JERRY LEVERICH SENIOR COUNCIL, MAJORITY STAFF Gerald (Jerry) Leverich serves as a Democratic Counsel to the House Committee on Energy and Commerce’s Subcommittee on Communications and Technology. Prior to joining the Committee in 2015, Jerry served as the primary telecommunications attorney in the Office of the General Counsel at the Government Accountability Office. Jerry received his law degree, cum laude, from Georgetown University Law Center and his bachelor’s degree in political science from the College of Charleston. KATE O'CONNOR CHIEF COUNCIL, MINORITY STAFF Kate O’Connor is the Chief Counsel for Communications and Technology with the U.S. House of Representatives Committee on Energy and Commerce. O’Connor previously served as the Chief of Staff for the National Telecommunications and Information Administration, where she worked on legislative and communications policy issues affecting spectrum and broadband issues. She also worked with state government officials and other federal agencies to advance White House initiatives on broadband and 5G.

Prior to joining NTIA, O’Connor worked in the . She began her Senate career working in the office of Senator Mark Kirk (R-IL) and then served as a Legislative Assistant for Senator Dan Sullivan (R-Alaska), where she handled issues before the Committee on Commerce, Science, and Transportation, including telecommunications policy. Ms. O’Connor attended the University of Chicago, and is originally from Chicago, IL.

SENATE COMMERCE SCIENCE & TECHNOLOGY COMMITTEE OLIVIA TRUSTY POLICY DIRECTOR, MAJORITY STAFF

Olivia Trusty is policy director over the Subcommittee on Communications, Technology, Innovation, and the Internet, and the Subcommittee on Manufacturing, Trade, and Consumer Protection. Previously, Trusty handled telecommunications and technology issues for Sen. Roger Wicker, Chairman of the Senate Commerce Cte. Prior to joining Sen. Wicker, Trusty worked on the House Energy and Commerce Committee’s Digital Commerce and Consumer Protection Subcommittee and served as Legislative Assistant to Congressman Bob Latta, R-Ohio. She has a Bachelor’s degree in Political Science from the University of North Carolina at Chapel Hill and a Master’s degree in American Government from Georgetown University. Federal Communications Commissioner Jessica Rosenworcel believes strong communications markets can foster economic growth and security, enhance digital age opportunity, and enrich our civic life.

From fighting to protect to ensuring access to the internet for students caught in the Homework Gap, Jessica has been a consistent champion for connecting all. She is a leader in spectrum policy, developing new ways to support wireless services from Wi-Fi to video and the internet of things. She also is responsible for developing policies to help expand the reach of broadband to schools, libraries, hospitals, and households across the country.

Named as one of 's 50 Politicos to Watch, Jessica brings over two decades of communications policy experience and public service to the FCC. Prior to joining the agency, she served as Senior Communications Counsel for the US Senate Commerce Committee. Before entering public service, Jessica practiced communications law in Washington, DC.

KRIS MONTEITH, CHIEF WIRELINE COMPETITION BUREAU

Kris Anne Monteith is the Chief of the Wireline Competition Bureau at the FCC where she and the bureau work to ensure that all Americans have access to robust, affordable broadband and voice services, through universal service programs; a competition policy framework that protects consumers and fosters competition; and policymaking informed by comprehensive data about communications services, including broadband. In her over twenty-three years with the Commission, Monteith has served in a number of senior leadership positions, among them, Chief of the Enforcement Bureau; Acting Chief of the Consumer and Governmental Affairs Bureau; Deputy Chief and Chief Data Officer of the Media Bureau; Deputy Chief of the Wireline Competition Bureau; Deputy Chief of the Consumer and Governmental Affairs Bureau; and Chief of the Policy Division of the Wireless Telecommunications Bureau. Before joining the Commission, Monteith practiced telecommunications law with McDermott, Will and Emery, and Keller and Heckman in Washington, D.C. Monteith received her J.D. from the George Washington University and her B.A. from the University of Colorado, Boulder.

LAUREN GARRY, ATTORNEY ADVISOR TELECOMMUNICATIONS ACCESS POLICY DIVISION WIRELINE COMPETITION BUREAU

Lauren Garry is an Attorney Advisor in the Wireline Competition Bureau at the Federal Communications Commission. In her work for the Bureau, Garry works in the Telecommunications Access Policy Division, specifically on the High-Cost Program, including the Connect America Fund and Rural Digital Opportunity Fund. Prior to the Commission, Garry was a Law Clerk to the Honorable William S. Colwell in the Office of Administrative Law Judges at the Department of Labor. She has also worked for Comcast Corporation, the U.S. Senate and U.S House of Representatives. Garry received her J.D. and MBA from American University and has a Bachelor of Arts from Bowdoin College.

KIRK BURGEE, CHIEF OF STAFF AND DEPUTY DIRECTOR RURAL BROADBAND AUCTIONS TASK FORCE

Kirk Burgee is the Chief of Staff of the FCC’s Wireline Competition Bureau. In his work for the Bureau, Burgee is involved in matters related to broadband deployment, including broadband data mapping and interagency coordination of broadband programs. Burgee is also a Deputy Director of the FCC’s Rural Broadband Auctions Task Force, which is tasked with implementing FCC auctions to allocate universal service support for broadband in unserved areas. Prior to joining the FCC in 2005, he practiced telecommunications law in the private sector. Burgee received his J.D. from the Georgetown University Law Center and his B.A. from the University of South Carolina.

JUSTIN FAULB, LEGAL ADVISOR TO THE BUREAU CHIEF AND DESIGNATED FEDERAL OFFICER TO THE BROADBAND DEPLOYMENT ADVISORY COMMITTEE

Justin Faulb is a Legal Advisor to the Chief of the Wireline Competition Bureau at the FCC. In this role, Faulb oversees an array of wireline proceedings involving competition and pricing policy, advising Bureau Chief, Kris Monteith, on those proceedings, and coordinating with the Chairman and Commissioner Offices on behalf of the Bureau. Faulb co-leads the FCC’s proceedings on Protecting Against National Security Threats to the Communications Supply Chain and serves as the Designated Federal Officer of the Broadband Deployment Advisory Committee. At the FCC he has also worked as an Attorney Advisor and as Special Counsel in the Office of the FCC Chairman. Prior to the FCC he worked for a leading trade association, and in private practice focusing on communications and energy law. Faulb received his law degree from Catholic University, Columbus School of Law, and his bachelor's degree, cum laude, from Miami University.
