NATO UNCLASSIFIED 1. INTRODUCTION

1.1. Scope of the Work

The scope of the work is to provide up to six (6) Criminal Response Vehicles (CRV) to the Afghan National Army (ANA) Criminal Investigation Directorate (CID). The vehicles shall be equipped with the forensic kits to collect and preserve evidence on the crime scene as explained in Annex-A of the SOW.

2. GENERAL REQUIREMENTS

2.1. General Requirements for vehicles

2.1.1. The vehicles shall be high quality products that represent the best available technology in the market. Commercial of the shelf (COTS) Sport Utility Vehicle (SUV) type vehicles are required.

2.1.2. The vehicles shall be equipped with all the elements and accessories that are standard on a commercial product even if not specified in this statement. They shall meet or exceed industry standards of durability, security, and ease of use.

2.1.3. The vehicles shall be equipped with systems and accessories required for public road. These systems and accessories shall meet the performances for a new vehicle manufactured in 2020.

2.1.4. The vehicles shall be designed and manufactured to meet an expected lifetime of at least 15 years (or 400.000 km covered), when supported in accordance with the maintenance plan defined by the manufacturer.

2.1.5. The Contractor shall provide the vehicles with: 2.1.5.1. The necessary documents required for their registration in Afghanistan. 2.1.5.2. The Certificate of Conformity (COC) to prove the compliance with public road traffic and public road traffic licensing regulations, safety regulations and accident preventing regulations. 2.1.5.3. The exhaust emission certificate proving the compliance to the Euro VI emission standard or detailed description of Auxiliary Emission Control Devices (AECD) with carbon dioxide (CO) and particle filters values (gr/km). 2.1.5.4. The Worldwide Harmonized Light Vehicles Test Procedures (WLTP).

2.1.6. Each vehicle shall be provided with a complete set of forensic kits detailed here under. The vehicles shall be equipped with appropriate shelves, which shall accommodate the complete forensic kits listed in this SOW.

NATO UNCLASSIFIED 2.1.7. Quality of the material 2.1.7.1. Finished equipment shall be fit for purpose with all components capable of fulfilling the function for which the vehicle is specified. 2.1.7.2. All material delivered shall be new of current production. 2.1.7.3. All parts and accessories shall be constructed and finished in a manner with particular attention given to dimensions, soldering, welding, painting, alignment of parts and assemblies, and the tightness of screws, bolts, and other fasteners. 2.1.7.4. Material and shall not suffer permanent deterioration or discoloration from petroleum derivatives including diesel , hydraulic fluids, kerosene, engine and lubricating oils, grease and antifreeze. 2.1.7.5. Gaskets shall not be torn or split and shall be free of finish. Cloth components shall be clean and free of holes, cuts or tears. 2.1.7.6. Caulking compounds shall be solvent free silicone sealers that shall last the life of the equipment. 2.1.7.7. The equipment components shall withstand the shocks and vibrations experienced during road transportation. 2.1.7.8. Riveting joints shall be tight. The joined parts shall be undamaged, and the rivet heads shall be properly seated and tight against the bearing surfaces.

2.1.8. Surface protection –colours 2.1.8.1. Corrosion. The equipment shall be protected against corrosion and resistant to salt spray. It must be designed to withstand the climatic conditions when parked permanently outside. 2.1.8.2. Surface protections shall withstand the climatic conditions. 2.1.8.3. The bodywork shall be painted.

2.1.9. All components shall be robust, high quality items that emphasize effectiveness in operation, low maintenance and simplicity of use.

2.1.10. The vehicle must be capable of sustaining effective operations in ambient temperatures ranging between -19°C and +44°C.

2.2. Applicable standards

The design and the use of the vehicle shall comply with below or equivalent standards;

2.2.1 “Directive 2001/116/EC (amending Directive 70/156/EEC) Type-approval of motor vehicles and their trailers”

2.2.2 “Regulation 715/2007/EC – on type approval of motor vehicles with respect to emission from light passengers and commercial vehicles (Euro 5 and Euro 6) and on access to vehicle repair and maintenance information”.

