I. SITUATION OVERVIEW

A. BACKGROUND

 The Low Pressure Area (LPA) which prevailed since January 31, 2011 to February 07, 2011 brought widespread rains over and and triggered the occurrence of flashfloods, landslides, big waves, sea mishaps, tornado, storm surge and overflowing of rivers and creeks in 14 provinces in eight (8) regions

B. EFFECTS

1. INCIDENTS MONITORED (Details on Tab A)

 Areas affected by flood were del Norte , , del Norte and Surigao del Sur in CARAGA; in Region VI; Southern in Region VIII; (Gingoog City and Talisayan), Province and (Ozamiz City) in Region X; Compostela Valley Province (Maco and Compostela) in Region XI; and Province (, , and ) in ARMM

 Flood waters in all areas of CARAGA have subsided except in the 14 barangays in , , 3 barangays in , and 2 barangays in San Luis, Agusan del Sur. Lake Mainit is slowly receding

 Areas affected by landsides were , Surigao del Sur in CARAGA and Talisayan, Misamis Oriental in Region X

 There were three (3) sea mishaps reported involving M/V Carrelyn 3, Maricaban Island; Fishing Boat “Daner” in Claveria, and a motorized pump boat in ; disease outbreak in San Ricardo, and the overflowing of rivers and creeks in Surigao del Norte and Camiguin Island

 A tornado occurred in Brgy Malaya, Banga, South on February 5, 2011 due to heavy rains associated with strong winds

 A storm surge occurred in Tawi Tawi Province on February 2, 2011 affecting two (2) island municipalities namely and and six (6) coastal barangays namely: Bunay Bunay Tong, Bunay Bunay Center, Bunay Bunay Lookan, Likod Tabawan, Naugan and Lahay-Lahay due to strong wave.

2. STATUS OF ROADS AND BRIDGES

CARAGA  Surigao del Norte - a portion of Surigao-Davao Coastal National Road along Brgy Cagdiannao, Claver is still impassable due to erosion of a portion of a land from an elevated location

Submerged Areas (knee deep) in five (5) Brgys in Jolo,Sulu: Asturias, San Raymundo, Alat, Tulay, Takut-Takut as of 09 February 2011

3. AREAS AND POPULATION AFFECTED (Details on Tab B)

 A total of 135,086 families / 638,254 persons were affected in 768 barangays of 85 municipalities and 5 cities in the provinces of Capiz in Region VI; Southern Leyte in Region VIII; Misamis Oriental, Misamis Occidental and Camiguin in Region X; Compostela Valley in Region XI; Agusan del Norte, Agusan del Sur, Surigao del Norte, Surigao del Sur and in CARAGA Region; and Sulu in ARMM

 Status of Evacuees: As of reporting time, 10 February 2011, 6:00AM , the number of evacuees decreased from 1,470 families / 6,882 persons to 910 families / 4,264 persons currently housed at 31 evacuation centers . Evacuees started to return to their respective homes

4. CASUALTIES (Dead – 21 , Injured – 66 , Missing – 1) – (Details on Tab C)

DEAD - 21 Region X : 2  Misamis Oriental: ( Christopher Laraga , 20 yrs. old and Alger Jorge Boholano , 42 yrs. old in Gingoog City due to drowning)

CARAGA : 11  Agusan del Norte: 2 ( Reyam Bahan , 7 yrs old of P-2, Brgy. Dona Rosario; and Ricarte Ganzan, 70 yrs. old of Brgy. Binuangan in due to drowning)  Agusan del Sur: 2 ( Ruben Ramos , 40 yrs. old and Richard Ramos, 1 yr. old in Brgy. Sta. Cruz, Rosario due to drowning)  Surigao del Norte : 3 ( Carlito Benocilla , 26 yrs. old and Raymund Bonotan , 25 yrs. old and Romeo Aydao Boboy, Jr., 18 yrs. old, all in Brgy. Masgad, . They were buried alive at the landslide area)  Surigao del Sur: 4 (Nenita Corpuz, 57 yrs. old and Julie Culapu , 47 yrs old, both from ; Isagani Borja, 25 yrs. old from and Aladin Corporal, 31 yrs. old from Madrid; all due to landslide)

