organising Committees and volunteers from both Dubbo Water Polo and Bathurst Water Polo, the staff at both Dubbo & Bathurst Aquatic Centres. We look forward to meeting as many of you as possible over the weekend and to see the great improvement over the 3 days of the carnival. Good luck to all and may many lifelong friendships and memories be made.

THINK. ACT. PLAY.

Think.Act.Play is the program that was developed by Water Polo and NSW Sport & Recreation to ensure that core values, good reputation, and positive behaviours are maintained. Water Polo NSW fully endorse the program and envisage it to be a cornerstone support to the development of the Sport. The key messages that the program aims to promote are:

THINK before you speak ACT with respect| PLAY in the spirit of the game

All Clubs are encouraged to look to implement the program within their local training and activities. If you would like more information, please see the officials table to speak with a tournament director/coordinator.

CODE OF CONDUCT

PLAYERS BEHAVIOUR 1. Play by the rules at the direction of your coach and the referees. 2. Never argue with an Official. If you disagree, have your coach or manager to organise a time to discuss with the Official for clarification after the game. 3. Control your temper. Verbal abuse or disrespect of Officials and sledging or deliberately distracting or provoking opponents are not acceptable and in breach of the rules of the sport. 4. Work equally hard for yourself and/or your team. Your team’s performance will benefit so will your own performance. 5. Be a good sport. Acknowledge good play when possible. 6. Treat all participants as you like to be treated. Do not bully or take unfair advantage of another competitor. 7. Participate for your enjoyment and benefit not just to please coaches or family members. 8. Do not use foul language, sledge or harass any persons. 9. Respect the rights, dignity and worth of all participants regardless of their gender, ability, cultural background or religion. 10. Fully adhere to the principles of the Think.Act.Play program.

SPECTATORS BEHAVIOUR 1. Remember players participate for their enjoyment and benefit, not yours. 2. Applaud good performances and efforts from all individuals and teams. 3. Congratulate participants and Officials on their performance regardless of the game’s outcome. 4. Respect the decisions of Officials. Parochial support is encouraged but disrespect of Officials is not acceptable. 5. Never ridicule any players of Official. Remember that positive comments motivate improved performances. 6. Condemn the use of violence in any form and by any person. 7. Do not use foul language, sledge or harass any persons. 8. Respect the rights, dignity and worth of all persons participants regardless of their gender, ability, cultural background or religion. 9. Fully adhere to the principles of the Think.Act.Play program.

COACHES’ AND OFFICIALS BEHAVIOUR 1. Ensure that athlete’s time spent at your direction is positive. All athletes are deserving of attention and opportunities within the team unit. 2. Treat each athlete as an individual. Respect the talent, development stage and individual goals. 3. Be fair, considerate and honest. 4. Have a professional manner and accept responsibility for your actions. Language, manner, punctuality, preparation and presentation should display high standards. 5. Display control respect, dignity and professionalism to all persons – including opponents, coaches, officials, administrators, media, spectators, and family members of athletes. 6. Any physical contact with athletes should be appropriate to the situation and necessary for skill development. 7. Refrain from any form of personal abuse (verbal, physical or verbal) to any person. Be alert to any forms of abuse from indirect sources or any person whilst under your care or control. 8. Show concern and caution towards sick and injured athletes. Encourage medical advice to any athlete when required. 9. Be a positive role model for your sport and athletes. 10. Refrain from any inappropriate behaviour towards athlete, spectators, family members of athletes, and any other persons involved or connected with the game under your control. 11. Respect the rights, dignity and worth of all persons participants regardless of their gender, ability, cultural background or religion 12. WATER POLO AUSTRALIA POLICY STATEMENT CHILDREN & IMAGES

Dear Parent/Spectator,

Recently there have been some concerns from parents about the risks posed directly and indirectly to children and young people regarding people taking video and photographs of players in junior water polo competitions throughout Australia. It is very rare but evidence in Australia indicates that sometimes this information can end up being posted on an internet site or published in a magazine or newspaper where it may be used by unscrupulous people to target children.

