Bills 12.01 Jobkeeper bill introduced and passed all stages in one sitting The Treasurer presented the Coronavirus Economic Response Package (Jobkeeper Payments) Amendment Bill 2020 on 26 August. In his second reading speech, the Treasurer thanked the opposition for its support in progressing the bill through the parliament quickly to provide certainty to Australian businesses and employees. Following his speech, the House gave leave for the debate to be made an order of the day for a later hour. During the day, 28 members contributed to the second reading debate. At the conclusion of the debate, a second reading amendment moved by the shadow Treasurer was negatived on division and the question ‘that the bill be read a second time’ was carried on the voices. Following a message from the Governor-General recommending appropriation, the bill proceeded to the consideration in detail stage and several opposition amendments were negatived on division. Consideration in detail concluded and, by leave, an assistant minister moved the third reading. The question ‘that the bill be read a third time’ was carried on the voices. The Speaker granted the Manager of Opposition Business indulgence a number of times over the sitting fortnight to place on the record the voting intentions of independent and minor party members unable to attend the sittings due to the pandemic.

Activities undertaken by KJA followed an earlier round of consultation and engagement that was completed during development of the EIS in early 2012. Consultation activities included written correspondence to key stakeholders, letterbox drops to local residents, doorknock of adjacent neighbours, and a community drop in session. It is a most deserved honour and my joy is tempered only by your refusal to don full regalia. Let me state also that I am delighted to be in this place. For many years now it is all that I have wanted to be. It was this place that in 1984 launched my political career. It was a Wednesday—it must have been a Wednesday, because that was the sports day and the Fort Street High School under 16 Rugby team had a bye. Being mildly interested in politics, I hopped on the bus and went into town to see Parliament for the first time. I was so appalled by what I saw that when I left this place I walked down Bridge Street to Anchor House, met a nice lady called Mrs Macauley, got out my wallet and joined the Liberal Party on the spot. However, I did find it strange that Mrs Mac put me into a branch nowhere near where I lived. I was to discover only in later years the significance of such occurrences.

In the past 20 years Paul Keating, Kim Beazley, Simon Crean, Mark Latham, Beazley again, John Howard, Brendan Nelson, Malcolm Turnbull, Kevin Rudd, Julia Gillard, Rudd again, and now Tony Abbott have all been felled, a procession of change, on average, every 20 months, for 20 years. It shows no sign of slowing. In this context, the Canning by-election could have been called the Cunning by- election. It gave a clear, vindicating victory for Malcolm Turnbull's brazen, lightning coup. So now the vultures will soon be hovering over the obvious loser, Bill Shorten, who made a serious blunder last week that puts him on carrion watch. Having hovered over Abbott for months, the vultures will be riding the political thermals and circling in the sky, watching for Shorten to falter. He just became much more vulnerable.     The Hon. NATALIE WARD (18:08): It is an honour to be in this place and a privilege to speak for the first time. I am humbled to have the opportunity to serve as a member of the Legislative Council. I will serve with humility and courage. I cannot claim to arrive here from a disadvantaged background. I was blessed with a loving, stable, happy family home. My parents worked hard to provide me with an excellent education. It was strong family values and love that allowed me to develop my faith, my work ethic, and a strong desire to serve. I would like to thank my parents, Dianne and David Ward, for igniting my passion to serve. My work as a lawyer and political adviser later exposed me to the reality of the hardships faced by people from many different cultural and social backgrounds. That experience has only further ignited my desire to change things for the better. Many an inaugural speech has contained a moving quote by a revered member of this planet, and I am not going to disrupt the status quo—well, not tonight. It was Martin Luther King who said: Life's most persistent question is, "What are you doing for others?" More exciting than that statement was the resulting holiday in honour of King—a day of service where everyone stops to do something for someone else. King was right when he acknowledged that service makes the world a better place. I acknowledge the volunteers in this State. I acknowledge those in the Rural Fire Service [RFS] and Rotary clubs, on Parents and Citizens boards, lifesavers on patrol, and volunteers at local Shute Shield Rugby clubs—those who passionately commit themselves to their communities.