Region XI : 2  Compostela Valley: 2 (Rocel Antipuesto from Brgy. Elizalde, Maco due to drowning and Teresita Accion, 62 yrs. old due to landslide)

ARMM: 6  Sulu: 6 (Abraham Pagun, 1 yr. old; Kurais Sappayne , 72 years old; Kasma Alih, 13 yrs. old; Kristina Abduhadi, 12 yrs. old, all due to landslide; and two (2) unidentified male victims in Jolo due to drowning)

INJURED - 164  Misamis Oriental: 1 ( Noel Moldera in Gingoog City)  Sulu: 163 (63 patients were confined at IPH-Sulu and 100 outpatients were treated by IPH-Sulu)

MISSING - 1

 A total of 2,531 houses were damaged in Region X , CARAGA and ARMM: (660 Totally and 1,871 Partially )  Breakdown per region: Region X - 3 partially; CARAGA - 156 totally and 287 partially and ARMM - 504 totally and 1,581 partially

6. DAMAGES TO INFRASTRUCTURE AND AGRICULTURE (Details on Tab E)

 The estimated cost of damages to agriculture and infrastructure in Regions X, CARAGA and ARMM amounted to PhP 538,635,853.50

Agriculture - PhP 9,649,858.50 Infrastructure - PhP 528,985,995.00

II. ACTIONS TAKEN

A. WARNING DISSEMINATION/ ALERT/MONITORING

 The NDRRMC disseminated Weather Advisories, Flood Bulletins, and Gale Warning to all regions concerned through facsimile and website for further dissemination to their respective Local Disaster Risk Reduction and Management Councils (LDRRMCs) from the provincial down to the municipal levels  Local PIA CARAGA continuously assisted RDRRMC and PDRRMCs in disseminating weather advisories and situational update to the general public through its 172 networks  Jolo Emergency Rescue Network (JERN), Red Cross, D’Alert Lupah Sug and Suara Lupah Sug are helping ACC Sulu in monitoring the situation  PDRRMC and local DRRMCs alerted their respective constiruents for any adverse effects prior to the occurrence of heavy rain in the province

B. SUSPENSION OF CLASSES/SEA TRAVELS

 RDRRMC CARAGA declared Alert Level 3 in all provinces and classes in all levels and work in public and private offices were suspended effective February 01, 2011  In Surigao del Sur, Surigao del Norte, Dinagat Islands and City classes at all levels and works in the public and private offices resumed on 3 February 2011. However, suspension of classes was selectively extended by DepEd in other schools utilized as evacuation centers and those which are still flooded. In Mainit, Surigao del Norte classes were still suspended on 4 February 2011 as flood water in Mainit rose up to 7 meters high due to the overflowing of Lake Mainit

C. SEARCH AND RESCUE (SAR) and EVACUATION OPERATIONS

CARAGA  Pre-emptive and force evacuation were initiated in the low-lying and landslide prone areas in the provinces of CARAGA  The Coast Guard Station Butuan Special Operations Unit Northern Mindanao in cooperation with Team of CDRMMC Butuan, conducted SAR operations on February 01, 2011 in Barangays Aupagan, Mahogany, Mahay, Banza, Buhangin and nearby barangays along the riverbank with the use of speedboats. The team rescued 70 stranded persons and transferred 81 families including minors and children to the evacuation centers and other safer areas. Evacuees are staying at Agusan National High School  PNP , BFP, 30 th -IB PA, PNP recruits QART and members of Washington Brgy. Council effected forced evacuation of the 354 families in Sitio Pagasa and Sitio Bonotan, Brgy Washington

3  PNP13 deployed 2,025 PNP personnel with SAR equipment to different provinces affected by flooding and landslides which conducted SAR and evacuation operations. SAR equipment deployed by PNP Units and LGUs concerned were the following: 13 th RPSB (2 Hilux, 1 unit 6X6 truck, 1 elf truck and 1 rubber boat); BCPO (5 patrol cars and 2 dump trucks); LGU Agusan del Norte (11 patrol cars, 1 dump truck and 1 multi-cab); LGU Agusan del Sur (14 patrol cars, 1 truck and 1 rubber boat); LGU Surigao del Norte (21 patrol cars, 1 bus, 1 6X6 army troop carrier, 1 BFP truck, rope and 3 dump trucks); LGU Surigao del Sur (23 patrol cars and 1 rubber boat); and LGU Dinagat Islands (7 patrol cars and 1 dump truck)  402 nd BDE, AFP augmented 3 units M35 truck, 3 units KM450, 1 Elf truck and 35 AFP enlisted personnel which assisted in the SAR operations in Agusan del Sur. Personnel and vehicles were also provided by the 36th IB, 29 th IB and 75 th IB of the 401 st BDE  PDRRMC Surigao del Sur dispatched rescue teams and provided heavy equipment which transported stranded passengers