Water Polo Australia Limited understands that many parents or relatives that have children playing within junior competitions, may from time to time, take video or photographs of their child or friends for family mementos.

Water Polo Australia Limited fosters the belief that providing a safe environment for all children who compete every week in competitions and tournaments across the country is of paramount importance. To help Water Polo Australia provide a safer environment for our children we would request that parents join us in partnership to address the following strategies to make water polo a safer environment for our children: 1. That all parents and spectators firstly ask the permission of the athlete’s parent / guardian prior to taking their image where practical. Ensure that they are aware of the way in which the image may be used prior to taking a photograph or video of their child. Do not use images of other children on internet web sites, and do not use names of children when displaying images in the public arena. Change rooms must be camera-free zones. 2. As a parent if you notice inappropriate photographic behaviour regarding people that you don’t know, then we suggest that you advise pool management and the coach/manager of your team immediately. We also suggest that you advise your state body of these concerns as soon as it is practically possible. 3. Professional photographers must register with pool management and the tournament director or the event coordinator.

Further to this, Water Polo NSW wish to advise that the following safety checks will be in place to ensure that reasonable control on the use of photographic and video recording equipment is adhered to. 1. Any parent intending to either photograph or videotape their child/children competing will need to complete the following steps; a. On arrival at the venue where their child/children is competing, will need a register their details. The registering parent will need to produce photographic identification. WATER POLO AUSTRALIA CONCUSSION POLICY

Concussion is a well-recognised injury that may affect athletes involved in collision and contact sports. It is important that players, parents, coaches and other officials are aware of this condition. They should be on the look- out for symptoms and signs that could indicate concussion; and be practised in the way it should be managed.

RECOGNISE Concussion must be suspected or recognised if a player has any of the following signs, symptoms or fails to answer any of the memory questions after a head or body collision.

WPNSW STATE SQUAD PLAYER SELECTION CRITERIA

This year’s WPNSW representative season will include the new Sydney Youth Festival. During the tournament WPNSW Selectors will be looking at players for selection in a State Squad. Athletes will be selected based on their playing positions and both their team and individual performances at the tournament.

The following criteria for selection will be applied:  Players wanting selection must participate in the specific State Age Championships or otherwise apply for an exemption due to exceptional circumstances (approval at the discretion of WPNSW)  Previous performances will not necessarily be considered for selection.  Upon selection, players must be willing to participate in the Elite Athlete Pathway outlined upon selection to maintain their position in the squad. The pathway may vary from one athlete to another and between age groups. Any individual exceptions to this requirement will need approval from WPNSW Sports Development Manager.  Exceptions to the above can be made as deemed necessary for the development of individual players or the Sport at the discretion of the WPNSW Sport Development Manager.