3. TECHNICAL REQUIREMENTS

Technical specifications of the vehicles shall meet below requirements;

3.3.1. Seats: 3.3.1.1. There shall be minimum two (2) seats for two (2) passengers in the first row including the driver. Second and third rows can be either folded or removed to use rest of the vehicle volume to accommodate the storage shelves. 3.3.1.2. Safety: three-point (3-point) belts for all seats. 3.3.1.3. Headrest for all seats.

3.3.4. Vehicle additional equipment. This equipment shall be easily accessible and fixed so as not to interfere with other functionalities. Preferably, they will be accommodated in the cargo area of the vehicle. All removable items (e.g. floodlights) shall be secured in their locations and shall remain in place while driving the vehicle, on and off road.

3.6.3. The following safety accessories shall be provided with the vehicle: 3.6.3.1. One (1) fire extinguisher properly sized according to the vehicle type; 3.6.3.2. One (1) first aid kit; 3.6.3.3. One (1) warning triangle;

3.7. Labels – plates

3.7.1. Tare plate riveted to the chassis will at least include the following information: 3.7.1.1. Vehicle mass; 3.7.1.2. Total weight authorized under load; 3.7.1.3. Overall length; 3.7.1.4. Overall width; 3.7.1.5. Overall height.

3.7.2. A mentioning “diesel” shall be stuck on the cap of the tank.

3.7.3. A plate indicating the following information on the tires shall be placed at the sight of the driver: types of tires (dimensions, references), location, and inflation pressures.

3.8. Shelves - Cabinets

3.8.1. The vehicle shall be equipped with a dual-sided shelving module with cabinets to store the forensic kits inside. The shelving module shall allow access both from the rear hatch and inside the vehicle.

3.8.2. The shelving module; a. shall be designed to provide appropriate organization of forensic materials b. shall withstand a load of at least 150 kg c. shall be fixed on the car structure d. shall withstand the shock of a frontal and a rear accident at 50 km/h.

3.8.3. The shelves and cabinets shall be made of waterproof material with a preference on aluminium protected against corrosion with anodizing or baked-on paint finish.

3.8.4. All forensic materials and shelves shall be labelled to ensure quick, organized storage of equipment.

NATO UNCLASSIFIED 3.8.5. The contractor shall provide the final design documents of the shelves to NSPA for approval before the installation. Once approved by NSPA, the contractor shall install the shelves to the vehicles.

3.8.6. Design documents with drawings shall define the integration of the shelves into the vehicle with the arrangement diagrams showing the forensic materials in the shelves.

3.9. Forensic Kits

3.9.1. The shelves and cabinets in the vehicle shall accommodate the following list of forensic kits. The contractor shall provide each kit with a user manual or with technical document explaining how to use the kits in a crime scene. The contents of the kits are detailed in Annex-A. 3.9.1.1. 4. LOGISTIC SUPPORT

4.1. Vehicle In service Maintenance

4.1.1. The vehicle shall be equipped with the appropriate devices allowing the users to define in a precise and reliable manner when the maintenance shall be performed (i.e.: if the periodicity is defined in operating hours, the vehicle will be fitted with a maintenance timer, odometer when the periodicity is defined in kilometres).

4.1.2. Each vehicle shall have a maintenance logbook on board to record all the services carried out on the vehicle throughout his life cycle. These logbooks shall be English.

4.2. Logistic support by contractor

4.2.1. The contractor shall provide a list of workshops (Contractor`s dealer or authorized workshop) in or close proximity to Kabul, capable of maintaining and repairing the vehicles.

NATO UNCLASSIFIED 4.2.2. The contractor shall supply, with the vehicles, an initial set of spare parts and consumables for 24 months maintenance or 60 000 km (one set per each vehicle).

4.3. Documentation Package

4.3.1. The contractor shall provide the User and Maintenance Manuals of the vehicles in English.

4.3.2. The contractor shall also provide the necessary documents and manuals explaining the use of the forensic kits and forensic equipment.

5. ACCEPTANCE

5.1. Factory Acceptance Test Report

5.1.1. The vehicles shall be tested in the contractor`s facility prior to the delivery of the vehicles.

5.1.2. The contractor shall provide NSPA the Factory Acceptance Test Report to indicate the test results/data, checks/inspections made by OEM for factory testing.