Region VI  RDRRMC VI CWG was activated to assess the needs of the flood victims and the 301 st Unit - AFP was deployed to the flooded municipalities to augment SAR operations

Region VII  PCG- City Station conducted search and rescue operation for the recovery of 2 missing fishermen from Brgy. Cabangcalan, Pres. Carlos P. Garcia, Bohol. Said fishermen identified as Jonathan Moreno, 33 yrs. old and Albert Cutamura, 24 yrs. old, were rescued alive on February 4, 2011 at Minaya, Sagay, Camiguin Island and are under the custody of Brgy Chairman of Brgy Bonbon, Catarman, Camiguin Island

Region VIII  Concerned DRRMC in Southern Leyte initiated pre-emptive evacuation because the province experienced again heavy rains with strong winds: All residents in Brgy. Gabi, San Francisco evacuated to San Francisco Central School. Some residents in Sitio Cancastro, Brgy. Dakit, San Francisco partially evacuated to friends and relatives  Meanwhile, the Provincial Coordinator of Southern Leyte recommended the full evacuation of residents in Brgy. Lumbog, Hinunangan since said was initially assessed by local DRRMC as prone to landslide due to cracks in the mountain slopes with 43 families / 184 persons evacuated to Hinunangan Municipal Auditorium

Region X  CDRRMC Gingoog deployed rescue teams in some barangays which transported evacuees to designated evacuation centers. CDRRMC Ozamiz City, Misamis Occidental conducted pre-emptive evacuation in Purok 6 and 8, Brgy. Carmen Annex. The City Emergency Response Team (CERT) in coordination with the City Police and Brgy. Officials assisted in the evacuation and transport of families to Misamis Annex Elementary School  Evacuees in Talisayan and Gingoog City, Misamis Oriental ; , Camiguin ; and Ozamiz City, Misamis Occidental returned to their respective places of origin on Feb 03, 2011

Region XI  MDRRMC Compostela and PDRRMC Compostela Valley assisted in the evacuation of the affected families and provided relief assistance.

ARMM  More or less 553 families were affected in Jolo, Sulu who evacuated to schools, friends and relatives

4 D. RELIEF OPERATIONS

 The over-all cost of assistance has amounted to PhP17,770,351.14 (Details on Tab F)

FOOD AND NON-FOOD ITEMS

 PhP17,253,348.45 worth of food and non-food items out of the combined resources of DSWD, LGUs and NGOs/Other GOs has already been provided to Regions XI, CARAGA and ARMM

 DSWD released PhP6,259,245.25 worth of relief goods to affected areas in CARAGA as follows: Agusan del Norte - PhP1,933,062.50 Agusan del Sur - PhP1,385,060.25 Surigao del Norte - PhP1,673,047.50 Surigao del Sur - PhP1,268,075.00

 LGUs, NGOs and other GOs released PhP9,861,303.20 worth of food and non-food items to Regions XI, CARAGA and ARMM

CARAGA

 PHAP Cares Foundation initially provided 11 boxes of Negosyo Pack Pink Johnsons Pure Essentials to the victims  Assistance provided by the LGUs to their constituents who were affected by floods: Butuan City (3,363 packs assorted goods); Jabonga, Agusan del Norte (food assistance); , Surigao del Sur (100 bags of rice, 70 boxes of noodles, 50 boxes of sardines and 170 kilos of dried fish); Dinagat Islands (San Jose (3 sacks of rice, 3 boxes of sardines, 7 boxes of noodles, linens and mats); (10 sacks od rice, Brgy Mabibi, Cagdiannao (80 packs of assorted goods); PHO (medicines to evacuees in Basilisa), (5kg rice, 3 cans sardines, 3 packs noodle per family)  The Gawad provided 250 family packs in Jabonga and 140 family packs in all in Agusan del Norte and 89 family packs, 2 boxes of 350 ml drinking water and 6 boxes of 6 liters drinking water in Butuan City  Father Saturnino Orios University Community Extension Service provided 350 family packs, 10 boxes of medicines and 10 boxes of drinking water in Jabonga and residents living along riverside in Butuan City