COMPETITION RULES

1. Tournament Director: The Tournament Director will be appointed by Water Polo NSW (WPNSW) who shall have absolute discretion to determine all matters and administer the tournament. If for any reason the Tournament Director is not present the Technical Delegate shall have the same delegated authority (unless the Tournament Director has specifically appointed another person in a temporary capacity). 2. Registration: All players must be registered with an affiliated Club of WPNSW for the current season (or respective State Association for invited teams/players) and playing regularly for their nominated club. 3. Eligibility: Players are to be born 2003, 2004 and 2005 only (except as otherwise specifically approved by WPNSW). 4. Teams: Clubs are allowed to enter two teams with up to thirteen (13) players per team allowed to participate during the Tournament. Additional teams from a Club require approval by WPNSW. 5. Starting Times: Scorecards must be completed/confirmed and teams ready to commence at least 5 minutes prior to the schedules starting time. Players are to enter the water for warm up with caps being worn. Due to the tight scheduling, games will commence strictly at scheduled times & after breaks regardless whether teams are ready – if players are not already in the pool when the whistle is blown to commence play then players are required to enter the field via the exchange box otherwise an incorrect exchange foul will apply and the player will be ejected for 20 seconds. Coaches are responsible to ensure teams are ready to commence play at the scheduled start time and recommencement from breaks – referees are to issue a yellow card to coaches who do not comply with this requirement. 6. Caps & Balls: The first named team shall where white caps and start from the left side of the official table. Each team must supply two (2) match balls at the start of each game to the referees. 7. Playing Conditions: This tournament will be played under the rules for Junior & Youth level completions as approved by FINA on 7th October 2014 and as adopted by Water Polo Australia (WPA) as summarised below: 7.1 Length of Field – 25 meters for Boys & Girls 7.2 Number of Players – maximum of six (6) players incl. one (1) goalkeeper participating in the pool at any time 7.3 Ball Size – Size 4 (women’s) used by both Boys & Girls 7.4 Modified U14 Rules (adopted by WPA in 2014) – these rules shall remain in effect except for the ‘pressing’ rule, which no longer applied. These modified rules that will remain in effect are summarised as follows: 7.4.1 Team Size – A minimum of 11 players and a maximum of 12 players are able to participate per team for EACH game. In the event that less than the minimum 11 players are able to play then a forfeit shall be recorded except in the following situations where the tournament Director may grant exemption:  A doctor’s certificate is provided to the tournament director at the time of the game or within 30 minutes after the scheduled conclusion time.  Where other exceptional circumstances occur during the tournament, the Club is required to provide a detail information in writing to the Tournament Director prior to the scheduled game commencement time for consideration.  Where exceptional circumstances occur prior to the commencement of the tournament that lead to a player being unable to participate or attend the tournament, Clubs are required to clearly demonstrate in writing to the satisfaction of the Tournament Director prior to the tournament that there has been a genuine endeavour to replace said player. 7.4.2 The tournament Director shall treat each occurrence on an individual basis and make a determination in his/her sole discretion without any precedents being established nor needing to be adhered to. 7.4.3 Player Participation – every player must play a quarter of the game within the first half (except in the instances of injury during the game and players fouled out) with substitutions being made at a time-out called at the referees’ discretion at approximately the middle of each of the first two quarters (ie: with 11 players, it is 5-in/5-out and the GK remains; with 12 players, it is 6-in/6-out with the 2x nominated GKs swapping). Where WPNSW exemptions have been granted and a team does not field the minimum required 11 players, any player that is not replaced during either the 1st or 2nd quarters MUST commence the next quarter on the bench. For clarity, please note that where a player has played an entire quarter in the first half without being replaced, they must start the third quarter on the bench and cannot be substituted until mid-way through the third quarter. Standard illegal exchange rules will apply if breached. The intention of this rule is to provide fairness to all teams. The underlining principle is that every player participating is on the bench for at least half of 2x quarters. 7.4.4 Exclusion Re-Entry – on exclusion, no timeframe will be applied. The player must swim to the re-entry box, rise to the surface within the box, then re-enter. 7.4.5 Free-Throw Shot – no shot on goal is allowed from a free throw. 7.4.6 Centre Forward/Centre Back Rotation – after any foul received, the centre forward and the centre back must swim out allowing for a new centre forward.