5.2. On-site Acceptance Test

5.2.1. On-site acceptance tests shall be performed, with the presence of the Contractor and of the Customer/End User`s representatives, upon delivery of the vehicles to the final destination.

5.2.2. The Contractor shall submit an On-site Acceptance Plan to NSPA for approval (60) days prior to the on-site acceptance. The plan shall include the acceptance procedures of the vehicles and the forensic kits.

5.2.3. Contractor shall provide the resources to satisfy the proper operation of the vehicles during the tests. Acceptance shall include a road test to validate the technical performances of the vehicles on the road.

5.2.4. The contractor shall also provide the resources for the test and acceptance to satisfy the technical requirements of the forensic materials. The contractor shall specify all steps to be conducted during inspection and testing.

5.2.5. On conclusion of the on-site acceptance test, the contractor shall prepare a test certificate. Customer/End user representative and the Contractor will sign the test certificate to confirm that the vehicles are in accordance with NSPA Purchase Order (PO) and the vehicles are “fit for purpose”. NSPA will provide the template of the test certificate before the on-site acceptance.

5.2.6. The test certificate shall include the list of equipment/materials and services with their identification details (e.g. nomenclatures, descriptions, model and serial numbers, inspections/tests conducted and their results, acceptance signature date and the related NSPA PO number.

NATO UNCLASSIFIED 5.2.7. If the Customer/End user finds any deficiency during the test, the certificate shall include the deficiencies that require follow up actions. The contractor shall resolve all identified deficiencies within 30 days following the acceptance test.

5.2.8. Once the Customer and NSPA approve the test certificate, the contractor shall hand over the vehicles to the End user.

6. PROJECT MANAGEMENT

6.1. Project Manager

6.1.1. The contractor shall appoint a Project Manager who will take responsibility of the project. The Project Manager shall be the point of contact for all matters between NSPA and the Contractor.

6.1.2. The contractor’s POC shall be fluent in written and spoken English.

6.2. Project Management Plan and Reporting

6.2.1. The contractor shall present a Project Management Plan one (1) month after the contract award to NSPA with a project schedule showing the main milestones.

6.2.2. The Project Manager shall submit a status report if requested by NSPA.

6.3. Meetings

6.3.1. If required by NSPA, the contractor shall participate, in meetings that may be held in the contractor’s facilities or in NSPA. However, telephone and video conferencing will be maximized.

7. QUALITY ASSURANCE

7.1 The Contractor shall maintain an ISO 9001:2015 or equivalent Quality Management System complying with such requirements in the scope of the deliverables of this contract and make available a valid certificate upon request by the NSPA.

7.2 The contract shall conform to AQAP 2131, NATO Quality Assurance Requirements for Final Inspection and Test.

8. ENVIRONMENTAL PROTECTION

8.1. The contractor shall take all reasonable and practical measures to safeguard the environment and apply the best practices available in that field.

8.2. The Contractor shall maintain and make available upon request by the NSPA:

NATO UNCLASSIFIED 8.2.1. A copy of his environmental management system policy, which shall be relevant to the scope of this SOW. 8.2.2. Licenses and permits issued by the relevant authorizing authorities

8.3. In the provision of the services and products that are subject to this SOW, the Contractor shall ensure compliance with, as a minimum, the following legal requirements:

8.3.1. European Union (EU) (or equivalent from a non-EU NATO country) environmental protection regulations and the national implementation references (i.e. law, regulation) pursuant to the EU Directives; 8.3.2. Host Nations national, regional and local environmental laws and regulations, where applicable;

1. Crime Scene Sketch Kit

1.1. Description The crime scene sketch kit shall include all the components for quick and professional crime scene sketching. A drawing board shall allow for on the spot sketching, diagramming and drafting. The kit shall accommodate media sizes up to ISO 216 A3 format, 297mm × 420mm. 1.2. 2. Rechargeable Vacuum Kit (220V AC) for evidence collection

2.1. Description The portable, rechargeable vacuum kit will be used for the collection of micro-particle evidence. The lightweight, compact unit shall be equipped with rechargeable batteries, permitting use in most remote or difficult-to-reach crime scenes. To ensure against contamination, the sealed filter assemblies shall be hermetical. 2.2. Contents 1) 1 - Rechargeable Vacuum 2) 1 - AC Recharge Unit for 220V AC. 3) 2 - Filter Assemblies, Hermetically Sealed 4) 1 - Carrying Case with Machined Foam Inserts.