Region X

 CSWD Gingoog City provided food assistance to the evacuation centers: Sta. Rita Parish (20 kilos rice, 21/2 kilos bihon and 20 tins sardines) and Brgy. Santiago (1 sack rice and 2 kilos behon)  MDRRMC Mambajao, Camiguin assisted affected residents and provided food, medicines, clothing and towels  BDRRMC Carmen Annex , Ozamiz City provided ready-to-eat-food in said barangay

ARMM

 DSWD, LGU -Jolo headed by Mayor Hussin Amin, GOs and NGOs provided immediate relief/food assistance in the form of cooked food, raw food and hot meals to the evacuees/affected families  Gen. Ramon Santos of OCD BASULTA Satellite Office facilitated the request of DSWD 9 for a navy vessel from the Western Mindanao Command to transport/ferry the relief goods from Zamboanga City to Jolo, Sulu. Relief goods from DSWD-IX consisted of 100 cartons of sardines, 150 sacks of rice, 173 cartons and 9 pieces. of noodles in pack, 156 cartons and 36 tins of corned beef, 41 cartons and 40 small box of powdered milk, 179 sacks of used clothing, 130 sacks family packs of food supplies (1,300 packs), 1 generator set and emergency light

5  AFP and PNP ARMM assisted in the transport/ hauling and distribution of relief goods, provision of hot meals and provided security assistance  The Provincial Government of Tawi-Tawi provided 200 sacks of rice; LGU South Ubian and Tandubas immediately provided assistance to the affected families; DSWD ARMM committed PhP50,000 for relief assistance; and the DSWD IX released PhP150,000.00 to DSWD Tawi-Tawi for emergency purchase of relief goods. Affected families are temporarily housed at school buildings, mosques and others stayed with relatives and friends

CARAGA  PHAP Cares Foundation initially provided 11 boxes of Negosyo Pack Pink Johnsons Pure Essentials to the victims

Region XI  LGU Maco extended financial assistance to the bereaved family of disaster victim  MDRRMC Compostela and PDRRMC Compostela Valley assisted in providing immediate relief assistance

HEALTH AND PSYCHO-SOCIAL SERVICES

CARAGA  CHD-RHEMS and PHTOs in affected regions are continuously monitoring the health situation in respective areas of responsibility in coordination with local HEMS coordinators  The Mental and Psychosocial Services Team conducted stress debriefing to the evacuees and the affected families

Health Expenditures  DOH CARAGA dispatched medicines worth PhP317,002.69 through the Provincial Health Team leaders broken down as follows : Agusan del Norte (PhP213,419.26); Surigao del Norte (PhP71,927.69) and Dinagat Islands (PhP31,655.74). Other areas provided with medicines were Butuan City; Surigao City; Santiago, Agusan del Norte; and Mainit, Surigao del Norte

E. CLEARING OPERATIONS

Region XI  EASTMINCOM, AFP provided manpower assistance for the clearing operation of the national highway in Misamis Oriental  DPWH CARAGA monitoring team established a hotline number should necessary assistance be needed  DPWH CARAGA, and Region X conducted clearing operations in all impassable roads clogged up by soil, debris and gravel

F. CONDUCT OF MEETINGS/ AERIAL SURVEYS

CARAGA  CDRRMC Butuan City was convened on 02 February 2011 to assess the current situation  Ozamiz City Mayor Nova Princess Echavez called an emergency meeting and convened the CDRRMC-TWG for enhancement of warning dissemination and coordination with concerned agencies

ARMM  Sulu PDRRMC and Jolo MDRRMC conducted a joint emergency meeting on February 04, 2011 and assessed the extent of damages and discussed appropriate responses to be undertaken  SA RG Santos joined with General Ferrer conducted aerial survey in Jolo, Sulu via chopper