8. Officials: Each team is required to provide the following people who must be available at the scheduled start times. Infringement penalties apply per incident is people are not available at the required time to attend to duties.  One (1) competent table official for your own game to act as time keeper or secretary. All nominated persons are required to read the WPA Table Officials Teaching Manual. Link: http://issuu.com/waterpoloaus/docs/wp_aust_table_officials_manual_vers  One (1) suitably qualified or competent referee for the next game after the team plays OR as appointed by the Referees Coordinator. Referees are to be appropriately attired including wearing a white shirt.  Any club failing to provide the required official will be fined $100 infringement. 9. Match Times:  Preliminary, Play-Off & Qualifying Games: 4 x 6-minute running time with no time outs and no extra time allowed if game drawn + 1 minute breaks at each quarter and 2 minutes for half time. Total time allocated per game = 35 minutes. Games to commence 5 minutes after scheduled start time allowing time for warm up.  Semi-Finals: 4 x 5-minute actual time with 2 minutes at each break + 2 time outs allowed per team. Penalty shootout to occur if game drawn at end of normal time. Total time allocated per game = 50 minutes. Games to commence 5 minutes after scheduled start time allowing time for warm up.  Grand Final: 4 x 5-minute actual time with 2 minutes at each break + 2 time outs allowed per team. Penalty shootout to occur if game drawn at end of normal time. Total time allocated per game = 60 minutes. Games to commence 5 minutes after scheduled start time allowing time for warm up. 10. Last Minute Substitutions (Last Quarter) – no substitutions shall be allowed in the last minutes of play in any game. The only exception shall apply for an injured player in which case the game shall be stopped by the referee and the player MUST be substituted for the remainder of the game. 11. Points: Win = 3 points, Draw = 2 points, Loss = 1 point. Forfeit/Disqualified = 0 points. In the event of a forfeit/disqualification the result will be 5-0 unless a match is played and the margin is greater. 12. Positions: will be decided on points. If two (2) teams or more shall have equal points, then WPNSW Competition Rule 20 (which can be found on the WPNSW website) shall apply as follows: 12.1 The team winning the game between the two (2) teams shall be placed higher. First on game results then if still even on goal difference in those games between the two teams. 12.2 If the game between the two (2) teams resulted in a tie, a further classification shall be established based on their results against the other teams in order of their ranking, first based upon goal difference, and next based upon goals scored. The comparison shall be made first compared to the highest team and then if still ties to the next highest team and so on. 12.3 If they are still tied, each team shooting five (5) penalty shots at is opponents goal in alternate succession shall resolve the tie. See 13 for penalty shootout procedure. The procedure shall be conducted following the final game of that round or at the first practical opportunity. 12.4 Goal difference shall be used for the purposes of deciding positions where team have not played each other during the tournament. 12.5 In circumstances where three (3) or more teams are on equal points, refer to WPNSW Competition Rule 20. 13. Penalty Shootout: Each team shall nominate five (5) players who finished the game. Penalty shots taken at opponents’ goal in alternate succession, per team, by each nominated player. If a tie shall exist after this procedure, each team shall take alternate shots until one (1) team score and the other team misses. The team shooting order shall be maintained. 14. Player Awards: to be determined by selectors, with the Tournament Team, Most Valuable Player (MVP) and Think.Act.Play Sportsmanship team award being acknowledged at the conclusion of the tournament. 15. Judiciary: Tournament Director shall decide on any suspensions deemed necessary and convene a Judiciary Panel to hear any appeals. Judiciary provisions of WPNSW Rules shall be used as guidance to determine suspensions and working of the Judiciary. 16. Protests/Appeals: All protests and/or appeals must be in writing to the Tournament director, within one (1) hour of the completion of the relevant game with a fee of $50 refundable only if successful. Shall be determined at the discretion of the Tournament Director. 17. Infringement Penalties/Fines: Clubs not fulfilling obligations in accordance with the rules or as instructed by the Tournament Director shall have a fine of $100 applied per incident. 18. Other Rules: all other WPNSW and FINAL rules apply. Any inconsistencies between rules, the tournament rules shall prevail followed by WPNSW Rules.

The clinics in Dubbo and Bathurst will be a fantastic opportunity for local children to learn and develop water polo skills, under the guidance of Water Polo NSW staff.

The children will have the opportunity to meet Olympians and national water polo representatives Richie Campbell and Lea Yanitsas.

Leaving every participant with a water polo gift pack will allow them to further their skills and engage in the sport, long after the clinic has finished.