3. Ground Search Metal Detector w/headphones

3.1. Description The portable metal detector shall be designed to identify targets commonly sought in crime scene investigations and shall include target identification legend. It should be simple to use and transport, in a or that can be stored in the car. In addition, headphones shall be included. 3.2. Contents 1) Graphic Target identification cursor. 2) Accept/Reject notch for specific target detection. 3) Electronic pinpoint for easy target recovery. 4) Continuous target depth indicator. 5) Sensitivity adjustments. 6) Battery condition indicator. 7) Target identification legend with common crime scene targets (bullets, brass, silver, iron). 8) Headphone jack. 9) Submersible search-coil. 10) Large, easy-to-read screen. 11) Audio identification tones for target distinction. 12) Easy disassembly to be effortlessly stowed into a car. 13) Operating temperatures: -17ºC to 54ºC. 14) Storage temperatures: -28ºC to 65ºC.

4. Alternate Light System

4.1. Description The alternate light system shall provide for investigators all light wavelengths at a crime scene. The system shall consist of handheld and self-contained light sources, covering the light spectrum from longwave 365nm ultraviolet up to the red region of 625nm. Moreover, It shall be Included a white light source for general crime scene searches.

The system shall be designed for rugged use; each light shall have a high degree of moisture resistance with an O-ring to prevent dampness.

The three most popular lights shall come with rechargeable batteries and a charger. The kit shall include high quality UV protective spectacles. 4.2. 5. Theft Detection Kit

5.1. Description Theft Detection Kit shall include a UV forensic torch, which at least a 1-watt high-intensity UV Light Emitting Diode (LED) operating at 365nm wavelength with minimal visible light. It should prevent to work in total darkness as with ordinary black light. The kit shall contain UV powders and paste, a UV marking pen and crayons, and invisible UV fluorescent powder spray. 5.2. Contents 1) 1- UV forensic torch (≥ 1Watt LED, 365nm wave length) with rechargeable battery and charger 2) 1- Pale green fluorescent invisible detection powder 3) 1- Salmon fluorescent invisible detection powder 4) 1- Ivory white invisible fluorescent crayon 5) 1- Pale green invisible fluorescent crayon 6) 1- Fluorescent invisible marking pen 7) 1- A white light invisible and UV fluorescent powder spray 8) 2- Regular powder brushes 9) 1- Neutral fluorescent invisible detection paste 10) 1- Custom fitted, high-impact carrying case

The quantities shall permit at least 20 routine scene analysis.

6. Professional Latent Print Kit

6.1. Description The field kit shall incorporate the brush applicators for powders and a selection of fine latent print powders. All the necessary support components shall be included to aid in producing the desired result-latent print development.

The kit shall be stored in a lightweight attaché case. 6.2. 8.1. Description The materials will be used with access to scanning electron microscopy and atomic absorption analysis. The gunshot residue analysis kits shall include aluminum alloy specimen mounts containing no barium, lead or antimony (the most common constituents in primers). 9. Gypsum cast impression Kit

9.1. Description The field kit shall incorporate all the necessary materials needed for making accurate impressions utilizing gypsum casting material method. The kit shall contain five pouches of gypsum casting material, two cans of dust and dirt hardener for preparing impressions in loose or sandy soil, and two cans of snow impression wax for casting in snow and ice. 13. Narcotics Analysis Reagent Kit

13.1. Description The kit tailored for the field use shall permit screening of the most frequently abused drugs and narcotics. Reagents shall be packaged in disposable tubes. Each individual reagent shall be sealed in a thin, glass ampoule ensuring freshness and eliminating cross contamination with other reagents.