6 G. DAMAGE AND NEEDS ASSESSMENT (DANA)

 CDRRMCs Ozamiz and Gingoog and MDRRMC Mambajao and Talisayan DANA teams conducted damage and needs assessment in their respective areas of responsibility  PDRRMC South Cotabato conducted DANA in the affected area in Brgy. Malaya, Banga

III. IMMEDIATE REQUIREMENTS/NEEDS

 Butuan CDRRMC needs used clothing for the flood victims  Certified rice and vegetable seeds, juvenile bangus and lobster, seaweeds for the rehabilitation of damaged agri-fishery in Dinagat islands  Medicines for possible water-borne diseases in the municipality of Jabonga, Agusan del Norte  Potable water in Jabonga and Butuan City evacuation centers and toilet facilities

IV. DECLARATION OF STATE OF CALAMITY

1. FLOODING

CARAGA

Agusan del Norte (Remedios T.Romualdez, Jabonga and Buenavista); Surigao del Sur ( and Claveria); Agusan del Sur (San Luis, San Francisco and La Paz); and Surigao del Norte (Placer and Claver) Floodwaters have already subsided in all areas except in the 14 barangays in Mainit, Surigao del Norte, 3 barangays in Jabonga, Agusan del Norte and 2 barangays in San Luis, Agusan del Sur

Region VI Capiz- 46 brgys in the municipalities of Panay, Pontevedra, Panitan, Maayon, Sigma, Mambusao, Dumarao, Cuartero and Dao affecting 490 families/1,920 persons. (February 6, 2011)

Region X

Misamis Oriental (Gingoog City and Talisayan); Camiguin Province; Misamis Occidental (Ozamiz City) were flooded. Flood victims were evacuated to the Brgy. Hall stage, multi-purpose center, 2 chapels and waiting shed.

Region XI

Compostela Valley (Purok 2, Brgy. Panibasan in Maco and Compostela, Compostela Valley Province) on February 02, 2011. Forty-five (45) families were evacuated to the gymnasium of Compostela.

ARMM

Sulu Province (14 barangays were affected : 8 in Jolo namely: Walled City, Alat, Chinese Pier, Asturias, Takut-Takut, Tulay, San Raymundo and Kasangayan; one (1) in Panamao; one (1) in Pangutaran; and four (4) in Hadji Panglima Tahil. Flood waters in Jolo receded on February 04, 2011 except in some low-lying areas.

2. LANDSLIDE

CARAGA

3. SEA MISHAPS

Region IV-B

On February 06, 2011, a cargo vessel “M/V Carrelyn 3” with 12 crew on board reportedly incurred heavy water ingress in its engine while transiting at the vicinity

waters of Maricaban Island enroute from bound for Port. Said vessel was rescued on February 07, 2011 and was safely docked and moored beside Fast Craft Berth No. 3 for repair.

Region V

A fishing boat named “Daner” of Bulan, with 4 fishermen onboard capsized within the vicinity of Brgy. Canomay, Claveria, Masbate on or about 9:00AM, 31 January 2011 due to big waves and strong winds.

Region VII

A motorized pump boat with 2 fishermen onboard from City, Southern Leyte going back to Pres. Carlos P. Garcia, Bohol was reported missing since February 01, 2011.

4. DISEASE OUTBREAK

There were eighty one (81) diarrhea cases reported in San Ricardo, Southern Leyte : 23 were confined at Pintuyan District Hospital and 58 were treated at San Ricardo Rural Health Unit (RHU).

5. OVERFLOWING OF RIVERS/CREEKS

CARAGA

Mapaso River in Placer, and Lake Mainit in Mainit and Surigao del Norte overflowed. Water in Lake Mainit is slowly receding .

Region X

Kibaluyot River in Gingoog City and Baylao Creek in Mambajao, Camiguin overflowed.

6. Storm Surge (Feb 2, 2011)

ARMM (BASULTA ) Tawi-Tawi - 2 island municipalities namely: South Ubian (4 brgys) and Tandubas (2 brgys) Names of coastal barangays are Bunay Bunay Tong, Bunay Bunay center and Bunay bunay Lookan, Likod Tabawan , Naugan and Lahay-Lahay affecting 523 families
